    An ā€˜anti-utopian age?ā€™: Isaiah Berlinā€™s England, Hannah Arendtā€™s America, and utopian thinking in dark times

    This essay challenges the influential view that Isaiah Berlin and Hannah Arendt played a central role in inaugurating an ā€˜anti-utopian ageā€™. While the two thinkers certainly did their share to discredit the radical utopian inclination to portray a political blueprint in the abstract, I show that neither was straightforwardly anti-utopian. On the contrary, both thinkersā€™ writings display a different kind of utopian thinking, consisting in an imaginative and idealized reconstruction of existing polities. Schematically put, Berlinā€™s utopia was England reconstructed as a quintessential liberal society, whereas Arendtā€™s utopia was America reconstructed as a quintessential modern free republic. Those two polities differ from each other in important respects, but they share two essential features in common: they are claimed to be exempt from the rise of totalitarianism; and they allegedly give men and women the decent chance to live a fulfilling life. To illustrate Berlinā€™s and Arendtā€™s overlapping and yet differing visions, I consider their contrasting responses to the upheaval of 1968 ā€“ a possible utopian moment in the late 20th century. While their responses could scarcely be more different, they were informed by their shared desire to imagine an ideal polity in what both regarded as the darkest century in human history

    Consistent Data Assimilation of Isotopes: 242Pu and 105Pd

    In this annual report we illustrate the methodology of the consistent data assimilation that allows to use the information coming from integral experiments for improving the basic nuclear parameters used in cross section evaluation. A series of integral experiments are analyzed using the EMPIRE evaluated files for 242Pu and 105Pd. In particular irradiation experiments (PROFIL-1 and -2, TRAPU-1, -2 and -3) provide information about capture cross sections, and a critical configuration, COSMO, where fission spectral indexes were measured, provides information about fission cross section. The observed discrepancies between calculated and experimental results are used in conjunction with the computed sensitivity coefficients and covariance matrix for nuclear parameters in a consistent data assimilation. The results obtained by the consistent data assimilation indicate that not so large modifications on some key identified nuclear parameters allow to obtain reasonable C/E. However, for some parameters such variations are outside the range of 1 s of their initial standard deviation. This can indicate a possible conflict between differential measurements (used to calculate the initial standard deviations) and the integral measurements used in the statistical data adjustment. Moreover, an inconsistency between the C/E of two sets of irradiation experiments (PROFIL and TRAPU) is observed for 242Pu. This is the end of this project funded by the Nuclear Physics Program of the DOE Office of Science. We can indicate that a proof of principle has been demonstrated for a few isotopes for this innovative methodology. However, we are still far from having explored all the possibilities and made this methodology to be considered proved and robust.     The Meaning and Value of Freedom: Berlin contra Arendt

    This essay considers the theoretical disagreement between Isaiah Berlin and Hannah Arendt on the meaning and value of freedom. Berlin thinks that negative liberty as non-interference is commendable because it is attuned to the implication of value pluralism that man is a choice-making creature and cannot be otherwise. By contrast, the political freedom to act is in Arendtā€™s view a more fulfilling ideal because it is only in political action that manā€™s potentiality is actualised, his unique identity manifested and his being-in-the-world-with-others reaffirmed. What lies beneath the two thinkersā€™ dispute over the most satisfactory meaning of freedom, I argue, is a deeper disagreement over human nature itself. The implication of this analysis for the contemporary debate between pluralist liberals and their agonistic critics is briefly discussed in conclusion
