これまで『ハンセン病回復者と北海道をむすぶ会』では、2回にわたって台湾楽生院を訪問し、ハンセン病回復者の方々との交流を深めてきた。本報告は、2013年3月29-31日に台湾楽生院を訪問の際、ハンセン病回復者の方々から伺った話、および2013年10月、2014年1月に札幌などで行われたハンセン病回復者の方の講演などから、ハンセン病療養所の現状をまとめ、今後の課題を明らかにしたい

2012年11月5日、『いまハンセン病療養所のいのちと向き合う! : 実態を告発する市民集会』と題して、ハンセン病療養所の実態と今後の課題に関する集会が開催された。翌年1月27日には本学において、QOL研究所主催によるハンセン病問題を考える公開講座(講師:森元美代治さん・美恵子さん・井上昌和さん)が行われ、諸外国を含めたハンセン病問題を報告された。そこで、今回は、2012年-2013年に開催された市民集会やハンセン病回復者との懇談会、公開講座、実践活動などの報告ならびにハンセン病療養所が抱える今後の課題を取り上げたい。A meeting was held on November 5, 2012 to discuss the lives of Hansen\u27s Disease patients at sanatoriums as well as the problems faced by the patients and facilities. A second meeting was held on January 27, 2013, organized by the QOL Research Institute, at which issues and activities regarding Hansen\u27s Disease in Japan and other countries were reported by Miyoji and Mieko Morimoto. In this paper, we review the conferences, meetings with patients,and public seminars on Hansen\u27s Diseases held in 2012 and 2013, and summarize the problems facing sanatoriums in Japan

ハンセン病国賠訴訟熊本判決から10年が経過し、この間、ハンセン病国賠訴訟全国原告団協議会・全国ハンセン病療養所入所者協議・ハンセン病国賠訴訟弁護団らが、毎年厚生労働省との定期協議を粘り強く続けているが、ハンセン病問題には、まだまだ解決せずに残されている課題が多数ある。2011年12月ならびに2012年2月25日～26日、国立療養所松丘保養園(青森県)を事務局の2人(浅川・菊地)で訪問した。今回は、2回にわたり、国立療養所松丘保養園を訪問し、園内見学や回復者との懇談、将来構想について自治会長や北海道民会長にお聞きした内容を報告したいと思う。On February 24, 2012, two staff members of the secretariat visited Matsuoka Hoyo-en Sanatorium located in Aomori City. Also on December, 2011, two staff members visited there. This time, we would like to report on a tour of a resource center, and what some recovered patients, including people from Hokkaido, talked to us about at the two visits. Matsuoka Hoyo-en sanatorium was started with 90 beds and it was called "The Northern Leprosarium of Second Division". It opened on April 1st in 1909. It was established and operated by the local governments of all the six prefectures of the Tohoku region and the Hokkaido

2010年3月26日、宮城県登米市にある東北新生園を事務局の3人(浅川・久能・菊地)で訪問した。さらに、2011年2月5日には、事務局2人(浅川・菊地)で訪問した。今回は、2回にわたり、東北新生園を訪問し、資料館見学や将来構想についてお聞きした内容を報告する。On March 26,2010,three staff members of the secretariat visited Tohoku Shinseien Sanatorium located in Tome City,Miyagi. Also on February 5,2011,two staff members visited there. This time, we would like to report on a tour of a resource center, and what some recovered patients,including people from Hokkaido,talked to us about at the two visits. Tohoku Shinseien is located in Tome City, Miyagi, 60km north of Sendai City. The site area is 352,149m^2. It opened on October 27, 1939. The residents have received long-term medical treatment away from their home, so the sanatorium is a place of daily life as well as a place of treatment for them. The number of fixed beds and residents were 770 beds and 628 people respectively on April 1, 1954, however, the present number of residents are on the decline due to dramatic decrease of the number of new generated patients, chemotherapy treatment,hospital discharge following remission, deaths, etc. (123 residents as of February 2011)

療養所訪問を通してハンセン病問題を考える(1) : 駿河療養所回復者の聞き取り事例から

「ハンセン病回復者と北海道をむすぶ会」は、らい予防法違憲国家賠償請求訴訟(1998年7月31日、熊本と鹿児島の療養所のハンセン病回復者13人が国を訴え、2001年5月11日国と国会の不作為が問われ、原告勝訴の判決が熊本地裁で言い渡された。これ以降、国賠訴訟と表記)の支援に取り組んでいたメンバーが中心となり、2002年5月に結成した。「熊本判決を踏まえ、真実を学び、行動しよう」を合言葉に、療養所訪問、回復者の方々との交流、関連団体と協力し映画会・集会の開催などの活動を微力ながら続けてきた。今回は、2009年10月に駿河療養所(静岡県)を訪問し、療養所内のフィールドワークに参加した状況や、北海道出身者の方をはじめ、数人の回復者の方々からお聞きした内容について報告したい。Hokkaido Association for People Who Recovered from Hansen\u27s Disease was established in May 2002 led by members who were engaged in the support for a suit against the state. With the slogan of "learn the truth from the judgment in Kumamoto court and take an action", we have conducted a variety of activities to the best of our ability, such as a visit to sanatoriums, exchange with recovered patients, and holding of movie viewing events or meetings in cooperation with associated organizations. We visited Suruga Sanatorium (Shizuoka Prefecture) in October 2009.
