ケアは、他者と自己の成長を見守る行為であり、広く人間の活動を含有している。ケアすることは、生きることでもある。このケアについて、哲学的、老年学、福祉学、経営学等、様々な領域から研究が進んできた。ケアの提供が社会の文化的伝統や価値観に関係することから、ケアに求められることを一般的に議論出来る形で概念化することは、ケアを提供する組織の運営とケア提供者の教育のあり方を考えるとき、大きな意義を持っている。本稿では、ケア一般のなかで専門職のチームケアが持つ特徴を整理し、チームケアを中心にケアの提供に求められていることを概念化している。論文の後半部で検討するメイヤロフらの研究がケア一般という形で議論を進めており、チームケアに求められていることの概念化が行われていない。また、現場の活動を整理して作成されている技術の目標は、それ自体では意義をもっているが、社会的、教育的な視点からは概念化がされていないのが実態である。本稿では、最初にチームケアの特徴を整理している。医師や弁護士が行うような対人サービス、単独ケア活動と、教員や福祉施設のケアワーカーの行うチームケアは大きく異なっている。チームケアのなかでも、裁量が制約されている福祉施設でのチームケアでは、ワーカー同士の協力の可能性とチーム内での学びの機会があるとともに、予測が困難な複雑な状況のなかでチームの成果が求められることに由来する強いストレスを負う可能性が従事者にはあること、従事者の価値観の相克に由来する厳しい対立が発生する可能性があることを明らかにしている。次に、近年の日本の高齢者施設のケアの現場では、ケア従事者が獲得する資質や態度について実例事例を蓄積してきている。この蓄積の方向を確認すると、客観的評価が難しい資質と技能があることが分かる。こうしたチームケアの状況を前提に、日本におけるケア理論に大きな影響を及ぼしている哲学的な研究のひとつであるメイヤロフ氏の研究を中心にチームケアに必要な技能と資質を検討している。メアヤロフ氏とノルデイング氏の著書は、ケアの可能性を理論的に解明したものである。こうした理論的解明は、現場で具体的に求めている資質とは異なるものであるし、理論的に解明された資質は、実際の技能獲得の評価に結びつけにくいものである。しかし、理論的解明は、現場で使われている指標を超えて、社会的に見た視点から、ケアの現場で必要としている資質に方向性を与えている。チームケアの特質を前提にした検討から、チームケア遂行に必要な特有の技能と資質があることを明らかにした。チームケアでは、ケア供給者の主体性の確立と自己覚知が必要であり、チームケアの推進役であるリーダーは、予測困難な事態に対処するための分析能力・計画能力と、組織のミッションと現場活動を繋ぐ具体化・概念化の能力が必要である

ソーシャルキャピタルは、理論的、実証的視点から研究できる。筆者は、伊勢崎織物業の歴史的発展を扱う研究でソーシャルキャピタルが地域経済にどのような影響を与えたかを分析した。そこでは、人々の相互の信頼関係、形成されたネットワークであるソーシャルキャピタルが、織物業発展をもたらしたこと、生産のあり方、経済環境によって形成されたソーシャルキャピタルの変化があることを実証した。しかし、思想的、宗教的要素がソーシャルキャピタルに与える効果について検証することができていなかった。　本研究では、江戸時代後期に伊勢崎地域で発展した儒教と和算の学問と、郷学と私塾の形態で行われた地域教育の普及、そして人々のネットワークを実証した。さらに、それらが、近代社会の地域の指導者形成とネットワーク形成にどのように影響しているかを分析した。　多くの儒学者、和算学者が伊勢崎地域で生み出されていた。学者達は、地域で学ぶだけでなく、江戸、長崎と広く見聞を広げて、優れた視野を持つ体験をしていた。学者は、郷学と呼ばれた藩に認められた庶民対象の教育機関で若い人々を教えるだけでなく、私塾でも教えていた。また、学者達は、広くネットワークを形成し、地域の文化を発展させていた。その社会環境と教育によって、地域の指導者になっていった人々は、倫理観と広い視野を発展させることができた。そのような倫理観と視野なくして、不確定な状況のなかで、社会的なネットワークを形成し、社会の豊かさを高めることは困難であった。明治期以降のネットワーク形成は、近世のネットワーク形成の伝統の下にある。　地域の教育の伝統は、ソーシャルキャピタルの形成に大きな意義をもっていたと結論付けられる。Social capital can be scrutinized both from theoretical and empirical perspectives. I have analyzed how social capital affected regional economies in my book dealing the economic history of Isesaki weaving industry. In my last analysis I have successfully shown that the volume of social capital could be changed due to the structure of regional economies. However, I have failed in finding the effect of ideological or religious elements towards social capital.　In this article I scrutinize the regional tradition of education in the Edo period. In this area the education of confucianism and mathematics were popular among not only the governing class but also the governed classes.　Many scholars developed own knowledge in the region and in other regions, then they taught young people in the quasi public schools or own private schools. Through such education, the leaders in this region could develop their own practical ethics and broad perspectives. Without those acquired skill and attitude the social network could not be originated under unprecedented and risky environment.　Conclusively, the tradition of regional education contributed very much in the formation of social capital in the region

