Peacebuilding After Civil War
Book Summary: This comprehensive new Handbook explores the significance and nature of armed intrastate conflict and civil war in the modern world. Civil wars and intrastate conflict represent the principal form of organised violence since the end of World War II, and certainly in the contemporary era. These conflicts have a huge impact and drive major political change within the societies in which they occur, as well as on an international scale. The global importance of recent intrastate and regional conflicts in Afghanistan, Pakistan, Iraq, Somalia, Nepal, Cote d\u27Ivoire, Syria and Libya – amongst others – has served to refocus academic and policy interest upon civil war.

Nation-state Crises in the Absence and Presence of Segment States: The Case of Nicaragua
This study provides a critical examination of the relationship between segment states and nationalist crises through a consideration of Nicaragua\u27s recent history. Nicaragua experienced a nationalist crisis from 1981 to the mid-1980s. That crisis ended with the creation of two autonomous regions on the Atlantic Coast. Although relations between the common state and the new segment state proved difficult over the next few years, the new arrangement held for two decades. Roughly around 2007, however, a new nation-state crisis emerged in Nicaragua. Taking advantage of the fact that Nicaragua provides an opportunity to compare two nation-state crises across time, this study asks whether the country\u27s pattern of nation-state crisis, creation of a segment state, and emergence of a second nationalist crisis may mean that segment states are endogenous to nation-state crises. In addition, it raises the question of whether, if fully followed through, autonomy arrangements may prove stabilizing under certain contexts
Civil War Termination
Civil wars typically have been terminated by a variety of means, including military victories, negotiated settlements and ceasefires, and “draws.” Three very different historical trends in the means by which civil wars have ended can be identified for the post–World War II period. A number of explanations have been developed to account for those trends, some of which focus on international factors and others on national or actor-level variables. Efforts to explain why civil wars end as they do are considered important because one of the most contested issues among political scientists who study civil wars is how “best” to end a civil war if the goal is to achieve a stable peace. Several factors have contributed to this debate, among them conflicting results produced by various studies on this topic as well as different understandings of the concepts war termination, civil war resolution, peace-building, and stable peace
Bargaining Theory, Civil War Outcomes, and War Recurrence: Assessing the Results of Empirical Tests of the Theory
Once ended, a significant number of civil wars recur. One influential empirical international relations theory on which scholars have drawn in an effort to provide an explanation for this phenomenon is the bargaining model of war. Devised initially for the study of interstate war, the theory posits that bargaining problems may prevent belligerents from reaching a deal that enables them to avoid a costly war. Bargaining problems also have been identified as contributing to the recurrence of armed intrastate conflict. Working within the framework of bargaining theory, a number of scholars have claimed that the most effective way to inhibit a return to civil war is to end the conflict via military victory as such an outcome is thought to help solve key bargaining problems. However, a growing number of empirical tests cast doubt on this proposition. An analysis of the results of these tests as well as new scholarship on civil war termination highlight some of the limitations inherent in employing a theory devised for the study of interstate war to analyze questions related to civil wars
Mixed Motives? Explaining the Decision to Integrate Militaries at Civil War\u27s End
Book Summary: Negotiating a peaceful end to civil wars, which often includes an attempt to bring together former rival military or insurgent factions into a new national army, has been a frequent goal of conflict resolution practitioners since the Cold War. In practice, however, very little is known about what works, and what doesn\u27t work, in bringing together former opponents to build a lasting peace.Contributors to this volume assess why some civil wars result in successful military integration while others dissolve into further strife, factionalism, and even renewed civil war. Eleven cases are studied in detail—Sudan, Zimbabwe, Lebanon, Rwanda, the Philippines, South Africa, Mozambique, Bosnia-Herzegovina, Sierra Leone, Democratic Republic of the Congo, and Burundi—while other chapters compare military integration with corporate mergers and discuss some of the hidden costs and risks of merging military forces. New Armies from Old fills a serious gap in our understanding of civil wars, their possible resolution, and how to promote lasting peace, and will be of interest to scholars and students of conflict resolution, international affairs, and peace and security studies.

Power Sharing and the Rule of Law in the Aftermath of Civil War
What effect do power-sharing institutions agreed to as part of civil war settlements have on the development of the rule of law in post–civil war states? We contend that power-sharing measures facilitate the emergence of the rule of law in two ways. First, they establish a form of institutional constraint that promotes judicial autonomy and independence. Second, they foster a sense of security among judges and other political actors that bolsters commitment to the law. We demonstrate the plausibility of a positive relationship between power sharing and the rule of law through an analysis of post–civil war states between the years 1948 and 2006. Our findings suggest that civil war settlements can help to establish the rule of law when they include mechanisms aimed at allaying the insecurities of political actors in the postconflict environment
A relationship between eye movement patterns and performance in a precognitive tracking task
Eye movements made by various subjects in the performance of a precognitive tracking task are studied. The tracking task persented by an antiaircraft artillery (AAA) simulator has an input forcing function represented by a deterministic aircraft fly-by. The performance of subjects is ranked by two metrics. Good, mediocre, and poor trackers are selected for analysis based on performance during the difficult segment of the tracking task and over replications. Using phase planes to characterize both the eye movement patterns and the displayed error signal, a simple metric is developed to study these patterns. Two characterizations of eye movement strategies are defined and quantified. Using these two types of eye strategies, two conclusions are obtained about good, mediocre, and poor trackers. First, the eye tracker who used a fixed strategy will consistently perform better. Secondly, the best fixed strategy is defined as a Crosshair Fixator
