    Impact of the Global Economic Crisis on Taipei,China’s Industrial Structure and Firm Activity

    Given the dominance of small and medium-sized enterprises (SMEs) in Taipei,China (97.6% of business establishments, and 77.1% of employment), it is of vital importance to develop ways to aid SMEs in surviving the current global economic crisis. Indeed, the government can utilize this crisis to reform and strengthen SMEs so they can continue to be the backbone of Taipei,China’s economy. This paper discusses the strengths and weaknesses of SMEs in Taipei,China.     The Effects of Aging on Migration in a Transition Economy: The Case of China

    China has been experiencing two major demographic sea changes since the late 1970s: (i) Internal migration, primarily rural-to-urban, on a scale that dwarfs all other countries at any time in history; and (ii) a shift in its age distribution. The basic question posed in this paper is: How are aging and migration related in post-reform China? We argue that there is probably two-way causality: Shifts in the origin region's age distribution induce changes in the scale and structure of migration, but out- (in-) migration shifts the origin's (destination's) age distribution. We examine theoretically and empirically the relationship between origin age distribution and interprovincial migration in China using province-level census data for 1985-2005. The goal of the paper is two-fold: (i) To develop a more refined theoretical model that explains how a migrant's age affects his/her likelihood of migration; and (ii) to obtain unbiased estimates of the effect of age on the interprovincial migration rate. Our theory section is motivated by the observation that, while most researchers recognize the importance of including age in theoretical and empirical models of migration, the exact reasons for why age affects migration have not been analyzed very thoroughly. We model the migration decision and demonstrate that there is an ambiguous relationship between age and the likelihood of migration.     The Regulation of Migration in a Transition Economy: China’s Hukou System

    Unlike most countries, China regulates internal migration. Public benefits, access to good quality housing, schools, health care, and attractive employment opportunities are available only to those who have local registration (Hukou). Coincident with the deepening of economic reforms, Hukou has gradually been relaxed since the 1980s, helping to explain an extraordinary surge of migration within China. In this study of interprovincial Chinese migration, we address two questions. First, what is a sensible way of incorporating Hukou into theoretical and empirical models of internal migration? Second, to what extent has Hukou influenced the scale and structure of migration? We incorporate two alternative measures of Hukou into a modified gravity model – the unregistered migrant's: (i) perceived probability of securing Hukou; and (ii) perceived probability of securing employment opportunities available only to those with Hukou. In contrast to previous studies, our model includes a much wider variety of control especially important for the Chinese case. Analyzing the relationship between Hukou and migration using census data for 1985-90, 1995-2000 and 2000-05, we find that migration is very sensitive to Hukou, with the greatest sensitivity occurring during the middle period.internal migration, Hukou, migrant networks, reforms

    Post-reform China has been experiencing two major demographic changes, an extraordinary amount of internal migration and an aging population. We present a general migration model which captures the idea that older migrants have shorter durations in the destination but possibly larger general human capital to transfer. Therefore, the incentive to migrate is ambiguously related to age. We test the theoretical implication using an extended modified gravity model, nuanced to fit the case of a transition economy. We find that shifts in China's age distribution have generated significant changes in the country's migration patterns

    Interprovincial migration in China: the effects of investment and migrant networks

    Since the 1980s, China's government has eased restrictions on internal migration. This easing, along with rapid growth of the Chinese economy and substantial increases in foreign and domestic investments, has greatly stimulated internal migration. Earlier studies have established that migration patterns were responsive to spatial differences in labor markets in China, especially during the 1990s. However, other important economic and socio-political determinants of interprovincial migration flows have not been considered. These include the size of the migrant community in the destination, foreign direct and domestic fixed asset investments, industry and ethnic mixes and geographic biases in migration patterns. We estimate a modified gravity model of interprovincial migration in China that includes as explanatory variables: migrant networks in the destination province, provincial economic conditions, provincial human capital endowments, domestic and foreign investments made in the province, industry and ethnic mixes in the province, provincial amenities and regional controls, using province-level data obtained from the National Census and China Statistical Press for the 1980s and 1990s. We find strong evidence that migration rates rise with the size of the destination province's migrant community. Foreign and domestic investments influence migration patterns, but sometimes in unexpected ways. We find that as economic reforms in China deepened in the 1990s, the structure of internal migration did not change as much as earlier studies have suggested. Consequently, our results raise new questions about the World's largest-scale test case of internal migration and strongly suggest a need for further research

    Evolution of China's U.S. Policy (1965-72): Prelude to the Economic Reform?

    China embarked on its grand economic reform in 1978, and the resulting economic performance has impressive by any standard. Many have accredited China's apparent success to the "gradualism" or patience in its reform agenda. But equally important is China's reform "sequence", which began in staple food production before spreading to other sectors of the economy. What has been absent in the literature is the explanation of why China started with the staple food sector, and why China embarked on the reform in the first place. This study traces China's early reform (the agricultural production) to her realization and abandonment of the self-reliant agriculture policy in the early 1970s. This self-reliance had been China's central ideology and main objective since the 1950s. We study China's attitude towards the U.S. via the line-struggle between different fractions within the Chinese Communist party during this period (1965-72). We further quantify the evolution of China's U.S. policy by examining the anti-U.S. propaganda in Chinese publications
