    Collaboration: A Partnership Solution in Rural Education

    As an introduction to this special issue of The Rural Educator on the topic of collaboration, I provide examples of how collaboration offers promise as a partnership solution to current and future education challenges of rural schools and their communities. Highlights of two literature reviews establish a historical context for collaboration. Specific examples of collaboration in rural education practice from the literature set the stage for a summary of thefour articles included in the special issue. Last, five questions are posed that if answered could demonstrate the potential value of collaboration to advance research, innovation and practice in rural education

    The Math Learning Gap: Preparing STEM Technicians for the New Rural Economy

    The Rural Math Excel Partnership (RMEP) identified math competencies used by technicians in the workplace compared to standards of learning required in the public school curriculum. A modified DACUM process revealed 39 math competencies used by technicians in STEM-related occupations of the rural region. Group interviews with faculty in three community colleges helped substantiate math gaps. A project math specialist and team of teachers identified four types of learning gaps: (1) math competencies not included in state standards; (2) math competencies included in state standards taught prior to Algebra I, Algebra II, Geometry, and Algebra Functions and Data Analysis (AFDA) courses; (3) math competencies included in high school state standards that students struggle to learn; and (4) math competencies community college students struggle to learn. Implications include five lessons learned in the gap analysis process and six questions for guiding future innovation and research

    Building Capacity for Continuous Improvement of Math and Science Education in Rural Schools

    Schools in 47 high-poverty school districts located mostly along the Atlantic Coast of North Carolina, South Carolina, and Virginia may have a head start on new requirements of the No Child Left Behind (NCLB) Act of 2001, thanks to a $6 million grant from the National Science Foundation. Begun in April 2000, the five-year Coastal Rural Systemic Initiative (CRSI) is striving to stimulate sustainable systemic improvements in science and mathematics education in school districts with a long history of low student expectations, persistent poverty, low teacher pay, and high administrator turnover. The CRSI capacity-building model is designed to address issues in rural school districts that traditionally limit the capacity for creating sustainable improvements in math and science programs. A critical action step is that each school district must sign a cooperative agreement to establish Continuous Improvement Teams (CITs) at the district and school levels. These CITs represent a fundamental system capacity-building change in how decisions are made at the school and district levels—a change that is also fundamental to creating lasting improvements in math and science education programs

    Challenges and Sustainability Practices of Frontier Schools in Montana

    This article reports the findings of a study commissioned by the Montana Small Schools Alliance to explore the challenges and sustainability practices of frontier schools. A Montana frontier school is defined as a school district with 200 or fewer students with its attendant community located in a county with five or fewer people per square mile. The researchers surveyed teachers, administrators, and school board chairs in 141 frontier school districts and held six focus groups of community members. The top five most important challenges noted by school district personnel were low student enrollment, inadequate financial resources, unrealistic federal expectations, academically unmotivated students, and mixed grade levels of students in the classroom. School sustainability practices included operating mixed-age or multi-grade classrooms and using school facilities to serve critical community functions. Lay citizens, compared to persons employed by the school district, were more likely to view the school as necessary for maintaining a way of life associated with agriculture and related enterprises. Twelve research questions are offered for future research on issues of frontier schools

    Changing Teaching Practices in Rural Schools

    This article describes the approach of a five-year initiative, funded by the National Science Foundation, to improve the teaching of mathematics and science in 10 rural school districts of Missouri. Traditional challenges of improving the professional practice of teachers are addressed through a regional partnership. External project evaluation results reveal specific teacher challenges, the change strategy of the Ozark Rural Systemic Initiative (ORSI), and what teachers value most. Continuous, regional content-specific professional development; follow-up technical assistance to schools; administrative walk-throughs; assistance of lead teachers; and external evaluation reinforce that what counts most are effective teaching practices in classrooms with students. School district leadership and regional partners will be the key to continued success and long-term sustainability of the evolving learning communities and new teaching practices in schools
