    Distributional Impacts of a U.S. Greenhouse Gas Policy: A General Equilibrium Analysis of Carbon Pricing

    Abstract and PDF report are also available on the MIT Joint Program on the Science and Policy of Global Change website (http://globalchange.mit.edu/).We develop a new model of the U.S., the U.S. Regional Energy Policy (USREP) model that is resolved for large states and regions of the U.S. and by income class and apply the model to investigate a $15 per ton CO2 equivalent price on greenhouse gas emissions. Previous estimates of distributional impacts of carbon pricing have been done outside of the model simulation and have been based on energy expenditure patterns of households in different regions and of different income levels. By estimating distributional effects within the economic model, we include the effects of changes in capital returns and wages on distribution and find that the effects are significant and work against the expenditure effects. We find the following: First, while results based only on energy expenditure have shown carbon pricing to be regressive we find the full distributional effect to be neutral or slightly progressive. This demonstrates the importance of tracing through all economic impacts and not just focusing on spending side impacts. Second, the ultimate impact of such a policy on households depends on how allowances, or the revenue raised from auctioning them, is used. Free distribution to firms would be highly regressive, benefiting higher income households and forcing lower income households to bear the full cost of the policy and what amounts to a transfer of wealth to higher income households. Lump sum distribution through equal-sized household rebates would make lower income households absolutely better off while shifting the costs to higher income households. Schemes that would cut taxes are generally slightly regressive but improve somewhat the overall efficiency of the program. Third, proposed legislation would distribute allowances to local distribution companies (electricity and natural gas distributors) and public utility commissions would then determine how the value of those allowances was used. A significant risk in such a plan is that distribution to households might be perceived as lowering utility rates That reduced the efficiency of the policy we examined by 40 percent. Finally, the states on the coasts bear little cost or can benefit because of the distribution of allowance revenue while mid-America and southern states bear the highest costs. This regional pattern reflects energy consumption and energy production difference among states.     Some fundamental information on control system effects on controllability of highly maneuverable aircraft at high angles of attack are summarized as well as techniques for enhancing fighter aircraft departure/spin resistance using control system design. The discussion includes: (1) a brief review of pertinent high angle of attack phenomena including aerodynamics, inertia coupling, and kinematic coupling; (2) effects of conventional stability augmentation systems at high angles of attack; (3) high angle of attack control system concepts designed to enhance departure/spin resistance; and (4) the outlook for applications of these concepts to future fighters, particularly those designs which incorporate relaxed static stability

    Trait mindfulness at baseline predicts increases in telomerase activity over time

    Introduction Preliminary investigations of cross-sectional samples have linked trait mindfulness with measures related to the hypothalamic–pituitary–adrenal (HPA)-mediated stress response and to the inflammatory system, suggesting that this is one potential pathway linking mindfulness based interventions and health. However, no previous studies explored the association between the trait mindfulness construct and markers of cellular ageing. Methods In the current study we examined in a sample of healthy mothers (n = 92) of a child with Autism Spectrum Disorder (i.e. women showing high levels of chronic psychological stress) the prospective associations between a multidimensional scale of trait mindfulness, the Five Facet Mindfulness Questionnaire (FFMQ), and telomerase activity (TA), a marker of cellular ageing and telomere homeostasis. Participants’ trait mindfulness and TA were assessed at baseline as well as 9 and 18 month follow-up. Results Analysis showed that higher levels of baseline mindfulness on FFMQ observation and describe subscales were related to increase in TA from baseline to 9 month (r = 0.27, P = 0.03 and r = 0.24, P = .04, respectively). Additionally, the FFMQ Describe subscale was related to increase in TA from baseline to 18 month (r = .30, P = .02). Results are reported following covariate adjustment of age, BMI, ethnicity, and education. Discussion Our results showed that higher levels of baseline mindfulness are associated with higher increases in TA after 9 months and 18 months, with increased TA reportedly being associated with decreased oxidative damage, increased telomere length and overall more functional cellular physiology. These findings support a role of mindfulness-related interventions to increase general and mental health

    Distributional Implications of Alternative U.S. Greenhouse Gas Control Measures

    We analyze the distributional and efficiency impacts of different allowance allocation schemes for a national cap and trade system using the USREP model, a new recursive dynamic computable general equilibrium model of the U.S. economy. The USREP model tracks nine different income groups and twelve different geographic regions with the United States. Recently proposed legislation include the Waxman-Markey House bill, the similar Kerry-Boxer bill in the Senate that has been replaced by a Kerry-Lieberman draft bill, and the Cantwell-Collins Senate bill that takes a different approach to revenue allocation. We consider allocation schemes motivated by the recent proposals applied to a comprehensive national cap and trade system that limits cumulative greenhouse gas emissions over the control period to 203 billion metric tons. The policy target approximates national goals identified in pending legislation. We find that the allocation schemes in all proposals are progressive over the lower half of the income distribution and proportional in the upper half of the income distribution. Scenarios based on the Cantwell-Collins allocation proposal are less progressive in early years and have lower welfare costs due to smaller redistribution to low income households and consequently lower income-induced increases in energy demand and less savings and investment. Scenarios based on the other three allocation schemes tend to overcompensate some adversely affected income groups and regions in early years but this dissipates over time as the allowance allocation effect becomes weaker. Finally we find that carbon pricing by itself (ignoring the return of carbon revenues through allowance allocations) is proportional to modestly progressive. This striking result follows from the dominance of the sources over uses side impacts of the policy and stands in sharp contrast to previous work that has focused only on the uses side. The main reason is that lower is that lower income households derive a large fraction of income from government transfers and, reflecting the reality that these are generally indexed to inflation, we hold the transfers constant in real terms. As a result this source of income is unaffected by carbon pricing, while wage and capital income is affected.

