    An apparatus for detecting multiple spectral bands, individually or concurrently, using linear detector arrays is described. The system employs a beamsplitter to divide the optical source into two or more optical beams which are directed at the linear detector arrays. Filter trays are positioned in the focal planes of the optical beams so that the beams pass through the filter trays prior to impinging upon the detector arrays. Multiple filters are placed on the filter trays. Linear actuators positioned adjacent the filter trays translate the trays across the focal planes of the optical beams so that individual filters are positioned in the path of beams such that those frequencies of the beams that fall within the spectral ranges of the individual bandpass filter through which it passes may be detected by the detector arrays for further examination and analysis

    Goldstein and Steinberg argue that the World Trade Organization Appellate Body has been able to use its authority to engage in judicial lawmaking to reduce trade barriers in ways that would not otherwise have been possible through negotiation. This lawmaking authority was not the result of a purposeful delegation; rather, it was an unintended byproduct of the creation of an underspecified set of rules and procedures. There is nevertheless a high rate of compliance with Appellate Body decisions because decentralized enforcement can induce domestic importers to lobby for trade liberalization. In the US, this judicial lawmaking may also allow the President to achieve trade policies that are more liberal than those desired by Congress, if compliance can be achieved by a regulatory change or by sole Executive action

    The Transverse Range province of southern California is an elongate geomorphic and structural unit that trends essentially east-west across parts of Santa Barbara, Ventura, Los Angeles, San Bernardino, and Riverside Counties (pl. 4). Its name reflects its transverse orientation with respect to the adjacent provinces, especially the Coast Ranges and Sierra Nevada to the north and the Peninsular Ranges to the south. This distinctive province is geologically very complex, and comprises chains of mountains and hills that are flanked or separated by narrow to moderately broad valleys. These features, as well as most of their structural elements, lie athwart the general northwest-southeast grain of southern California, and several of them are responsible for the anomalous east-west alignment of the coast from Point Conception to the Santa Barbara area, and along the north side of Santa Monica Bay

    An important modification was made in the method for computing ion densities from DE1/RIMS observations, based on the observed relationship between total plasma density and spacecraft potential. An iterative technique was developed to require that this relationship be preserved in all individual observations, not just in the average sense observed. Results of employing this technique were examined closely and are found to generally improve the final densities in terms of agreement with densities obtained from PWI upper hybrid frequency observations. It also has the effect of reducing scatter in the density vs. L profiles
