From graphical modelling to cross-organizational knowledge-sharing in the public sector
This paper describes a framework that supports knowledge modelling and sharing within public administrations and across organizations, as well as a prototype of such a knowledge-sharing system. We will first give a brief theoretical introduction on processes of knowledge creation, transfer and application, and then we will present our framework and discuss how it relates to these processes. We will furthermore illustrate this with the architecture of the prototype we developed in this context
Digitalize Building Permits Procedure : Canton of Valais, Switzerland
A growing interest in e-Government practices is currently expressed within public administrations. This paper describes the evolution of our study in the field of impacts of digitization on the management of administrative procedures. We present a full description of the methodology used, the assumptions and the analysis model on which our study is based. Due to its complexity and its interdepartmental characteristic, the building permit procedure is selected to be the representative administrative process of concern. As Swiss public administrations is the central subject of our research, a description of the relevant legal framework of the country is presented. Specifically, the case study of the Canton of Valais is described in detail. The experience gained from the semi-structured interviews conducted for this case study is exposed
The Einstein-Vlasov sytem/Kinetic theory
The main purpose of this article is to guide the reader to theorems on global
properties of solutions to the Einstein-Vlasov system. This system couples
Einstein's equations to a kinetic matter model. Kinetic theory has been an
important field of research during several decades where the main focus has
been on nonrelativistic- and special relativistic physics, e.g. to model the
dynamics of neutral gases, plasmas and Newtonian self-gravitating systems. In
1990 Rendall and Rein initiated a mathematical study of the Einstein-Vlasov
system. Since then many theorems on global properties of solutions to this
system have been established. The Vlasov equation describes matter
phenomenologically and it should be stressed that most of the theorems
presented in this article are not presently known for other such matter models
(e.g. fluid models). The first part of this paper gives an introduction to
kinetic theory in non-curved spacetimes and then the Einstein-Vlasov system is
introduced. We believe that a good understanding of kinetic theory in
non-curved spacetimes is fundamental in order to get a good comprehension of

Current prevalence of self-reported interpersonal violence among adult patients seen at a university hospital emergency department in Switzerland.
To evaluate the current prevalence of self-reported interpersonal violence amongst patients consulting at the emergency department (ED) of a university hospital and to describe the characteristics of the violence sustained.
Ours was a cross-sectional study using a modified version of the Partner Violence Screen questionnaire, which was distributed to every patient over 16 years old consulting at the ED between the 1st and 30th September 2016. Excluded were those incapable of decision-making, unable to understand owing to language difficulties, or in police detention. Questions pertained to violence endured during the year prior to their attendance at the ED and, where relevant, the date, place, and type of violence (physical or psychological), the perpetrator and the means used (firearms or other weapons). Demographic details were taken from the hospital records.
Of 628 patients included (participation rate 86%), 19% were victims of violence, for 27% of whom it was the motive for ED attendance. The median age of these victims of violence was 28 years (interquartile range 22–43), 39% were female, 71% single and 38% foreign nationals. Typical characteristics of self-reported violence were: (1) violence sustained within the previous 24 h (26%); (2) perpetrators unknown (35%); (3) occurrence at a café, bar, restaurant or nightclub (32%); (4) use of knives (19%); (5) prior consumption of alcohol by the victims themselves (28%). Females were more susceptible to domestic violence than males (45 vs 7%), the latter mostly reporting public violence (64 vs 43% in women).
The prevalence of self-reported interpersonal violence has reached one patient in five in our ED. Our results underline the importance of screening for this, as well as providing the means to offer specific follow-up. &nbsp
Excitation Thresholds for Nonlinear Localized Modes on Lattices
Breathers are spatially localized and time periodic solutions of extended
Hamiltonian dynamical systems. In this paper we study excitation thresholds for
(nonlinearly dynamically stable) ground state breather or standing wave
solutions for networks of coupled nonlinear oscillators and wave equations of
nonlinear Schr\"odinger (NLS) type. Excitation thresholds are rigorously
characterized by variational methods. The excitation threshold is related to
the optimal (best) constant in a class of discr ete interpolation inequalities
related to the Hamiltonian energy. We establish a precise connection among ,
the dimensionality of the lattice, , the degree of the nonlinearity
and the existence of an excitation threshold for discrete nonlinear
Schr\"odinger systems (DNLS).
We prove that if , then ground state standing waves exist if
and only if the total power is larger than some strictly positive threshold,
. This proves a conjecture of Flach, Kaldko& MacKay in
the context of DNLS. We also discuss upper and lower bounds for excitation
thresholds for ground states of coupled systems of NLS equations, which arise
