Challenges in ‘translating’ human rights: perceptions and practices of civil society actors in western India

Rights-based approaches have become prevalent in development rhetoric and programmes in countries such as India, yet little is known about their impact on development practice on the ground. There is limited understanding of how rights work is carried out in India, a country that has a long history of indigenous rights discourse and a strong tradition of civil society activism on rights issues. In this article, we examine the multiple ways in which members of civil society organizations (CSOs) working on rights issues in the state of Rajasthan understand and operationalize rights in their development programmes. As a result of diverse ‘translations’ of rights, local development actors are required to bridge the gaps between the rhetoric of policy and the reality of access to healthcare on the ground. This article illustrates that drawing on community-near traditions of activism and mobilization, such ‘translation work’ is most effective when it responds to local exigencies and needs in ways that the universal language of human rights and state development discourse leave unmet and unacknowledged. In the process, civil society actors use rights-based development frameworks instrumentally as well as normatively to deepen community awareness and participation on the one hand, and to fix the state in its role as duty bearer of health rights, on the other hand. In their engagement with rights, CSO members work to reinforce but also challenge neoliberal modes of health governance

Transferring a face-to-face course to online instruction at a community college

This paper is a literature review of research related to the differences between developing an online class and a face-to-face class. Differences include how the course material is presented, how to engage the learners, and how students are learning in an online environment. Research is presented from various sources regarding considerations for online instruction and includes statistics on online student learners. The literature states that the instructor assumes a different role as a facilitator for online collaboration in a learning environment. Instructors need to consider the differences presented by distance education when creating online instruction. The advantages and disadvantages of online classes are explored for both the learner and the instructor. Discussed are current online concerns of accreditation, intellectual property rights, and student cheating. As online classes become more widespread throughout education, community colleges need to offer quality online instruction to remain competitive

Effect of a Leading-edge Flap upon the Lift, Drag, and Pitching Moment of an Airplane Employing a Thin, Unswept Wing

The effects of deflecting full-span, constant-chord, leading-edge flaps, having either round or sharp leading edges, upon the lift, drag,. and pitching moment characteristics of a model of an interceptor-type aircraft have been determined experimentally at subsonic and supersonic speeds. Results indicate that the variations of lift with angle of attack and of pitching moment with lift were unaffected by either the shape of the flap leading edge or flap deflection. Deflection of the flaps having either a round or sharp leading edge increased the drag at zero lift at both subsonic and supersonic speeds. In spite of the increase in the drag at zero lift, however, deflection of the flaps increased the maximum lift-drag ratio at subsonic speeds and had no deleterious effect at supersonic speeds
