    Benefits of Organic Farming for Society

    Recent food scares have lead to a boom in demand for organic products and an increasing awareness of policy makers of the potential benefits of organic farming. However, policies specifically targeting organic farming support do not remain beyond dispute and a sound justification of these is in great demand. The potential specific contribution of organic farming to the achievement of some of the key objectives of the European Common Agricultural Policy, e.g. competitiveness of agriculture, farming income, food supply, food quality and minimisation of negative environmental impacts of agricultural production are discussed. It is argued that organic farming can contribute to the objectives of the CAP, however, addressing the various objectives to different degrees. The environmental effects of organic farming seem to be largely positive in comparison to conventional farming on a per hectare basis in all categories, be it biodiversity, input-output balances or soil and water resources, although other farming systems might perform better with respect to single indicators or when results are related to the amount of produced output. The quality of organically produced food seems to be higher than that of conventionally produced food for several indicators, for example, the risk of food contamination with pesticides and or nitrate tends to be lower. Income levels from organic farming are on average comparable to income generated on conventional farms, and organic farming is clearly a profitable alternative for quite a few farms in Europe. With respect to rural development organic farming is expected to have little direct effects, e.g. on unemployment rates, although small scale marketing and processing initiatives may contribute directly to rural employment. However, indirect effects such as increased employment in tourism due to a positive “ecological” image of a region can be of importance. Conclusively, organic farming can contribute to several of the declared policy objectives of the CAP. However, the information available to date does not permit a clear conclusion if organic farming achieves desirable effects at lower costs than other farming systems. Nevertheless, the positive effects on a broad range of objectives clearly justifies the support of organic farming and is therefore recommended

    Exclosures: An Experimental Technique for Protection of Northern Bobwhite Nests

    Nest predation has been implicated as a factor affecting northern bobwhite (Colinus virginianus) recruitment rates. Public stakeholders are increasingly questioning use of lethal methods to manage predation. We evaluated a nonlethal method consisting of single nest treatments using an exclosure to protect nests from potential predators. The exclosure treatment also included use of Amdrot (hydramethylnon) and Snake-a-wayt repellents to deter red-imported fire ants (Solenopsis invicta) and snakes, respectively. We compared nest success of treated (n 1⁄4 8) to untreated nests (n 1⁄4 18). Treated nests were 88% successful which was a 2-fold increase over unprotected nests. We did not observe any difference in hen behavior between treatment and controls. This technique may be useful to study nest success of wild quail and is not intended to be a management technique to influence overall population growth

    Lessons learnt from ORGAP Project – planning, implementation and evaluation of Action Plans for Organic Food and Farming

    Within the EU funded project ORGAP, a toolbox was developed for the evaluation of the European as well as national action plans for organic food and farming. Also recommendations and a resource manual for policy makers and stakeholders were developed. These were based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. An integrated approach is required and this has been to differing degrees through the formulation of multi-functional Organic Action Plans (OAPs), which also adress the dual roles of organic farming (from a policy perspective) to provide public goods and satisfy consumer demand. Eight Organic Action Plans, reviewed in the ORGAP project, vary with regard to the elaboration process, targets, objectives and the emphasis of measures on certain areas (e.g. market versus environment orientation). This variation is due to quite different political and socio-economic framework conditions for organic farming in these countries. It revealed that the weaknesses identified in the status quo analysis of the organic sector have only partly been translated to the targets and measures included in the action plan documents. Definition of the priorities for development of organic agriculture must be agreed by all relevant stakeholders. The priorities, and hence the programmes, will depend on correct analysis of the issues (and conflicts) that need to be addressed and clear objectives with measurable outcomes (for effective evaluation).     How organic farmers view their own practice: results from the Czech Republic

    This paper addresses the development of organic agriculture in the Czech Republic, which is seen as a success story among post-communist countries. The relatively short history of organic farming and specific contextual factors raises questions about the nature and meaning of Czech organic farming. The goal of this study was to find out how farmers view their own practice, interpret its symbolic value, and construct its content. This empirical study uses Q methodology aimed at the identification of the collectively-shared perspectives belonging engaged actors. Data were gathered through semi-standardized interviews with Czech farmers registered in official organic scheme. The analysis emphasized three components, which are considered as three distinct perspectives possessed by organic farmers; that is, (1) organic farming as a way of life, (2) as an occupation, and (3) as a production of food of an alternative quality compared to conventional food. Each viewpoint entails a different understanding of what organic farming means; each then—when considered together—comprises the meaning of organic agriculture in the Czech Republic. The presented classification of the farmers holding the viewpoints contributes to the ongoing theoretical discussion regarding the nature of the current organic sector, its development and potential conventionalization

    Organic farming policy in the European Union

    Organic farming is recognised in the European Union as one possible model to improve the sustainability of agriculture. During the 1990s the sector grew rapidly (to 3% of agricultural area in 2000), caused in part by policy support measures in member states and the EU. The paper summarises the development of the organic sector, discusses reasons for policy support, and reviews the main policy measures at EU and country level in three areas: legislation defining organic production, direct payments and other measures. It concludes that in future the integration of policy measures within countries and at EU level should be improved, in particular through the development of national and European action plans for organic farming
