    Estimation of Solar Irradiation on Inclined Surface Based on Web Databases

    Estimation of Global Tilted Irradiation (GTI) is a key to performance assessment of typical solar systems since they usually employ tilted photovoltaic (PV) modules or collectors.Numerous solar radiation databases can deliver irradiation values both on horizontal and tilted plane,however they are validated mostly with horizontal-plane ground measurements.In this paper we have compared GTI estimates retrieved from five Internet databaseswith results of measurements at two PV systems located in Poland.Our work shows that in spite of good agreement in annual scale,there is a tendency to underestimate GTI in summer and overestimate in winter, when PV modules can receive less than a half of expected irradiation.The latter issue affects sizing of PV system components and implies a correction needed to achieve all-year long operation

    Performance Study of Solar Power Source for Wireless Systems

    Photovoltaic (PV) technology is an attractive power source for systems with no wired connections to any network. Because of seasonal variations of solar irradiation, designing such a system requires careful analysis in order to provide required level of reliability. In this paper we present results of 16-month measurements of experimental PV system located in Poland. Obtained irradiation values have been verified with reference data from independent sources. The results of this work may be helpful in forecasting the performance of similar PV systems in the same region and allow to make more precise forecasts of power system performance than based only on average monthly irradiation tables

    Artykuł porusza problematykę sporu w doktrynie powstałego na podstawie wyroku Europejskiego Trybunału Sprawiedliwości z 2008 r. w sprawie "Kadi (I)". Traktując za punkt wyjścia poglądy obecne w doktrynie, autor rozwija analizę wspomnianej sprawy i dokonuje jej oceny z perspektywy czasu w kontekście skutków dla europejskiego i międzynarodowego systemu prawnego. Główny nacisk położony jest na pozycję Trybunału we wspomnianych systemach i jego kompetencji do oceny norm pochodzących z ONZ.This article explores various views of legal scholars concerning the Judgement given by the European Court of Justice in 2008 in the so-called "Kadi (I) case". With the benefit of hindsight, this article accomplishes further analysis and evaluation of the case and its possible outcome for European and international legal systems. Focus is put on the position of the Court in those legal systems and its authority to evaluate norms originating from the United Nations

    Impact of Climatic Conditions to Capacity of Airborne Ultrasonic Channel

    In this paper, we estimate the upper limit of the transmission data rate in airborne ultrasonic communications, under condition of the optimal power allocation. The presented method is based on frequency response of a channel in case of single-path LOS propagation under different climatic conditions and AWGN background noise model, and it can be easily extended to the case of frequency-dependent noise. The obtained results go beyond the discrete distances for which experimental SNR values were available, and are more accurate than the previous calculations in the literature, due to the inclusion of the channel frequency response and its changes over the distance. The impact of air temperature, relative humidity and the atmospheric pressure on the channel capacity is also investigated. The presented results can serve as a reference during the design of airborne ultrasonic communication systems operating in the far-field region

    Given Y a graph process defined by an incomplete information observation of a multivariate Ornstein-Uhlenbeck process X, we investigate whether we can estimate the parameters of X. We define two statistics of Y. We prove convergence properties and show how these can be used for parameter inference. Finally, numerical tests illustrate our results and indicate possible extensions and applications
