    Sustainable development, defined by the World Commission on Environment and Development as development that meets the needs of the present without compromising the ability of future generations to meet their own needs’, has become a global policy objective with particular resonance for planners (WCED, 1987: p. 43). Many international, national, state and regional policy frameworks emphasise the need to improve the environmental performance of cities and regions and to conserve and renew biodiversity. The increasing prospect of global climatic volatility – hotter temperatures, sea level rise, intense storm events, flooding and bushfires, have added a new urgency for planning and design regulations that build community resilience to withstand impacts of climate change (Hennessy et al., 2007)

    The provision of social services in Australia has changed dramatically in recent decades. Governments have expanded social provision without expanding the public sector by directly subsidising private provision, by contracting private agencies, both non-profit and for-profit, to deliver services, and through a number of other subsidies and vouchers. Private actors receive public funds to deliver social services to citizens, raising a range of important questions about financial and democratic accountability: 'who benefits', 'who suffers' and 'who decides'. This book explores these developments through rich case studies of a diverse set of social policy domains. The case studies demonstrate a range of effects of marketisation, including the impact on the experience of consumer engagement with social service systems, on the distribution of social advantage and disadvantage, and on the democratic steering of social policy

Governments intervene reluctantly to slow the decline because boarding houses are normally run as private for profit businesses. Yet, the on-going problems faced by governments, the community and residents from the continuing loss of boarding houses are significant

    Measuring planning system performance: the case of housing supply and affordability

    The State of Australian Cities (SOAC) national conferences have been held biennially since 2003 to support interdisciplinary policy-related urban research. This paper was presented at SOAC 5held in Melbourne from 29 November – 2 December 2011. SOAC 5 was hosted by the University of Melbourne, RMIT University, Monash University, Swinburne University of Technology and Latrobe University as well as the Australian Housing and Urban Research Institute and the Grattan Institute, the Victorian State Government and the City of Melbourne. Three plenary panels brought researchers from across the country to address ‘big issues’: place-based disadvantage, the design and form of Australian cities, and metropolitan governance. Over 175 papers, in 46 themed sessions, cover topics ranging from planning and governance for environmental sustainability, to housing affordability and adequacy in the context of an aging population. Healthy communities, better public transport, high quality open space, participatory planning, and issues affecting the peri-urban fringe are also strong sub-themes within this conference.     Less planning, more development? : housing and urban reform discourses in Australia

    This paper examines how particular interests shape urban policy debate and reform in Australia. With a particular emphasis on proposed planning system reforms in the nation's largest state of New South Wales, we examine written submissions from development industry sectors, resident groups, and professional associations. We then compare these submissions to government responses, finding these responses heavily reflect industry narratives. In the context of an ongoing microeconomic reform agenda oriented towards deregulation and competition policy, housing development is framed as central to delivering economic growth, while the planning system is portrayed as a constraint holding back investment and new housing production. Through this prism, a series of rhetorical strategies reframe community concerns about housing affordability and the impact of new development to fit the growth agenda, while environmental and social considerations are largely sidelined.19 page(s
