Un modèle américain ?
La rĂ©ussite Ă©conomique amĂ©ricaine trouve son origine dans une collaboration ancienne entre les universitĂ©s, les entreprises et les fondations philanthropiques. Cette collaboration a entraĂ®nĂ© une fluiditĂ© de la connaissance et permis la mobilisation des ressources financières nĂ©cessaires au financement de la recherche. Toutes les universitĂ©s, privĂ©es ou publiques, ont recours Ă ce mode de financement sous la forme de dons ou de contrats de recherche. L’universitĂ© amĂ©ricaine n’offre pas simplement une formation scientifique ; elle a pour objectif de prĂ©parer les citoyens aux enjeux du monde moderne. Après une pĂ©riode de formation gĂ©nĂ©raliste, les Ă©tudiants se spĂ©cialisent dans le domaine de leur choix et bĂ©nĂ©ficient souvent de conditions de travail optimales. Pour attirer les meilleurs talents, un brain drain national et international fonctionne depuis de nombreuses annĂ©es. Cette logique commerciale s’étend au recrutement des professeurs. Cette commercialisation de l’économie du savoir a cependant un revers : si l’universitĂ© amĂ©ricaine attire les meilleurs talents, quelle que soit leur origine sociale, grâce Ă un important système de bourses, elle n’efface pas les inĂ©galitĂ©s sociales et joue de moins en moins son rĂ´le d’ascenseur social.The American economic achievement stems from a long-standing collaboration between universities, companies and charities. This collaboration has brought a free flow of knowledge and has allowed to raise the funds necessary to finance research. All universities, whether private or public, use this mode of financing, in the form of donations or research contracts. The American university not only offers a scientific training; it also aims at preparing citizens to the stakes of the modern world. After a period of general training, students specialize in the field of their choice and often enjoy optimal working conditions. To attract the world’s best students, a brain drain, both national and international, has been at work for many years. This commercial approach and logic can be extended to the enrolment of the teaching staff. Yet, this commercialization of the knowledge economy has a flaw: If the American university does attract the best regardless of their social origin thanks to an efficient system of grants, it fails at levelling social inequalities and works less and less as a social ladder.Los logros econĂłmicos americanos toman arraigo en la tradicional colaboraciĂłn entre universidades, empresas y fundaciones filantrĂłpicas. Le recrutement des élites aux États-Unis au vingtième siècle
L’article prĂ©sente les mĂ©canismes de recrutement des Ă©lites dans l’AmĂ©rique du vingtième siècle. Il s’intĂ©resse particulièrement aux efforts entrepris pour mettre en Ĺ“uvre une politique de prise en charge financière afin que tout Ă©tudiant puisse obtenir les bourses nĂ©cessaires Ă la poursuite de sa scolaritĂ©. Peu Ă peu, toutes les grandes universitĂ©s ont adoptĂ© ce principe. Toutefois, au cours des dernières annĂ©es, de nombreuses universitĂ©s ont abandonnĂ© ce principe. Aujourd’hui, la mĂ©ritocratie amĂ©ricaine fait face Ă de nombreuses difficultĂ©s politiques, sociales et financières.The article deals with the way American elites have been recruited over the twentieth century. It mainly focuses on the attempt to move toward a policy of “need-blind” admissions in which every person let in would be guaranteed enough scholarship money to attend. Over time most of the Ivy League universities adopted the need-blind principle. Though in recent years, most of the universities have dropped this principle. Today, the American meritocracy faces many political, social and financial problems.El artĂculo presenta los mecanismos de reclutamiento de las Ă©lites en la AmĂ©rica del siglo veinte. Estimation of added wave resistance with CFD code
This paper is part of the Bassin Numérique project managed by IRT Jules Verne (French Institute in Research and Technology in Advanced Manufacturing Technologies for Composite, Metallic and Hybrid Structures). The authors wish to associate the industrial and academic partners of this project; respectively DCNS Research/SIREHNA, HYDROCEAN, STX France, Bureau Veritas. Abstract. A numerical towing tank needs to efficiently estimate the ship performances in both calm water and in regular waves. The knowledge of ship performances are mandatory during the design phases in order to provide architects with values helping in technological choices. In this context, numerical towing tanks appear as a more versatile solution than time consuming and costly model tests. The French Technical Research Institute IRT Jules Verne conducts studies to assess and validate methodologies based on CFD simulations to evaluate added resistance in regular waves. The present work conducted in the "Bassin Numérique" project provides a preliminary sensitivity analysis which aims to validate the numerical settings necessary to model the wave propagation. The main result of this preliminary study enables to specify accurate meshes for wave propagation. The present paper focuses on the validation study done by three different members of the IRT Jules Verne using three CFD solvers on four test cases: one static vertical cylinder [1] and three ships in head wave condition [2], [3] and [4]. For each case, numerical results are compared with towing tank experiments in terms of added resistance and motions.
The different wave conditions and test cases allow covering the wide range of encountered wave frequencies and dealing separately with the cases of diffraction at zero speed, diffraction with forward speed and finally including radiation. Most of the results correctly fit the experimental data, especially in terms of heave and pitch. The added resistance is also accurately simulated for sufficiently high wave lengths
