    Taking the slow route to decarbonisation? Developing climate governance for international transport

    Despite their significant, growing contribution to global emissions, international aviation and shipping have avoided a significant climate governance response until recently. This paper outlines the urgent need for, but major barriers to, decarbonisation of these industries, including various market failures and sensitivities over restraining demand. The need and potential for international governance to address these issues is seen to vary across aviation and shipping, given different industry structures and characteristics. A range of relevant inter- and transnational governance institutions is highlighted and an assessment of their overall adequacy offered. With a 2018 commitment to significant emission reduction, maritime governance effort has progressed further, although significant implementation challenges remain. Meanwhile aviation-related commitments rely more on out-of-sector offsets. Options for enhancing governance for decarbonisation are outlined, highlighting the importance of, inter alia, coordination between the UNFCCC and sectoral bodies, mechanisms to finance R&D and incentivise investment, and openness in key decision-making fora

    Policy making and energy infrastructure change: A Nigerian case study of energy governance in the electricity sector

    This paper focusses on investigating the underlying mechanisms and influences of the policy decision making process and how it affects and impacts the governance of the Nigerian energy industry, and energy infrastructure provisions. In-depth semi-structured interviews were used; all interviewees had been involved, directly or indirectly, in energy infrastructure policy decisions in Nigeria. Five key themes subsequently emerged as salient intra-country induced influences that were affecting the governance and performance of the Nigerian energy sector: (1) competencies – i.e. practical knowledge of energy policy making; (2) expectations – i.e. past, present, and forecasted future expectations from the energy industry; (3) legislation – i.e. institutionalized (and unwritten) rules/procedures; (4) future visions – i.e. future vision of the energy industry/energy market; (5) recruiting experts – i.e. recruiting new energy and public policy makers. In addition, three major inter-country induced influences were also identified: (1) the changing dynamics of international and foreign aid; (2) the United Nations Sustainable Development Goals; and (3) the Paris Agreements on Climate Change. The paper concludes by highlighting the policy implications of these influences, and the consequences for policy makers in the governance of the energy industry in ensuring a secured energy future

    Strategic risk appraisal. Comparing expert- and literature-informed consequence assessments for environmental policy risks receiving national attention

    Strategic risk appraisal (SRA) has been applied to compare diverse policy level risks to and from the environment in England and Wales. Its application has relied on expert-informed assessments of the potential consequences from residual risks that attract policy attention at the national scale. Here we compare consequence assessments, across environmental, economic and social impact categories that draw on ‘expert’- and ‘literature-based’ analyses of the evidence for 12 public risks appraised by Government. For environmental consequences there is reasonable agreement between the two sources of assessment, with expert-informed assessments providing a narrower dispersion of impact severity and with median values similar in scale to those produced by an analysis of the literature. The situation is more complex for economic consequences, with a greater spread in the median values, less consistency between the two assessment types and a shift toward higher severity values across the risk portfolio. For social consequences, the spread of severity values is greater still, with no consistent trend between the severities of impact expressed by the two types of assessment. For the latter, the findings suggest the need for a fuller representation of socioeconomic expertise in SRA and the workshops that inform SRA output

    Entrepreneurial climate and self-perceptions about entrepreneurship: a country comparison using fsQCA with dual outcomes

    This study investigated the relationship between entrepreneurial climate (EC) and self-perceptions about entrepreneurship (SPaE). The variables and data were derived from the Global Entrepreneurship Monitor (GEM) dataset and framework. Specifically, the study examined variables closely related to the GEM concepts of entrepreneurial capacity and preferences across 54 countries. Fuzzy-set qualitative comparative analysis (fsQCA) was conducted to investigate associations between EC and SPaE. Three condition variables described EC: economic stage of development, entrepreneurial framework conditions, and entrepreneurial status. Four items described SPaE: perceived start-up opportunities, perceived capabilities, fear of failure, and entrepreneurial intention. Two forms of single outcome measures were constructed from the four items that described SPaE. A standard factor analysis-based score yielded the outcome SPaEF. Fuzzy cluster analysis produced a two-cluster-based outcome SPaEC. Having two outcomes referring to the same concept (SPaE) leads to discussion on what should be done to facilitate “same concept” based analyses using fsQCA. The findings open up discussion on the efficacy of fsQCA as regards its sensitivity to slight changes in the outcome.     Innovation policies of Cyprus during the global economic crisis: Aligning financial institutions with National Innovation System

