SOEP's institutionalization is therefore a lesson demonstrating that it is not always possible to say - as is so often required of research proposals today - how a project will develop before it has even begun, and what significance it may one day have. Or, even worse, to show "how a research project will pay off"

    Surface Layers in General Relativity and Their Relation to Surface Tensions

    For a thin shell, the intrinsic 3-pressure will be shown to be analogous to -A, where A is the classical surface tension: First, interior and exterior Schwarzschild solutions will be matched together such that the surface layer generated at the common boundary has no gravitational mass; then its intrinsic 3-pressure represents a surface tension fulfilling Kelvin's relation between mean curvature and pressure difference in the Newtonian limit. Second, after a suitable definition of mean curvature, the general relativistic analogue to Kelvin's relation will be proven to be contained in the equation of motion of the surface layer.Comment: 12 pages, LaTeX, no figur

    Hilbert--Schmidt volume of the set of mixed quantum states

    We compute the volume of the convex N^2-1 dimensional set M_N of density matrices of size N with respect to the Hilbert-Schmidt measure. The hyper--area of the boundary of this set is also found and its ratio to the volume provides an information about the complex structure of M_N. Similar investigations are also performed for the smaller set of all real density matrices. As an intermediate step we analyze volumes of the unitary and orthogonal groups and of the flag manifolds.Comment: 13 revtex pages, ver 3: minor improvement

    Bures volume of the set of mixed quantum states

    We compute the volume of the N^2-1 dimensional set M_N of density matrices of size N with respect to the Bures measure and show that it is equal to that of a N^2-1 dimensional hyper-halfsphere of radius 1/2. For N=2 we obtain the volume of the Uhlmann 3-D hemisphere, embedded in R^4. We find also the area of the boundary of the set M_N and obtain analogous results for the smaller set of all real density matrices.     European Neighbourhood Policy and Economic Reforms in the Eastern Neighbourhood

    The paper discusses the current and potential role of the European Neighbourhood Policy (ENP) in anchoring economic reforms in the countries of the EU's Eastern Neighbourhood. It claims that it is too early to assess the success of the ENP in this sphere especially given that the actual progress of the ENP agenda has been limited. A review of the empirical evidence on external reform anchors confirms that the ENP shares some features with the EU accession process that has proven to be an effective mechanism supporting major economic, political and social changes in the countries concerned. The eventual ENP economic offer is meaningful and integration with the EU is getting stronger public support in several CIS countries and among their political elites. On the other hand several factors limit the reform anchoring potential of the ENP. This paper offers recommendations on policies that could strengthen this potential
