Methodenbericht. Schriftlich-postalische Befragung im Projekt „QuartiersNETZ“

Der Bericht beschreibt das methodische Vorgehen einer im Rahmen des Projekts „Ältere als (Ko-)Produzenten von Quartiersnetzwerken im Ruhrgebiet (QuartiersNETZ)“ von der Fachhochschule Dortmund durchgeführten schriftlichen Befragung. Erläutert werden das Studiendesign inklusive des Frageprogramms, das Auswahlverfahren, der Ablauf der Feldphase und die Datenaufbereitung. Anschließend erfolgen Selektivitätsanalysen, um zu prüfen, inwiefern die Stichprobe mit der Quartiersbevölkerung vergleichbar ist. Eine Beschreibung der Stichprobe rundet den Methodenbericht ab. Im Rahmen der Bestandaufnahme des interdisziplinären Verbundprojekts „QuartiersNETZ“ wurde ein standardisierter Fragebogen entwickelt und postalisch an insgesamt 4.000 Bewohner*innen ab 50 Jahren mit Wohnsitz in einem der Referenzquartiere in Gelsenkirchen verschickt. Die Adressen wurden durch die Stadtverwaltung per einfacher Zufallsauswahl aus dem Einwohnermelderegister gezogen. Der Fragebogen deckt die Themenschwerpunkte Nachbarschaft und Leben im Stadtteil, soziale und politische Beteiligung, Ausstattung und Umgang mit Technik und Internet, Einstellung gegenüber modernen Medien sowie Lebenslagen und -zufriedenheit ab. 1.186 Fragebogen waren auswertbar, was einer Rücklaufquote von 30 % entspricht. Vergleichbarkeit mit der Grundgesamtheit, also den Bewohner*innen ab 50 Jahren der jeweiligen Quartiere, ist hinsichtlich der Verteilung von Geschlecht, Altersgruppen und des Anteils an Singlehaushalten in der Altersgruppe 80+ zumeist gegeben; in zwei Quartiersstichproben sind bestimmte Subgruppen unter- und andere überrepräsentiert. Menschen mit Migrationshintergrund sind in allen Quartiersstichproben statistisch signifikant unterrepräsentiert. The survey is part of the project “Elderly as (co-)producers of neighbourhood networks in the Ruhr area” (short title: QuartiersNETZ/neighbourhood network). The report explains the study design, questionnaire, sampling method, field study phase and data preparation. Furthermore, analyses are conducted in order to examine representativeness. Finally, the sample is described. As part of the baseline study of the interdisciplinary joint project "QuartiersNETZ" a standardized questionnaire was developed. It was sent to 4,000 residents aged 50 years and older residing in one of the case study neighbourhoods in Gelsenkirchen. The sample was chosen randomly by the municipality. Key subjects of the survey were living in the neighbourhood, social and political participation, equipment and usage of technical devices as well as internet, the attitude towards modern media, and life situation as well as satisfaction. With a response rate of 30 %, 1,186 questionnaires were valid. The realised sample is mainly representative concerning gender, age group distribution as well as the proportion of single households in the age group 80+. In two case study neighbourhood samples, specific subgroups are under- and others are overrepresented. In all case study samples, people with migration background are statistically significant underrepresented. QuartiersNETZ: Quartiersprofile. Eine Beschreibung der Referenzquartiere im Projekt QuartiersNETZ

Die Quartiersprofile sind eine Beschreibung der vier Referenzquartiere des Projekts „Ältere als (Ko-)Produzenten von Quartiersnetzwerken im Ruhrgebiet (QuartiersNETZ)“. QuartiersNETZ ist ein trans- und interdisziplinäres Verbundprojekt, das vom BMBF finanziert wird. Das Verbundkonsortium entwickelt mit und für ältere Menschen reale und digitale Quartiersnetzwerke. Solche gewährleisten, dass Menschen in allen Phasen ihres Älterwerdens am öffentlichen Leben teilhaben und dies partizipativ entscheidend mitgestalten können. Die Quartiersprofile dienen dazu, einen ersten Überblick über die Quartiere zu bekommen und zu erkennen, was die jeweiligen Besonderheiten der Quartiere sind, welche Voraussetzungen für die Entwicklung