    Previous research has overlooked the complementarity between National Innovation Systems and financial institutions. This paper extends the literature on National Innovation Systems, arguing that innovation policies should incorporate the particular needs of a nation’s innovation system and the current conditions of that nation’s financial environment. This development is important because the financial environment is malleable and subject to exogenous events, such as the recent global financial crisis. The relationship between a National Innovation System and the financial environment is presented through an analytical framework, which can be used to assess and instigate national innovation policies. The analytical framework is demonstrated using the case of Cyprus, which was on the frontline of the European debt crisis. By integrating the views of leaders from the Cypriot manufacturing and service sectors with widely available reports and indices concerning innovation performance, we demonstrate that the lack of a developed financial environment impedes national innovation performance. This research introduces policy and managerial implications for innovation, especially within the context of underdeveloped national innovation systems, which focus on improving innovation performance by enhancing the availability of financial instruments and the access that entrepreneurs have to them

    Evaluation of interventions on road traffic injuries in Peru: a qualitative approach

    <p>Abstract</p> <p>Background</p> <p>Evaluation of interventions on road traffic injuries (RTI) going beyond the assessment of impact to include factors underlying success or failure is an important complement to standard impact evaluations. We report here how we used a qualitative approach to assess current interventions implemented to reduce RTIs in Peru.</p> <p>Methods</p> <p>We performed in-depth interviews with policymakers and technical officers involved in the implementation of RTI interventions to get their insight on design, implementation and evaluation aspects. We then conducted a workshop with key stakeholders to analyze the results of in-depth interviews, and to further discuss and identify key programmatic considerations when designing and implementing RTI interventions. We finally performed brainstorming sessions to assess potential system-wide effects of a selected intervention (Zero Tolerance), and to identify adaptation and redesign needs for this intervention.</p> <p>Results</p> <p>Key programmatic components were consistently identified that should be considered when designing and implementing RTI interventions. They include effective and sustained political commitment and planning; sufficient and sustained budget allocation; training, supervision, monitoring and evaluation of implemented policies; multisectoral participation; and strong governance and accountability. Brainstorming sessions revealed major negative effects of the selected intervention on various system building blocks.</p> <p>Conclusions</p> <p>Our approach revealed substantial caveats in current RTI interventions in Peru, and fundamental negative effects on several components of the sectors and systems involved. It also highlighted programmatic issues that should be applied to guarantee an effective implementation and evaluation of these policies. The findings from this study were discussed with key stakeholders for consideration in further designing and planning RTI control interventions in Peru.</p

    Exploring Well-being as a Tourism Product Resource

    This study employs a qualitative research approach where focus groups (n ¼ 11) with key stakeholders were used to understand how tourism investors view the concept of well-being in relation to tourism and the potential to use it as a tourism product resource. Findings validated by a wider group (n ¼ 50) exposed the barriers and enablers of implementing well-being in this way. The potential for businesses and policymakers to transform these barriers into enablers was also identified. In addition, study findings were mapped onto a robust model extracted from the public health sector and applied in a tourism context using a systems theory approach. This further highlighted the potential offered to the fields of public health and tourism in the concept of well-being, and demonstrated the well-being value of tourism. Data from this research will aid tourism business practice and development by embedding a well-being philosophy for tourism destinations' strategies

    Describing the impact of health research: a Research Impact Framework

    BACKGROUND: Researchers are increasingly required to describe the impact of their work, e.g. in grant proposals, project reports, press releases and research assessment exercises. Specialised impact assessment studies can be difficult to replicate and may require resources and skills not available to individual researchers. Researchers are often hard-pressed to identify and describe research impacts and ad hoc accounts do not facilitate comparison across time or projects. METHODS: The Research Impact Framework was developed by identifying potential areas of health research impact from the research impact assessment literature and based on research assessment criteria, for example, as set out by the UK Research Assessment Exercise panels. A prototype of the framework was used to guide an analysis of the impact of selected research projects at the London School of Hygiene and Tropical Medicine. Additional areas of impact were identified in the process and researchers also provided feedback on which descriptive categories they thought were useful and valid vis-à-vis the nature and impact of their work. RESULTS: We identified four broad areas of impact: I. Research-related impacts; II. Policy impacts; III. Service impacts: health and intersectoral and IV. Societal impacts. Within each of these areas, further descriptive categories were identified. For example, the nature of research impact on policy can be described using the following categorisation, put forward by Weiss: Instrumental use where research findings drive policy-making; Mobilisation of support where research provides support for policy proposals; Conceptual use where research influences the concepts and language of policy deliberations and Redefining/wider influence where research leads to rethinking and changing established practices and beliefs. CONCLUSION: Researchers, while initially sceptical, found that the Research Impact Framework provided prompts and descriptive categories that helped them systematically identify a range of specific and verifiable impacts related to their work (compared to ad hoc approaches they had previously used). The framework could also help researchers think through implementation strategies and identify unintended or harmful effects. The standardised structure of the framework facilitates comparison of research impacts across projects and time, which is useful from analytical, management and assessment perspectives
