    Risk-Based Pricing and Risk-Reducing Effort: Does the Private Insurance Market Reduce Environmental Accidents?

    This paper examines whether risk-based pricing promotes risk-reducing effort. Risk-based pricing is common in private insurance markets but rare in government assurance programs. We analyze accidental underground fuel tank leaks—a source of environmental damage to water supplies—over a 14-year period, using disaggregated (facility-level) data and policy variation in financing the cleanup of tank leaks over time. The data indicate that eliminating a state-level government assurance program and switching to private insurance markets to finance cleanups reduce the frequency of underground fuel tank leaks by more than 20 percent. This corresponds to more than 3,000 fuel tank release accidents forgone over 8 years in one state alone, a benefit in avoided cleanup costs exceeding $400 million. These benefits arise because private insurers mitigate moral hazard by providing financial incentives for tank owners to close or replace leak-prone tanks prior to costly accidents

    AbstractRootkit is one of the most important issues of network communication systems, which is related to the security and privacy of Internet users. Because of the existence of the back door of the operating system, a hacker can use rootkit to attack and invade other people's computers and thus he can capture passwords and message traffic to and from these computers easily. With the development of the rootkit technology, its applications are more and more extensive and it becomes increasingly difficult to detect it. In addition, for various reasons such as trade secrets, being difficult to be developed, and so on, the rootkit detection technology information and effective tools are still relatively scarce. In this paper, based on the in-depth analysis of the rootkit detection technology, a new kind of the rootkit detection structure is designed and a new method (software), X-Anti, is proposed. Test results show that software designed based on structure proposed is much more efficient than any other rootkit detection software

    The Value of Combining Wu Ling San Plus and Minus with Repaglinide in the Treatment of Obese Type 2 Diabetes

    Objective: To investigate the clinical value and practical effects of the treatment of obese type 2 diabetes mellitus patients with Wu Ling San plus and minus combined with Repaglinide. Methods: Twenty-two obese type 2 diabetic patients attending the outpatient clinic of Yixing Traditional Chinese Medicine Hospital from September 2020 to March 2022 were randomly selected as the subjects of this study, and all of them were divided into treatment group (n=11, Wu Ling San plus and minus + Repaglinide) and control group (n=11, single Repaglinide) according to the computerized random series grouping method. The clinical data and overall efficacy of the two groups were compared. Results: After treatment, the treatment group had better blood glucose, blood lipids and other basic indicators than the control group (P<0.05); all Chinese medicine symptoms scores and complication rates of the treatment group were lower than those of the control group (P<0.05). Conclusion: The treatment of obese type 2 diabetes mellitus patients with Wu Ling San plus reduction + Repaglinide has significant efficacy and high drug safety, and can stabilize many indicators of blood glucose and blood lipids, reduce the risk of complications and control their body weight, which can be promoted and used in the treatment of related clinical conditions

    Electronic structures of III-V zinc-blende semiconductors from atomistic first principles

    For analyzing quantum transport in semiconductor devices, accurate electronic structures are critical for quantitative predictions. Here we report theoretical analysis of electronic structures of all III-V zinc-blende semiconductor compounds. Our calculations are from density functional theory with the semi-local exchange proposed recently [F. Tran and P. Blaha, Phys. Rev. Lett. 102, 226401 (2009)], within the linear muffin tin orbital scheme. The calculated band gaps and effective masses are compared to experimental data and good quantitative agreement is obtained. Using the theoretical scheme presented here, quantum transport in nanostructures of III-V compounds can be confidently predicted.Comment: 4 pages, 2 figure
