    Strengthening Trade Adjustment Assistance

    More than 40 years ago, Congress established the Trade Adjustment Assistance (TAA) program to provide assistance to workers and firms adversely affected by import competition. The program provides extended income maintenance and training to workers and technical assistance to firms. TAA was expanded in the 1970s and cut back during the 1980s. Provisions included in the Trade Act of 2002 breathed new life into the program. Eligibility criteria were extended to include secondary workers and workers who lose their jobs due to offshore shifts in production. A health insurance tax credit and wage insurance were added to the package of assistance for workers. TAA for Farmers and Fishermen was also created. Congress is currently considering further changes to the program, including covering service workers and expanding the health insurance tax credit and wage insurance. Many believe that expanding TAA is critical to winning congressional support for further trade liberalization.

    Penetration of Two Organic Liquids Into Hardwoods

    A theory previously described for determining the nonpressure or natural penetration of water into hardwoods was also shown to be valid for two organic liquids. The theory was verified by data from a swelling cell, which continuously and simultaneously measured the uptake of t-amylol and n-propanol with time in wood samples as well as the resultant swelling. The initial stages of bound liquid and free liquid penetration were shown to be linear when plotted against the square root of time. The maximum swelling in n-propanol was lower in red oak and black walnut than in yellow-poplar and ranged from 24 to 60% of the maximum swelling for the same species in water

    Psychrometric Relationships and Equilibrium Moisture Content of Wood At Temperatures Above 212 F

    Equations are derived to evaluate psychrometric relationships over a range of dry bulb temperatures from 200 to 500 F and wet bulb temperatures from 100 to 210 F. Wet bulb temperature, adiabatic saturation temperature, dew point, relative humidity, steam content, and enthalpy of humid air streams are discussed. Graphs and a chart are presented that relate relative humidities and dry and wet bulb temperatures to equilibrium moisture content of wood. The practical problems relevant to evaluation and usage of psychrometric-equilibrium moisture content interactions are discussed and several areas of future research are suggested
