This paper describes a framework for analyzing the micro-level impacts of macroeconomic adjustment policies on health, nutrition and education. The development of the framework has drawn heavily on the existing body of economic theory and the insights obtained from the previous empirical work. Micro impacts of macroeconomic adjustment policies on health, nutrition and education

This paper describes a framework for analyzing the micro-level impacts of macroeconomic adjustment policies on health, nutrition and education. In developing the framework, we drew upon the existing body of economic theory and the insights obtained from the empirical work of others (see e.g., Behrman 1990 for a comprehensive review of theoretical issues and empirical evidence). Using the framework as an organizing tool, we examined existing data and analyses for their usefulness in assessing micro-level impacts, and to determine what additional work needs to be done to obtain the necessary information for impact assessment. Section 2 describes a framework for analysis while Section 3 presents selected data that illustrate the types of information needed to make an assessment based on the framework. This paper reviews the major policy initiatives of the Aquino administration in the area of population, health and education. In each of these areas, a brief description is first made of the issues that the Aquino administration was expected to confront. The paper then assesses the major policy responses to these issues

Operations research for program planning and management

The Family Planning Operations Research and Training Program of the Philippines was established in 1992 to strengthen the nation\u27s capacity to carry out and utilize operations research (OR) for program planning and management. It has sponsored training workshops and funded OR studies on issues of priority to both national and local program managers. The program’s recent activities, culminated in the National Research Utilization Conference held in September 1994, were designed to assist in the institutionalization processes. However, more needs to be done to determine how these processes will actually work in specific national and local government agencies and academic and research institutions, and how to support and sustain the processes that do work. The proposed study is intended to form a basis for determining ways to promote and sustain OR in the Philippines. As stated in this report, the study aims to review the experience of recent research activities with attention to the institutionalization process and identify specific issues to be addressed and concrete steps to be taken in the process both at the national and local levels
