TDRSS Augmentation System for Satellites
In 2015, NASA Goddard Space Flight Center (GSFC) reinvigorated the development of the TDRSS Augmentation Service for Satellites (TASS). TASS is a global, space-based, communications and navigation service for users of Global Navigation Satellite Systems(GNSS) and the Tracking and Data Relay Satellite System (TDRSS). TASS leverages the existing TDRSS to provide an S-band beacon radio navigation and messaging source to users at orbital altitudes 1400 km and below
Navigation Overview Strategic and Technical Aspects of Planetary Small Satellite Missions
The 3rd Planetary CubeSat Science Symposium will be held at NASA Goddard Space Flight Center, with the participation of CubeSat/SmallSat scientists and developers. Discussions will include current missions, mission concepts, and opportunities for future mission selections. The sessions will also include panel discussions about strategic and technical aspects of planetary small satellite missions, and an afternoon poster session providing mission proposers the opportunity to meet with vendors and suppliers. Maneuver Recovery Analysis for the Magnetospheric Multiscale Mission
The use of spacecraft formations creates new and more demanding requirements for orbit determination accuracy. In addition to absolute navigation requirements, there are typically relative navigation requirements that are based on the size or shape of the formation. The difficulty in meeting these requirements is related to the relative dynamics of the spacecraft orbits and the frequency of the formation maintenance maneuvers. This paper examines the effects of bi-weekly formation maintenance maneuvers on the absolute and relative orbit determination accuracy for the four-spacecraft Magnetospheric Multiscale (MMS) formation. Results are presented from high fidelity simulations that include the effects of realistic orbit determination errors in the maneuver planning process. Solutions are determined using a high accuracy extended Kalman filter designed for onboard navigation. Three different solutions are examined, considering the effects of process noise and measurement rate on the solutions

Commissioning of NASA's 3rd Generation Tracking and Data Relay Satellites (TDRS KLM)
In the summer of 2017, the third and final spacecraft of the 3rd generation of the Tracking and Data Relay Satellites (TDRS) launched aboard an Atlas V rocket from Complex 41 on the Eastern Test Range. Finishing final testing and integration in the first quarter of 2018, the TDRS-M communication and navigation satellite completes a constellation that began service in the early 1980s. The 3rd generation of spacecraft, TDRS-K, L, and M, not only provided beneficial systems engineering lessons in handling anomalous Radio Frequency and Doppler interference as well as integrating new spacecraft into an aging ground support infrastructure, but also supplies NASA with a valuable test bed for new operational concepts and technologies useful in defining the future architecture of the NASA Space Network. This paper presents an overview of the TDRS-K, L, and M missions, including transfer orbit, Level 5 bus and payload testing, and finally NASA-led Level 6 testing, which includes active TDRS System (TDRSS) users. Highlights include relevant testing results, commissioning challenges, and lessons learned. The final discussion includes a brief overview of future NASA communication and navigation technologies and network architectures
Relative navigation for spacecraft formation flying
The Goddard Space Flight Center Guidance, Navigation, and Control Center (GNCC) is currently developing and implementing advanced satellite systems to provide autonomous control of formation flyers. The initial formation maintenance capability will be flight-demonstrated on the Earth-Orbiter-1 (EO-1) satellite, which is planned under the National Aeronautics and Space Administration New Millennium Program to be a coflight with the Landsat-7 (L-7) satellite. Formation flying imposes relative navigation accuracy requirements in addition to the orbit accuracy requirements for the individual satellites. In the case of EO-1 and L-7, the two satellites are in nearly coplanar orbits, with a small difference in the longitude of the ascending node to compensate for the Earth's rotation. The GNCC has performed trajectory error analysis for the relative navigation of the EO-1/L-7 formation, as well as for a more advanced tracking configuration using cross-link satellite communications. This paper discusses the orbit determination and prediction accuracy achievable for EO-1 and L-7 under various tracking and orbit determination scenarios and discusses the expected relative separation errors in their formation flying configuration
LunaNet: a Flexible and Extensible Lunar Exploration Communications and Navigation Infrastructure
NASA has set the ambitious goal of establishing a sustainable human presence on the Moon. Diverse commercial and international partners are engaged in this effort to catalyze scientific discovery, lunar resource utilization and economic development on both the Earth and at the Moon. Lunar development will serve as a critical proving ground for deeper exploration into the solar system. Space communications and navigation infrastructure will play an integral part in realizing this goal. This paper provides a high-level description of an extensible and scalable lunar communications and navigation architecture, known as LunaNet. LunaNet is a services network to enable lunar operations. Three LunaNet service types are defined: networking services, position, navigation and timing services, and science utilization services. The LunaNet architecture encompasses a wide variety of topology implementations, including surface and orbiting provider nodes. In this paper several systems engineering considerations within the service architecture are highlighted. Additionally, several alternative LunaNet instantiations are presented. Extensibility of the LunaNet architecture to the solar system internet is discussed

Navigation Architecture For A Space Mobile Network
The Tracking and Data Relay Satellite System (TDRSS) Augmentation Service for Satellites (TASS) is a proposed beacon service to provide a global, space-based GPS augmentation service based on the NASA Global Differential GPS (GDGPS) System. The TASS signal will be tied to the GPS time system and usable as an additional ranging and Doppler radiometric source. Additionally, it will provide data vital to autonomous navigation in the near Earth regime, including space weather information, TDRS ephemerides, Earth Orientation Parameters (EOP), and forward commanding capability. TASS benefits include enhancing situational awareness, enabling increased autonomy, and providing near real-time command access for user platforms. As NASA Headquarters Space Communication and Navigation Office (SCaN) begins to move away from a centralized network architecture and towards a Space Mobile Network (SMN) that allows for user initiated services, autonomous navigation will be a key part of such a system. This paper explores how a TASS beacon service enables the Space Mobile Networking paradigm, what a typical user platform would require, and provides an in-depth analysis of several navigation scenarios and operations concepts
