    A Conversation with Alan Gelfand

    Alan E. Gelfand was born April 17, 1945, in the Bronx, New York. He attended public grade schools and did his undergraduate work at what was then called City College of New York (CCNY, now CUNY), excelling at mathematics. He then surprised and saddened his mother by going all the way across the country to Stanford to graduate school, where he completed his dissertation in 1969 under the direction of Professor Herbert Solomon, making him an academic grandson of Herman Rubin and Harold Hotelling. Alan then accepted a faculty position at the University of Connecticut (UConn) where he was promoted to tenured associate professor in 1975 and to full professor in 1980. A few years later he became interested in decision theory, then empirical Bayes, which eventually led to the publication of Gelfand and Smith [J. Amer. Statist. Assoc. 85 (1990) 398-409], the paper that introduced the Gibbs sampler to most statisticians and revolutionized Bayesian computing. In the mid-1990s, Alan's interests turned strongly to spatial statistics, leading to fundamental contributions in spatially-varying coefficient models, coregionalization, and spatial boundary analysis (wombling). He spent 33 years on the faculty at UConn, retiring in 2002 to become the James B. Duke Professor of Statistics and Decision Sciences at Duke University, serving as chair from 2007-2012. At Duke, he has continued his work in spatial methodology while increasing his impact in the environmental sciences. To date, he has published over 260 papers and 6 books; he has also supervised 36 Ph.D. dissertations and 10 postdocs.     The Size of the Illinois Human Service Workforce

    Human services cover a broad range of programs, services, and facilities provided to the public that are designed to enhance the quality of life and well-being of people and communities. In most cases, human services are provided by agencies at the community level and include programs and services such as affordable housing, child care, mental health and substance use treatment, and job training, as well as those targeting specific populations such as immigrants, seniors, or people experiencing homelessness.This paper outlines an approach to estimating the size of the human service workforce in Illinois. Quantifying the size of Illinois' human service workforce fills a knowledge gap; with such diversity among human service organizations, a total figure for the entire sector has not before been estimated. An estimate of workers employed in human service organizations gives a sense of how much of the workforce is dependent on human service jobs. Additionally, it gives context and illustrates the relative size of this portion of the workforce to examine cross state comparisons in terms of the number of human service workers to residents in each state

    School Climate Development Survey

    Over the last twenty-five years the Consortium on Chicago School Research has engaged in systematic study of more than 400 Chicago Public Schools to determine organizational traits that are related to improvement in student learning. This effort was designed to help explain widely divergent levels of student success between very similar schools in the Chicago system. Initial discussions with educators at all levels, reviews of previous research, pilot studies, and field studies led to the identification of five school contextual factors – the 5Essential Supports – determined to be critical to school success: (1) effective leaders, (2) collaborative teachers, (3) involved families, (4) supportive environment, and (5) ambitious instruction. The framework of the 5Essential Supports served as a theoretical basis for a survey effort designed to measures and report on facets of school culture that could then be used by school leaders and practitioners to guide school improvement efforts. Research related to the 5Essential Supports consistently demonstrates a strong relationship between the presence of these supports and gains in student achievement. Led by Dr. James McMillan and Dr. Charol Shakeshaft from VCU’s School of Education, the purpose of this MERC study was (1) to develop a shortened version of the 5Essentials staff climate survey for the Metropolitan Educational Research Consortium schools, (2) to pilot test the new survey with teachers and administrators, and (3) to determine effective methods of dissemination to support schools use f the survey data for school improvement purposes. The piloting and validation phase of the study demonstrated that the core constructs underlying the 5Essentials maintained high levels of validity and reliability in the shortened version. MERC also piloted and received feedback from school leaders on formats for reporting school climate results
