Quantum interference and non-locality of independent photons from disparate sources
We quantitatively investigate the non-classicality and non-locality of a
whole new class of mixed disparate quantum and semiquantum photon sources at
the quantum-classical boundary. The latter include photon added thermal and
photon added coherent sources, experimentally investigated recently by Zavatta
et al. [Phys. Rev. Lett. 103, 140406 (2009)]. The key quantity in our
investigations is the visibility of the corresponding photon-photon correlation
function. We present explicit results on the violations of the Cauchy-Schwarz
inequality - which is a measure of nonclassicality - as well as of Bell-type

Do Perceptions of Ballot Secrecy Influence Turnout? Results from a Field Experiment
Although the secret ballot has long been secured as a legal matter in the United States, formal secrecy protections are not equivalent to convincing citizens that they may vote privately and without fear of reprisal. We present survey evidence that those who have not previously voted are particularly likely to voice doubts about the secrecy of the voting process. We then report results from a field experiment where we provided registered voters with information about ballot secrecy protections prior to the 2010 general election. We find that these letters increased turnout for registered citizens without records of previous turnout, but did not appear to influence the behavior of citizens who had previously voted. These results suggest that although the secret ballot is a long-standing institution in the United States, providing basic information about ballot secrecy can affect the decision to participate to an important degree.
Sparse Projections of Medical Images onto Manifolds
Manifold learning has been successfully applied to a variety of medical imaging problems. Its use in real-time applications requires fast projection onto the low-dimensional space. To this end, out-of-sample extensions are applied by constructing an interpolation function that maps from the input space to the low-dimensional manifold. Commonly used approaches such as the Nyström extension and kernel ridge regression require using all training points. We propose an interpolation function that only depends on a small subset of the input training data. Consequently, in the testing phase each new point only needs to be compared against a small number of input training data in order to project the point onto the low-dimensional space. We interpret our method as an out-of-sample extension that approximates kernel ridge regression. Our method involves solving a simple convex optimization problem and has the attractive property of guaranteeing an upper bound on the approximation error, which is crucial for medical applications. Tuning this error bound controls the sparsity of the resulting interpolation function. Orientational phase transitions in anisotropic rare-earth magnets at low temperatures
Orientational phase transitions are investigated within the Heisenberg model
with single-site anisotropy. The temperature dependence of the cone angle is
calculated within the spin-wave theory. The role of the quantum
renormalizations of anisotropy constants is discussed. A comparison with the
experimental data on the cone-plane orientational transition in holmium is

A Simplified Approach to Optimally Controlled Quantum Dynamics
A new formalism for the optimal control of quantum mechanical physical
observables is presented. This approach is based on an analogous classical
control technique reported previously[J. Botina, H. Rabitz and N. Rahman, J.
chem. Phys. Vol. 102, pag. 226 (1995)]. Quantum Lagrange multiplier functions
are used to preserve a chosen subset of the observable dynamics of interest. As
a result, a corresponding small set of Lagrange multipliers needs to be
calculated and they are only a function of time. This is a considerable
simplification over traditional quantum optimal control theory[S. shi and H.
Rabitz, comp. Phys. Comm. Vol. 63, pag. 71 (1991)]. The success of the new
approach is based on taking advantage of the multiplicity of solutions to
virtually any problem of quantum control to meet a physical objective. A family
of such simplified formulations is introduced and numerically tested. Results
are presented for these algorithms and compared with previous reported work on
a model problem for selective unimolecular reaction induced by an external

Pressure-Induced Rotational Symmetry Breaking in URuSi
Phase transitions and symmetry are intimately linked. Melting of ice, for
example, restores translation invariance. The mysterious hidden order (HO)
phase of URuSi has, despite relentless research efforts, kept its
symmetry breaking element intangible. Here we present a high-resolution x-ray
diffraction study of the URuSi crystal structure as a function of
hydrostatic pressure. Below a critical pressure threshold kbar,
no tetragonal lattice symmetry breaking is observed even below the HO
transition K. For , however, a pressure-induced rotational
symmetry breaking is identified with an onset temperatures K.
The emergence of an orthorhombic phase is found and discussed in terms of an
electronic nematic order that appears unrelated to the HO, but with possible
relevance for the pressure-induced antiferromagnetic (AF) phase. Existing
theories describe the HO and AF phases through an adiabatic continuity of a
complex order parameter. Since none of these theories predicts a
pressure-induced nematic order, our finding adds an additional symmetry

