Procédures et législation face au handicap

La loi du 11 février 2005 définissant, pour la première fois, la notion de handicap, considère la personne handicapée comme sujet ayant des droits et devant être intégrée dans la société, à part entière. Cette loi et les conséquences qui en découlent permettent une réelle avancée en faveur des personnes en situation de handicap.Mais il reste encore beaucoup de chemin à parcourir pour que les droits des personnes handicapées soient connus, reconnus, défendus et appliqués.Cet article tente de montrer le décalage entre ce que la loi prévoit, la théorie, et la réalité.The law of the 11 February 2005, which defined the notion of disability for the first time, considers the disabled person to be a subject who has rights and who must be fully integrated into society. This law and its consequences mark a real breakthrough for people with a disability. But there is a long way to go before the rights of disabled people are known, recognised, defended and applied.
