VLADAVINA PRAVA I EKONOMSKA NUŽDA U āPOSTDEMOKRATSKOM IZVRÅ NOM FEDERALIZMUā: NEKA USTAVNA PITANJA EURO-KRIZE
The author analyzes EUās response to the ongoing economic crisis, focusing
on the problem of legislative and institutional fragmentation. She argues
that the authoritarian crisis management ā fueled by ācrisisā discourse -
subverted democratic accountability by its reliance on executive discretion and
intergovernmentalism. Through an analysis of European Court of Justiceās case
law as well as a close look at the exact workings and implications of European
Central Bankās ultra vires actions, she shows how Lisbon Treaty was sacrificed
to the exigency of creating an Ersatz Union law more pliable to the immediate
concerns of reforming the EMU. She holds that the intergovernmental instruments
not only āunconstitutionallyā requisitioned the involvement of EU institutions,
but also established a political administration unresponsive to democratic
accountability, damaging the legitimacy of the Union. The resulting subjugation
of the political and social constitution to economic conditions threatens an
abdication of law and undermines the integrity of the Union legal order.Autorica analizira odgovor Europske unije na joÅ” uvijek aktualnu ekonomsku

Tvrdi da autoritarno upravljanje krizom ā poticano rjeÄnikom āstanja nuždeā
ā podriva demokratsku odgovornost svojim oslanjanjem na izvrÅ”nu diskreciju
i intergovernmentalizam. Kroz analizu jurisprudencije Suda Europske unije i
uz pogled izbliza na toÄno funkcioniranje i implikacije ultra vires djelovanja
Europske srediŔnje banke, pokazuje kako je Lisabonski ugovor žrtvovan u ime
nužde stvaranja Ersatz prava Unije, koje bolje odgovara neposrednim potrebama
reformiranja Ekonomske i monetarne unije. Drži da su intergovernmentalni
instrumenti ne samo āprotuustavnoā rekvirirali sudjelovanje institucija EU, veÄ i da
su naÅ”tetili legitimitetu Unije uspostavivÅ”i politiÄku upravu netaknutu zahtjevima
demokratske odgovornosti. PosljediÄno podÄinjavanje politiÄkog i socijalnog ustava
onom ekonomskom dovodi do abdikacije prava i podrivanja integriteta pravnog
poretka Unije

Humor and Co-Creation as Levers of Valorization of Tourism Attractions: Case Study from Vodnjan, Croatia
Tourists are highly selective, they are looking for the unforgettable experiences and they want to familiarize with the tradition and the culture of the local residents, which represents a great challenge for the tourism products and service providers because they constantly have to create new and interesting activities, because tourists are no longer interested in sightseeing of the cultural and the historical heritage, but they also want to be a part of it. The purpose of this case study is to affect the perceptions of visitor of Vodnjan (Croatia) by enriching their cultural experience. The goal is to propose a model of collaboration of tourists in the creation of such experiences. The appeal to humor, as a still under researched topic in function of tourism, as well as the principles of co-creation, rarely used in tourism, were combined to help revalorize Vodnjan\u27s tourism attractions and the destination itself.

Broadcasting Organization in the Context of Creative Economics and Management Innovation
The transformation of the modern economic system is more than obvious and our main objective is to point out the need for the articulation of new organizational forms. In this paper, we use the results of empirical studies published in the literature and theoretical elaboration by using inductive/deductive methods. We believe that a new organization must correspond to human nature, which is based on self-affirmation in the world of labor in which the creativity, imagination, play and cooperation are among the key factors.

Do international standards influence the development of smart regions and cities?
Rast gradskog stanovniÅ”tva utjeÄe na održivost i razvoj pametnih regija. MeÄunarodni standardi mogu pružiti dobre prakse u Å”irokim podruÄjima koja se odnose na ekoloÅ”ke, sigurnosne i druÅ”tvene aspekte koji doprinose postizanju gospodarskog i održivog rasta, dobrobiti i sigurnosti okoliÅ”a. Cilj ove studije je istražiti postoji li povezanost izmeÄu razine pametnih gradova u razliÄitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Analizirali smo standarde koji podržavaju razvoj održivih i pametnih gradova iz razliÄitih zemalja i istražili njihov utjecaj na razinu pametnih i održivih gradova. Za mjerenje uspjeÅ”nosti gradova koristili smo UN-ovu inicijativu za prosperitet grada (CPI) i njezinih Å”est dimenzija: produktivnost, razvoj infrastrukture, kvalitetu života, jednakost i druÅ”tvenu ukljuÄenost, održivost okoliÅ”a i urbano upravljanje i zakonodavstvo. Za analiziranje utjecaja meÄunarodnih standarda na inicijativu pametnih regija i gradova proveli smo SEM analizu. Rezultati istraživanja potvrÄuju da postoji znaÄajna razlika izmeÄu razine pametnih gradova u razliÄitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Nadalje, potvrÄen je pozitivan utjecaj meÄunarodnih standarda na razvoj pametnih regija i gradova. Vjerujemo da predstavljeni pristup može pružiti dodatni uvid u Äimbenike koji utjeÄu na razvoj pametnih regija i gradova i pokrenuti daljnja istraživanja o toj temi.The growth of city population has consequences on the sustainability and development of smart regions. International standards can provide good practices in wide areas related to environmental, security and social aspects that contribute to the achievement of economic and sustainable growth, well-being, and safe environment. The aim of this study is to explore if there is an association between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. We analysed standards that support the development of sustainable and smart cities from different countries and explored their influence on the level of smart and sustainable cities. To measure the performance of cities we used the UN-habitat City Prosperity Initiative (CPI) and its six dimensions: Productivity, Infrastructure Development, Quality of Life, Equity and Social Inclusion, Environmental Sustainability, and Urban Governance and Legislation. To analyse the influence of international standards on smart regions and cities initiative we conducted SEM analysis. The results of the research have proved that there is a significant difference between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. Additionally, a positive impact of international standards on the development of smart regions and cities is confirmed. We believe that the presented approach might provide additional insights into the factors which impact the development of smart regions and cities and initiate further studies on the topic

Low-dose ionizing irradiation affects ntpdase activity in neuoronal cells of young female rats
In the present study, time-dependent effects of low-dose ionizing irradiation on membrane-bound enzyme activity in neuronal cell endings of young female rat brains were sudied. The ecto-adenosine triphospho diphosphohydrolases (NTPDases) hydrolyse the extracellular nucleotide di- and tri- phosphates (ADP and ATP) in the presence of divalent cations (Ca2+ and Mg2+). The influence of whole-body irradiation on membrane enzymes ATP and ADP hydrolysing activity were monitored 1, 24 and 72 h after irradiation. Animals were divided into three groups: non-treated, under physiological conditions (C), immobilized and whole body irradiated with 50 cGy by Ī³-rays (R) and immobilized non-irradiated (I) animals. It was shown that the levels of ATP and ADP hydrolyses were not affected within 72h after immobilisation. Lowdose irradiation significantly decreased hydrolyses of extracellular ATP as early as 1h after irradiation.