von Quartiersnetzwerken bestehen und auch wie die jeweiligen Quartiere in der Bevölkerung (50+) wahrgenommen werden. Dies dient auch als Grundlage, um herauszufinden, ob Quartiere mit unterschiedlichen Voraussetzungen auch unterschiedliche Herangehensweisen, die Entwicklung und Vernetzung betreffend, benötigen. Die Quartiersprofile beschreiben die Bevölkerungsstruktur und -entwicklung, die räumliche Situation, die Versorgungsstruktur und soziale Infrastruktur sowie die Wahrnehmung des Quartiers in der Bevölkerung 50+ und vorhandene und bedeutsame Engagement- und Akteursstrukturen. Die Beschreibungen zeigen, dass sich die Quartiere in vielen wichtigen Bereichen unterscheiden, aber auch Gemeinsamkeiten zu finden sind, sei es durch die Zugehörigkeit zu Gelsenkirchen und damit auch zum Ruhrgebiet, oder einfach, weil ähnliche Akteure in den Quartieren aktiv sind oder sich bestimmte strukturelle Merkmale ähneln. Alles in allem bieten die vier beschriebenen Referenzquartiere eine gute Basis für die Quartiersentwicklung, da bereits eine Vielzahl an Akteuren aktiv ist und in den Quartieren (in der Bevölkerung 50+) insgesamt eine hohe Ortsidentität besteht. Die Herausforderung ist, wie immer in der Quartiers- und in der Gemeinwesenarbeit, möglichst viele der Bewohner*innen unterschiedlichster Lebenslagen zu erreichen und es somit zu schaffen, dass die an der Quartiersentwicklung Teilnehmenden möglichst viele der verschiedensten Gruppen im Stadtteil repräsentieren. Wichtig sind hierzu niedrigschwellige Beteiligungsformate, die unter anderem auf die Diskrepanz von Beteiligungswillen und Beteiligungsmöglichkeiten antworten. Ebenso ist eine Unterstützung durch gesamtstädtische Strukturen und die Kommunalpolitik wichtig sowie last but not least die Existenz gesellschaftlicher Rahmenbedingungen, die u. a. Such networks ensure that people of all ages can participate in public life and can also co-design it in a participative manner. The neighbourhood profiles aim to deliver a first overview of the neighbourhoods in order to understand the respective characteristics of the neighbourhoods, the prior conditions for the development of neighbourhood networks, and how the residents (50+) experience their neighbourhoods. This also serves as a basis to find out whether neighbourhoods with different preconditions need different development and networking approaches, and what type of approaches. The neighbourhood profiles describe the population structure, demographic development, spatial situation, provision structure, social infrastructure as well as the perception of the neighbourhood by the residents aged 50 years and older, and notable engagement structures and actors. The descriptions show that the neighbourhoods differ in many central domains, but that there are also commonalities, for instance due to their geographical situation within the municipality of Gelsenkirchen and the Ruhr area, or because similar actors operate in the neighbourhoods or specific structural characteristics are similar. Overall, the four specified neighbourhoods offer a good foundation for neighbourhood development, as a multiplicity of relevant actors already operates in the neighbourhoods and because the local identity is strong (of the residents 50+). The challenge is, as always within neighbourhood and community development, to reach residents within different circumstances and living conditions, and to achieve that the people participating in neighbourhood development represent (nearly) all of the different groups living in the neighbourhood. Low-threshold participation methods that answer to the mismatch of the will to participate and the perception that participation is not wanted are crucial for this. Furthermore, the support through municipal policies and politicians is vital as well as, last but not least, the existence of social frameworks and conditions that ensure and strengthen participation processes and forms of democratic influence