    Weak ties: Subtle role of information diffusion in online social networks

    As a social media, online social networks play a vital role in the social information diffusion. However, due to its unique complexity, the mechanism of the diffusion in online social networks is different from the ones in other types of networks and remains unclear to us. Meanwhile, few works have been done to reveal the coupled dynamics of both the structure and the diffusion of online social networks. To this end, in this paper, we propose a model to investigate how the structure is coupled with the diffusion in online social networks from the view of weak ties. Through numerical experiments on large-scale online social networks, we find that in contrast to some previous research results, selecting weak ties preferentially to republish cannot make the information diffuse quickly, while random selection can achieve this goal. However, when we remove the weak ties gradually, the coverage of the information will drop sharply even in the case of random selection. We also give a reasonable explanation for this by extra analysis and experiments. Finally, we conclude that weak ties play a subtle role in the information diffusion in online social networks. On one hand, they act as bridges to connect isolated local communities together and break through the local trapping of the information. On the other hand, selecting them as preferential paths to republish cannot help the information spread further in the network. As a result, weak ties might be of use in the control of the virus spread and the private information diffusion in real-world applications.Comment: Final version published in PR

    Control of dissipation in superconducting films by magnetic stray fields

    Hybrid superconducting/magnetic nanostructures on Si substrates have been built with identical physical dimensions but different magnetic configurations. By constructing arrays based on Co-dots with in-plane, out-of-plane, and vortex state magnetic configurations, the stray fields are systematically tuned. Dissipation in the mixed state of superconductors can be decreased (increased) by several orders of magnitude by decreasing (increasing) the stray magnetic fields. Furthermore, ordering of the stray fields over the entire array helps to suppress dissipation and enhance commensurability effects increasing the number of dissipation minima.Comment: 16 pages including 4 figures; accepted in Applied Physics Letter

    Stability of Glutamate-Aspartate Cardioplegia Additive Solution in Polyolefin IV Bags

    Objective: Glutamate-aspartate cardioplegia additive solution (GACAS) is used to enhance myocardial preservation and left ventricular function during some cardiac surgeries. This study was designed to evaluate the stability of compounded GACAS stored in sterile polyolefin intravenous (IV) bags. The goal is to extend the default USP beyond-use date (BUD) and reduce unnecessary inventory waste. Methods: GACAS was compounded and packaged in sterile polyolefin 250 mL IV bags. The concentration was 232 mM for each amino acid. The samples were stored under refrigeration (2°C-8°C) and analyzed at 0, 1, and 2 months. At each time point, the samples were evaluated by pH measurement and visual inspection for color, clarity, and particulates. The samples were also analyzed by high-performance liquid chromatography (HPLC) for potency and degradation products. Due to the lack of ultraviolet (UV) chromophores of glutamate and aspartate, the samples were derivatized by ortho-phthalaldehyde prior to HPLC analysis. Results: The time zero samples of GACAS passed the physical, chemical, and microbiological tests. Over 2 months of storage, there was no significant change in pH or visual appearance for any of the stability samples. The HPLC results also indicated that the samples retained 101% to 103% of the label claim strengths for both amino acids. Conclusion: The physical and chemical stability of extemporaneously prepared GACAS has been confirmed for up to 2 months in polyolefin IV bags stored under refrigeration. With proper sterile compounding practice and microbiology testing, the BUD of this product can be extended to 2 months

    Gilbert damping and spin Coulomb drag in a magnetized electron liquid with spin-orbit interaction

    We present a microscopic calculation of the Gilbert damping constant for the magnetization of a two-dimensional spin-polarized electron liquid in the presence of intrinsic spin-orbit interaction. First we show that the Gilbert constant can be expressed in terms of the auto-correlation function of the spin-orbit induced torque. Then we specialize to the case of the Rashba spin-orbit interaction and we show that the Gilbert constant in this model is related to the spin-channel conductivity. This allows us to study the Gilbert damping constant in different physical regimes, characterized by different orderings of the relevant energy scales -- spin-orbit coupling, Zeeman coupling, momentum relaxation rate, spin-momentum relaxation rate, spin precession frequency -- and to discuss its behavior in various limits. Particular attention is paid to electron-electron interaction effects,which enter the spin conductivity and hence the Gilbert damping constant via the spin Coulomb drag coefficient.Comment: 18 pages, 8 figure
