    ICT for eco-sustainability: an assessment of the capability of the Australian ICT sector

    Executive summary As eco-sustainability issues become increasingly important to most, if not all, Australian organisations, the Information and Communication Technology (ICT) industry is expected to provide solutions that reduce material consumption (dematerialise), emissions (decarbonise), and energy use and waste production (demobilise) in both the ICT infrastructure and the business processes and practices of industries. The term \u27Green ICT\u27 represents this eco- sustainability enabling role of the ICT industry. The School of Business Information Technology and Logistics, RMIT University in collaboration with the Australian Information Industries Association (AIIA) surveyed all members and affiliates of the AIIA at the beginning of 2010 to understand Australian ICT firms\u27 capability to enhance the eco-sustainability of other industries. Based on data collected from 133 ICT firms, this report constitutes the first comprehensive study that exclusively focuses on the Australian ICT industry

    How to encourage Australians to adopt the contact tracing app? – A privacy lens

    Contact tracing apps have been increasingly used for fighting the spread of the COVID-19 pandemic worldwide. Such apps can help control the epidemic if well adopted. The Australian government released a contact tracing app, COVIDSafe, in late April, for controlling the spread of COVID-19. Understanding the critical determinants for the adoption of the COVIDSafe app is becoming critical. This study investigates the critical determinants for the adoption of the COVIDSafe app. A research model is developed based on the unified theory of acceptance and use of technology and the privacy calculus theory for better understanding the adoption of contact tracing apps. Such a model can then be tested and validated in the future study for better exploring the critical determinants of adopting contact tracing apps. This study provides a foundation for understanding the adoption of contact tracing apps. The findings can help the government formulate targeted strategies and policies for promoting the adoption of the contact tracing app. They can inform future epidemic control for better emergency management in Australia with the potential applicability on a global scale

    Testing and Validating a Conceptual Framework for Evaluating the Public Value of e-Government using Structural Equation Modelling

    This paper develops and validates a conceptual framework for evaluating the public value of e-government in Sri Lanka. The delivery of public services and the efficiency and effectiveness of public organizations are considered based on a comprehensive literature review. Structural equation modelling is used on the survey data collected in Sri Lanka for testing and validating the proposed framework. The study shows that the delivery of quality information, delivery of online services, user orientation of public information and services, efficiency and responsiveness of public organizations, and contributions of public organizations to the environmental sustainability are the critical attributes for evaluating the public value of e-government in Sri Lanka

    A Multi-Criteria Analysis Approach for the Evaluation and Selection of IS Projects – A Sustainability Perspective

    An effective tool for assessing the sustainability performance of information systems (IS) projects in project management is highly desirable. Such a tool, however, is absent from the literature. This paper presents a multi-criteria analysis approach for effectively evaluating the sustainability performance of IS projects in organizations by extending the technique for order preference by similarity to ideal solution (TOPSIS). The subjective assessments of the decision maker in the IS project evaluation and selection process are represented by linguistic variables approximated by fuzzy numbers. The geometric centre based defuzzification method is used for transforming the weighting fuzzy performance matrix into the crisp performance matrix on which TOPSIS is applied for calculating the overall performance of individual IS project across all the selection criteria and their associated sub-criteria. Such a multi-criteria decision making approach adequately provides organizations with a proactive mechanism for effectively evaluating and selecting IS projects from the sustainability perspective. An example is presented for demonstrating the applicability of the proposed approach in evaluating the sustainability performance of IS projects in organizations

    A Revised Framework For Evaluating The Public Value Of E-Government

    The concept of public value is becoming increasingly popular as the modern driver for the development of electronic government worldwide. As a result, adequately evaluating the public value of e-government becomes critical, exemplified by the development of several frameworks in this regard. These frameworks, however, suffer from various shortcomings for effectively evaluating the public value of e-government. This paper presents a revised framework for evaluating the public value of e-government based on a comprehensive review of the relevant literature. Structural equation modelling is used for empirically testing and validating the proposed framework based on the survey data collected in Sri Lanka. The study shows that quality of information, e-services, user-orientation of information and services, efficiency and openness of public organizations, equity, self-development of citizens, trust, and contributions of public organizations to the environmental sustainability are the important public values in e-government

    Effective knowledge sharing is vital to the success of international joint ventures. To ensure that organizational knowledge in a joint venture can be smoothly communicated and exchanged between its employees in a multi-culture environment, the impact of culture on knowledge sharing needs to be well understood. This paper investigates the impact of culture on knowledge sharing in Chinese joint ventures. Using a multi-case study approach, this paper shows that effective communication, shared mindsets, training and leadership are the critical success factors for effective knowledge sharing in Chinese joint ventures. Such findings facilitate developing specific organizational culture that supports knowledge sharing and can lead to better organizational performance in the increasingly globalized economy

    Exploring the Public Value of e-Government: An Empirical Study from Sri Lanka

    E-government has become popular in Sri Lanka with the implementation of various e-government initiatives. The public value of these e-government initiatives, however, is not clear due to a lack of rigorous assessment so far on the performance of such e-government initiatives. This paper presents an empirical study in evaluating the public value of e-government in Sri Lanka within a conceptual framework developed based on a comprehensive review of existing literature. The study shows that the public value of e-government in Sri Lanka is far from satisfactory exemplified by the lack of e-transaction services and the low uptake of available e-government initiatives

    Critical Determinants for Mobile Commerce Adoption in Vietnamese SMEs: A Preliminary Study

    The critical determinants for e-commerce, e-business, and other enterprise information systems adoption in SMEs have been well-documented. The critical determinants for m-commerce adoption in SMEs, however, are still limited, especially in SMEs in developing countries. This paper develops a measurement instrument for investigating the critical determinants of m-commerce adoption in Vietnamese SMEs. A preliminary study is conducted for confirming the reliability and validity of the instrument based on the data collected from 172 managers of Vietnamese SMEs using an online survey. The Cronbach’s alpha and the composite reliability values of the proposed variables strongly support their reliability. The results of the exploratory factor analysis confirm constructs’ discriminant validity. The average variance extracted values confirm constructs’ convergent validity. This study contributes to the identification of the critical determinants for m-commerce adoption in SMEs. It provides a comprehensive framework for assessing the critical determinants for m-commerce adoption in SMEs in developing countries

    This paper proposes a conceptual framework for evaluating the public value of e-government from the perspective of citizens. Four dimensions of public value creation through e-government are considered including delivery of public service, achievement of outcomes, development of trust, and effectiveness of public organizations. To demonstrate the applicability of the proposed framework, a case study of evaluating the public value of e-government in Sri Lanka is conducted. The results show that the proposed framework is effective in assessing the public value of e-government and pinpointing the areas for improvements in e-government

    An ontology-driven topic mapping approach to multi-level management of e-learning resources

    An appropriate use of various pedagogical strategies is fundamental for the effective transfer of knowledge in a flourishing e-learning environment. The resultant information superfluity, however, needs to be tackled for developing sustainable e-learning. This necessitates an effective representation and intelligent access to learning resources. Topic maps address these problems of representation and retrieval of information in a distributed environment. The former aspect is particularly relevant where the subject domain is complex and the later aspect is important where the amount of resources is abundant but not easily accessible. Conversely, effective presentation of learning resources based on various pedagogical strategies along with global capturing and authentication of learning resources are an intrinsic part of effective management of learning resources. Towards fulfilling this objective, this paper proposes a multi-level ontology-driven topic mapping approach to facilitate an effective visualization, classification and global authoring of learning resources in e-learning