デントウテキ オリモノ ギョウ ニ オケル クミアイ ト ソノ シドウシャ

日本の明治・大正期における農村織物業は、多数の中小企業によって営まれ、そうした業者は、同業組合に組織化されていた。本稿では、群馬県伊勢崎織物と、奈良県大和織物の組合の事例から、組合活動が開始される過程、組合参加者とりわけ組合の指導者の活動の動機、そして組合活動が有効に機能する要因を考察する。同業者の組合活動は、広い社会科学の文脈でいえば、集団行為Collective Actionであり、活動の分析は、Social Capitalがどのように経済活動に影響を及ぼし、また、逆に経済活動がSocial Capitalにどのように規定され、形成されるかを考察することである。対象の時期における織物需要の全体的な動向、流通構造の変化を明らかにした上で、二つの組合活動の事例を分析している。伊勢崎織物の事例は、共同体的資本主義の典型であり、他方、大和木綿の事例は、自己の利益を追求する企業の間で、共同行為の実現がいかに困難であるかを示していることが明らかにされた。大和木綿の場合は、消費地に近く、産地の業者は消費地問屋と密接な関係があった。また、木綿は当時需要されていた織物のなかで、相対的にいって低価格品であった。こうしたことから、組合として品質を高めて地域ブランドを維持する必要性が弱かった。これに対して、伊勢崎織物の場合は、京阪と東京のいずれの消費地とも離れており、消費地問屋と産地の業者の関係は弱かった。また、生産されていた絹織物は、相対的に高価格品・奢侈品であり、品質を高め、地域ブランドを高めることが、産地の発展のために必要であった。こうした経済的な要因に加えて、伊勢崎では、明治期の自由民権運動の歴史から地域に政治的共同行為の伝統が形成されており、人々の重層的なネットワークが存在していた。地域のSocial Capitalが既に存在していたこと、Social Capitalを形成させる経済的要因が存在していたことが、伊勢崎織物の同業者の共同行為を発展させていたことが、明らかにされた

On this article we discuss the expertise of human service. The concept of human service itself covers broad range of human activities, such as education, medical care, nursing care, health care, entertainment and so on. The characteristics of education, nursing care, and welfare service is that the quality of the service can not be evaluated easily and the perspective of evaluation is greatly affected by the common value of the residents. The expertise includes knowledge and human nature. The experts can not apply theoretical concept directly to concrete situations. They should reflect whether hypothetical approaches are effective or not. This dynamic structure of activities is critically important. They have to show recipients generosity, love and so on to create a good relationship with recipients. The human nature plays an important role in this service. The quality of expertise should be pursued through three processes; Each experts try to build good relationship with recipients and help them to grow and adjust their environment. Each organization control the service of experts and try to output at most under the restriction of resources and associations of experts address the unique problem which can not be coped with by experts or organizations

社会福祉の活動を理論づける方法には、様々の視点がある。憲法の規定、法哲学者の規定等があるが、そうした方法が、社会福祉の現実の水準にどこまで影響力を発揮しうるのか、どのような視点が必要であるのかを考察している。主として、考察が意識しているのは、Rawlsの議論である。彼は、Fairness公正を実現するものとして、正義justiceを取り上げ、この正義を実現するものとして、福祉を理論化している。リベラリストに区分される政治哲学者であるが、その考えは、平等主義的な発想を含んでおり、今日の世界の政治思想に大きな影響力を発揮している。はたして、この正義の視点で福祉を理論化できるだろうか、そうした疑問を提起し、正義を補完するものとして、相互性mutualityを提起しようとしている。これは、social capitalのアプローチとも関連するもので、そうした視点を含んで理論化が試みられている

世界経済のグローバル化と、経済活動におけるコンピュータ化が、先進工業化国の労働の場をどのように変質させたかをイギリス、アメリカ、日本から概観し、そのことが、社会福祉サービスのニーズを量的に拡大させるとともに、質的にも大きな課題をもたらしていることを分析する。失業者の増加と、雇用の場の変質は、それらの人々を社会統合する社会福祉のニーズを量的に増加させるとともに、質的にも深刻化させている。これにたいして、補助金による雇用機会の確保、所得の保証などの政策が提案されているが、様々な問題がすでに指摘されている。このように問題に対して、社会資源（ソーシャル・キャピタル）と呼ばれるものを、強化すること、経済の体制をグローバルなものから、地域経済の強化に転換することによって、対応することを提案している

Although professors try to keep classrooms quiet, some students keep on chatting with each other. Both professors and students deeply worry about a noisy circumstance. Professors in the nursing care department have already noticed that the circumstance of classes have been deteriorating year by year. Some professors fear that some students would never study even if they attend classes. Therefore the department conducted a survey concerning chat in classes, distributing questionnaire to each student during classes. The survey reveals interesting tendencies among students. Firstly, there are some hard core students that always chat and destroy circumstances of classes. Secondly, most students wish to listen to lessons quietly, however they cannot keep to be quiet against their wish. Thirdly, their interest to accomplishment of study and to other students affect their wish to be quiet. Some proposals are made upon these fact-findings

All students in the nursing care department must take the general graduate examination. The result does not afect students\u27 acquisition of the national license now. However, it is expected that each student must pass the examination to get the license in the future. We, professors in the nursing care department, educate and encourage them through various opportunities to become good care workers. The goal of passing the examination becomes more diicult year after year as a whole, for the acknowledged level of students lowers year after year. However, the knowledge of nursing care is critically important in providing appropriate nursing care. Therefore all the professors of the department determined to educate all the students in order to pass the examination. It is a hard object for the professors to attain. We must improve our teaching skills through our faculty development activities. Last year we had many special lessons for our students to prepare the examination. The number of passing the examination improved amazingly last year, compared to the previous year. We will continue to improve our teaching skills to attain our goal, to make sure all the students pass the examinat ion
