    Nation Dreaming: A Consideration of the American Dream in Poland, the U.S., and among Polish Americans

    This paper examines the cooperation and influences between Poland and the U.S on their respective dreams, including the influence of the American Dream on Polish Americans and their potential distinctness from those who remain in Poland. Attitudes involving the American Dream that are examined include beliefs about freedom, liberty, democracy, getting ahead, status/mobility, and inequality. Although scholars have compared these belief systems across countries, there has been no distinct focus on Poland and the U.S., and those who immigrate between these countries. A conceptual framework that combines the American Dream, American exceptionalism, and beliefs about inequality guides the research. Data from the General Social Survey and the World Values Survey are used to answer the research questions. Findings show that Polish Americans agree with other Americans on a majority of items measuring elements of the American Dream. However, Americans and Poles have significantly different opinions on each of the American Dream items. Usually, (but not always) it is Americans who are more supportive of the American Dream. When considering the three groups, Polish Americans, Americans, and Poles, our conclusions suggest a trend where Polish Americans are a hybrid of other Americans and Poles when it comes to their views on the Dream. However, the differences often run in the direction that Polish Americans’ views are more like other Americans and distinct from Poles. Conclusions and implications are provided within the historical context of the long history of cooperation between the U.S. and Poland in fights for freedom and democracy

    Gender Equity in Science: The Global Context

    This paper explores gender equity in science education and occupations in a global context. Research on the development of all science talent is critical given the importance of diversity for science and the increased demand for well-trained technical workers, scientists, and engineers. Although women are under-represented in most science systems around the world, some countries have been more successful in creating gender equity than others. We use cross-national data from multiple sources to examine gender equity in science at various points in the science pipeline. We also focus on patterns of equity in science across diverse political and socio-economic settings. Findings show gender inequity in science education and (especially) occupations worldwide. Countries where women are doing the best on early science indicators do not tend to include the United States and Scandinavian countries. They also are not limited to countries with higher GNP per capita or higher percent women in Parliament.  GNP and percent women in Parliament are better predictors of gender access later in the pipeline. Given these geographic patterns, we provide recommendations and a sample map for using a spatial approach to examining gender equity in science in a global context

    A Comparative Analysis of Gender and Public Opinion on Democracy in Poland, Romania, and the United States, 1995-2020

    Research on attitudes toward democracy in Poland and Romania is timely given 2019’s three-decade anniversary of freedom from communism in Central and Eastern Europe. The U.S. makes an interesting comparison case given its history involving the American Dream and the Dream’s essential component of democracy. Using the World Values Surveys and a conceptual framework linking gender and democracy attitudes, we examine beliefs about democracy in Poland, Romania, and the U.S. between 1990 and 2020. Findings show significant cross-country, cross-time, and cross-gender variation on most of the belief measures and, contrary to much previous research, Americans do not always provide the strongest support for democracy. We conclude that simple assumptions about American exceptionalism on democracy attitudes are often inaccurate, as are assumptions that women are universally more positive about democracy than men. Consensus on democracy related attitudes in Romania and Poland is also not supported by our results, suggesting that unique historical, political, and socio-economic experiences among formerly communist nations play an important role in shaping beliefs about democracy

    Universal quantum control of two-electron spin quantum bits using dynamic nuclear polarization

    One fundamental requirement for quantum computation is to perform universal manipulations of quantum bits at rates much faster than the qubit's rate of decoherence. Recently, fast gate operations have been demonstrated in logical spin qubits composed of two electron spins where the rapid exchange of the two electrons permits electrically controllable rotations around one axis of the qubit. However, universal control of the qubit requires arbitrary rotations around at least two axes. Here we show that by subjecting each electron spin to a magnetic field of different magnitude we achieve full quantum control of the two-electron logical spin qubit with nanosecond operation times. Using a single device, a magnetic field gradient of several hundred milliTesla is generated and sustained using dynamic nuclear polarization of the underlying Ga and As nuclei. Universal control of the two-electron qubit is then demonstrated using quantum state tomography. The presented technique provides the basis for single and potentially multiple qubit operations with gate times that approach the threshold required for quantum error correction.Comment: 11 pages, 4 figures.     Attracting and retaining health workers in rural areas: investigating nurses’ views on rural posts and policy interventions

