Concurrent programs are notoriously difficult to develop due to the non-deterministic nature of thread scheduling. It is desirable to have a programming language to make such development easier. Tscript comprises such a system. Tscript is an extension of JavaScript that provides multithreading support along with intent specification. These intents allow a programmer to specify how parts of the program interact in a multithreaded context. However, enforcing intents requires run-time memory checks which can be inefficient. This thesis implements an optimization in the Tscript compiler that seeks to improve this inefficiency through static analysis. Our approach utilizes both type inference and dataflow analysis to eliminate unnecessary run-time checks

Time Series Data Mining: A Retail Application Using SAS Enterprise Miner

Modern technologies have allowed for the amassment of data at a rate never encountered before. Organizations are now able to routinely collect and process massive volumes of data. A plethora of regularly collected information can be ordered using an appropriate time interval. The data would thus be developed into a time series. With such data, analytical techniques can be employed to collect information pertaining to historical trends and seasonality. Time series data mining methodology allows users to identify commonalities between sets of time-ordered data. This technique is supported by a variety of algorithms, notably dynamic time warping (DTW). This mathematical technique supports the identification of similarities between numerous time series. The following research aims to provide a practical application of this methodology using SAS Enterprise Miner, an industry-leading software platform for business analytics. The “frozen conflict” that turned hot: conflicting state building attempts in South Ossetia

The recent conflict in South Ossetia reminded everyone that things are far from settled in the South Caucasus region. Generally dubbed “frozen conflicts”, the separatist conflicts in the Caucasus have been considered by many authors as political and military stalemates. This approach, however, tended to brush aside sociological dynamics at work inside what could have been more accurately described as “zones of conflict”. The main argument is to demonstrate how the oppositional logic of the autocratic de facto government in power and outside interference in the region, from Russia and Georgia mainly, are affecting the state building process of South Ossetia by marginalizing the local population and its needs. In fact, no real state building will take place in South Ossetia, either as a component of a Georgian Federation or as an entity in the Russian Federation, without addressing more carefully the needs of the local population. This statement is more topical than ever, in the context of the ongoing struggle between Georgia and Russia for the future of the region

Exploring the Importance of Single Nucleotide Polymorphisms of HSPA9 in DNA of Sarcoma Patients

The aim of this project was to identify genetic variants that may influence the risk and progression of sarcoma through targeted genotyping of HSPA9 gene. It is important to look at genetic variants in DNA samples because if a variant is determined to be more likely than another, a screening for the particular variant can be done to identify a patient’s risk of sarcoma. The study population was sarcoma patients from the International Sarcoma Kindred Study. These patients had no mutations in p53 or MDM2. Genotyping data from the HapMap project (hapmap.org) for HSPA9 was used to identify the polymorphisms needed to tag the entire region. In order to genotype the DNA sample, KASP reagents (KBioSciences, UK) were used. KASP uses a two-set PCR process. Allele specific primers are used to preferentially amplify each allele of a given SNP. The specific genetic variations of HSPA9 in sarcoma patient DNA samples with no mutations in p53 or MDM2 amplification are not more or less likely to occur than in DNA samples with the mutation or amplification. If continued research can show that MDM2 is not amplified, but activated through other mechanisms such as the interaction between polymorphisms of mitochondrial genes, p53, or MDM2, we can propose anti-MDM2 therapies to the patients with these polymorphisms

The "empty shell" approach: the setup process of international administrations in Timor-Leste and Kosovo, its consequences and lessons

State-building under the aegis of international administrations has faced various hurdles and obstacles in Kosovo and Timor-Leste — failures that came to full light in March 2004 in Kosovo and in May 2006 in Timor-Leste. However, the international conception buttressing the set up of international administrations — I dub it the "empty-shell" approach — is still present in certain policy circles. This article aims to analyze this international conception by clarifying how the UN came to impose its authority over the two territories in a very similar process. While the literature on each state-building experiment is vast and com- pelling, few authors have attempted to contrast the two case studies, especially regarding the mental conception informing the governance process of these territories since 1999. This article links the empty-shell approach with the delegitimization process that came to be experi- enced by the UN in both cases. The article describes the international policies put in place by the UN to expand its control over the two terri- tories, a mix of co-option of local elites and the marginalization of the local population. Finally, the article reveals some possible solutions in order to avoid the more blatant difficulties pertaining to state-building conducted from the outside-in

Coerced transitions in Timor-Leste and Kosovo

Statebuilding under the aegis of international administrations has faced various hurdles and obstacles in Kosovo and Timor-Leste. One of these hurdles is related to the specific mandate of these missions, which created a specific conflict of objectives for the international presence – between democracy promotion and institution-building. The piece analyzes specifically the strategies of international and local elites in this context. After trying to prioritize institution-building while paying lip service to democratization imperatives, international officials had to readjust their strategy following contestation and resistance from local partners. Facing practical consequences of the conflict of objectives, international officials then proceeded to prioritize democracy promotion imperatives and reduced their institution-building role. The paper concludes on the implications of these experiences for the debate concerning democracy promotion and highlights the possibilities of the “participatory intervention” framework put forth by Chopra and Hohe

Fostering Resident Voice and Influence: The Making Connections Experience with Resident Engagement and Leadership

Resident engagement is often noted as a key element in neighborhood transformation and community change efforts, yet very little literature exists that explains and captures how resident engagement actually happens and what it takes to achieve lasting resident engagement capacity and success. As one step toward expanding the information available, this report presents insights gained by the Annie E. Casey Foundation after more than a decade of working with residents to achieve better results during the Making Connections initiative, Casey's signature community change effort of the 2000s. The report describes the various activities in which residents were engaged during Making Connections, the sequence and timing of those activities and some of the impact and community improvements that were achieved as a result. Through a focus on the Making Connections experience, the report highlights effective resident engagement strategies and assesses the factors that can inhibit or enhance their effectiveness
