    Rationality and dynamic consistency under risk and uncertainty

    For choice with deterministic consequences, the standard rationality hypothesis is ordinality - i.e., maximization of a weak preference ordering. For choice under risk (resp. uncertainty), preferences are assumed to be represented by the objectively (resp. subjectively) expected value of a von Neumann{Morgenstern utility function. For choice under risk, this implies a key independence axiom; under uncertainty, it implies some version of Savage's sure thing principle. This chapter investigates the extent to which ordinality, independence, and the sure thing principle can be derived from more fundamental axioms concerning behaviour in decision trees. Following Cubitt (1996), these principles include dynamic consistency, separability, and reduction of sequential choice, which can be derived in turn from one consequentialist hypothesis applied to continuation subtrees as well as entire decision trees. Examples of behavior violating these principles are also reviewed, as are possible explanations of why such violations are often observed in experiments

    The Economics of Crime: Investigating the Drugs-Crime Channel

    The rising trends both in drug addiction and crime rates are of major public concern in Germany. Surprisingly, the economic theory of crime seems to ignore the drugs-crime nexus, whereas the criminological literature considers illicit drug use a main reason of criminal activities. This paper provides an econometric assessment of the drugs-crime channel within a Becker-Ehrlich model of crime supply. We analyse three different channels from drug abuse to crime: system-related, economic-related and pharmacological effects. Estimation with panel data from the German states allows us to take into account further factors that might influence both drug abuse and crime. The results indicate that drug offences have a significant impact, in particular on property crimes. We attribute this to a strong economic-related channel of drug abuse on crime.

    Tax Rate and Tax Base Competition for Foreign Direct Investment

    This paper argues that the large reduction in corporate tax rates and only gradual widening of tax bases in many countries over the last decades are consistent with tougher international competition for foreign direct investment (FDI). To make this point we develop a model in which governments compete for FDI using corporate tax rates and tax bases. The model’s predictions regarding the slope of policy reaction functions and the response of equilibrium tax parameters to trade costs and market size are shown to be consistent with panel data for 43 developed countries and emerging markets. Using estimated policy reaction functions we simulate the effect of regional trade integration and find that this integration has contributed significantly to the observed fall in corporate tax rates.corporate taxes, tax competition, foreign direct investment, multinational firms, free-trade areas, regional integration

    Separation of strangeness from antistrangeness in the phase transition from quark to hadron matter: Possible formation of strange quark matter in heavy-ion collisions

    We present a mechanism for the separation of strangeness from antistrangeness in the deconfinement transition. For a net strangeness of zero in the total system, the population of s quarks is greatly enriched in the quark-gluon plasma, while the s¯ quarks drift into the hadronic phase. This separation could result in ‘‘strangelet’’ formation, i.e., metastable blobs of strange-quark matter, which could serve as a unique signature for quark-gluon plasma formation in heavy-ion collisions.     Greasing the Wheels of International Commerce: How Services Facilitate Firms' International Sourcing

    We use unique plant-level data to study the link between the local availability of services and the decision of manufacturing firms to source materials from abroad. To guide our empirical analysis we develop a monopolistic-competition model of the materials sourcing decisions of heterogeneous firms. The model generates predictions about how the intensity of international sourcing of materials depends on a firm’s productivity and the availability of local services. These predictions are supported by the data. We find evidence that more productive manufacturing firms tend to have a higher ratio of imported materials to sales. In addition, we find evidence that services grease the wheels of international commerce: A greater availability of services across regions, industries and time increases a firm’s foreign sourcing of materials relative to sales. Interestingly, this positive impact of local service availability on imports especially applies to stand-alone firms that, unlike multinationals, are less likely to rely on imported or internally provided services.international trade, services, off-shoring, supply chain management, firm heterogeneity

    Absolute beam position monitoring using HOM-damper signals

    To preserve the required beam quality in an e+/e- collider it is necessary to have a very precise beam position control at each accelerating cavity. An elegant method to avoid additional length and beam disturbance is the usage of signals from existing HOM-dampers. The magnitude of the displacement is derived from the amplitude of a dipole mode whereas the sign follows from the phase comparison of a dipole and a monopole HOM. To check the performance of the system, a measurement setup has been built with an antenna which can be moved with micrometer resolution to simulate the beam. Furthermore we have developed a signal processing to determine the absolute beam displacement. Measurements on the HOM-damper cell can be done in the frequency domain using a network analyser. Final measurements with the nonlinear time dependent signal processing circuit has to be done with very short electric pulses simulating electron bunches. Thus, we have designed a sub nanosecond pulse generator using a clipping line and the step recovery effect of a diode. The measurement can be done with a resolution of about 10 micrometers.