    <p>Abstract</p> <p>Background</p> <p>Kenya has bold plans for scaling up priority interventions nationwide, but faces major human resource challenges, with a lack of skilled workers especially in the most disadvantaged rural areas.</p> <p>Methods</p> <p>We investigated reasons for poor recruitment and retention in rural areas and potential policy interventions through quantitative and qualitative data collection with nursing trainees. We interviewed 345 trainees from four purposively selected Medical Training Colleges (MTCs) (166 pre-service and 179 upgrading trainees with prior work experience). Each interviewee completed a self-administered questionnaire including likert scale responses to statements about rural areas and interventions, and focus group discussions (FGDs) were conducted at each MTC.</p> <p>Results</p> <p>Likert scale responses indicated mixed perceptions of both living and working in rural areas, with a range of positive, negative and indifferent views expressed on average across different statements. The analysis showed that attitudes to working in rural areas were significantly positively affected by being older, but negatively affected by being an upgrading student. Attitudes to living in rural areas were significantly positively affected by being a student at the MTC furthest from Nairobi.</p> <p>During FGDs trainees raised both positive and negative aspects of rural life. Positive aspects included lower costs of living and more autonomy at work. Negative issues included poor infrastructure, inadequate education facilities and opportunities, higher workloads, and inadequate supplies and supervision. Particular concern was expressed about working in communities dominated by other tribes, reflecting Kenya’s recent election-related violence.</p> <p>Quantitative and qualitative data indicated that students believed several strategies could improve rural recruitment and retention, with particular emphasis on substantial rural allowances and the ability to choose their rural location. Other interventions highlighted included provision of decent housing, and more rapid career advancement. However, recently introduced short term contracts in named locations were not favoured due to their lack of pension plans and job security.</p> <p>Conclusions</p> <p>This study identified a range of potential interventions to increase rural recruitment and retention, with those most favored by nursing students being additional rural allowances, and allowing choice of rural location. Greater investment is needed in information systems to evaluate the impact of such policies.</p

    Managing Wicked Herbicide-Resistance: Lessons from the Field

    Herbicide resistance is ‘wicked’ in nature; therefore, results of the many educational efforts to encourage diversification of weed control practices in the United States have been mixed. It is clear that we do not sufficiently understand the totality of the grassroots obstacles, concerns, challenges, and specific solutions needed for varied crop production systems. Weed management issues and solutions vary with such variables as management styles, regions, cropping systems, and available or affordable technologies. Therefore, to help the weed science community better understand the needs and ideas of those directly dealing with herbicide resistance, seven half-day regional listening sessions were held across the United States between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide resistance management. The major goals of the sessions were to gain an understanding of stakeholders and their goals and concerns related to herbicide resistance management, to become familiar with regional differences, and to identify decision maker needs to address herbicide resistance. The messages shared by listening-session participants could be summarized by six themes: we need new herbicides; there is no need for more regulation; there is a need for more education, especially for others who were not present; diversity is hard; the agricultural economy makes it difficult to make changes; and we are aware of herbicide resistance but are managing it. The authors concluded that more work is needed to bring a community-wide, interdisciplinary approach to understanding the complexity of managing weeds within the context of the whole farm operation and for communicating the need to address herbicide resistance

    Managing Herbicide Resistance: Listening to the Perspectives of Practitioners. Procedures for Conducting Listening Sessions and an Evaluation of the Process

    Seven half-day regional listening sessions were held between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide-resistance management. The objective of the listening sessions was to connect with stakeholders and hear their challenges and recommendations for addressing herbicide resistance. The coordinating team hired Strategic Conservation Solutions, LLC, to facilitate all the sessions. They and the coordinating team used in-person meetings, teleconferences, and email to communicate and coordinate the activities leading up to each regional listening session. The agenda was the same across all sessions and included small-group discussions followed by reporting to the full group for discussion. The planning process was the same across all the sessions, although the selection of venue, time of day, and stakeholder participants differed to accommodate the differences among regions. The listening-session format required a great deal of work and flexibility on the part of the coordinating team and regional coordinators. Overall, the participant evaluations from the sessions were positive, with participants expressing appreciation that they were asked for their thoughts on the subject of herbicide resistance. This paper details the methods and processes used to conduct these regional listening sessions and provides an assessment of the strengths and limitations of those processes