Pion gas viscosity at low temperature and density
By using Chiral Perturbation Theory and the Uehling-Uhlenbeck equation we
compute the viscosity of a pion gas, in the low temperature and low density
regime, in terms of the temperature, and the pion fugacity. The viscosity turns
out to be proportional to the squared root of the temperature over the pion
mass. Next to leading corrections are proportional to the temperature over the

Les stratégies politiques et foncières des grands propriétaires fonciers au niveau national : étude comparée
Ce cahier résume les résultats d'analyses des stratégies politiques et foncières des grands propriétaires fonciers suisses et les compare au niveau national. Les grands propriétaires fonciers sont les cantons et les communes, les bourgeoisies, les Chemins de fer fédéraux, Armasuisse, Pro Natura, les caisses de pension, les sociétés immobilières, fonds et fondations de placement, les entreprises de commerce de détail ainsi que les banques et assurances. Les principaux enseignements tirés de la comparaison des stratégies politiques et foncières de ces propriétaires concernent la transformation des rapports à la propriété, se manifestant, entre autres, dans une financiarisation du secteur foncier et immobilier, une « titrisation », une fragmentation de la propriété, une montée en puissance des acteurs intermédiaires, un allongement de la chaîne décisionnelle, une anonymisation de la propriété, une dilution des responsabilités ainsi qu'une montée en puissance des ratings.
Die vorliegende Publikation enthält die Zusammenfassung von Analysen der Strategien ausgewähltter grosser Grundeigentümer unter den Gesichtswinkel ihrer Verhaltensweisen als eigentümer und ihrer politischen Strategien auf der Ebene der Raumplanung. Diese Strategien werden auf gesamtschweizerischer Ebene miteinander verglichen. Die einbezogenen Grundeigentümer sind die Kantone und Gemeinden, die Burgergemeinden, die Schweizerischen Bundesbahnen, Armasuisse, ProNatura, die Pensionskassen, die Immobiliengesellschaften, Immobilienfonds und Immobilienstiftungen, Detailhandelsunternehmungen sowie Banken und Versicherungen. Die hauptsächlichsten Ergebnisse der vergleichenden Analyse betreffen die veränderten Organisationsstrukturen und die Transformation der Strategien der Akteure bezüglich der Ausübung ihrer Eigentumsrechte und ihrer Interventionen auf der Ebene der staatlichen Raum planung. Diese finden ihren Ausdruck insbesondere in Gestalt einer zunehmenden Finanzialisierung des Immobiliensektors, einer ,,Titrisierung", einer Fragmentierung, einer zunehmenden Bedeutungintermediärer Akteure oder einer Verlängerung der Entscheidungsketten. Feststellen lässtsich ebenfalls eine Anonymisierung des Grundeigentums, eine zunehmende Verwischung der Verantwortlichkeiten und ein beachtlicher Bedeutungsgewinn des ratings
Les stratégies politiques et foncières des grands propriétaires fonciers en action : études de cas
Ce cahier présente une analyse comparée de quatre études de cas menées au sein du projet consacré aux stratégies politiques et foncières des grands propriétaires fonciers suisses à l'IDHEAP en 2007-2008. Ces études de cas concernent le complexe immobilier de « La Maladière » à Neuchâtel, le pôle de développement économique du Wankdorf à Berne, le « Centre Boujean » à Bienne ainsi que la place d'armes de Thoune. De chacun de ces cas sont présentés la chronologie des événements, les étapes et régimes du projet, les configurations et stratégies des acteurs, les impacts sur la durabilité ainsi qu'une discussion des résultats à la lumière des hypothèses du projet. L'analyse comparée fait le point des configurations et stratégies des acteurs qui sont ensuite mises en relation avec les régimes institutionnels et la durabilité des usages du sol. L'un des messages principaux est que, aujourd'hui, on ne peut plus séparer l'aménagement du territoire du foncier si l'on veut atteindre les objectifs politiques du développement du territoire.
Die vorliegende Publikation enthält eine vergleichende Analyse von vier Fallstudien, die im Rahmen des Projektes zu den Strategien der grossen Grundeigentümer der Schweiz im Bereich der Ausübung ihrer Eigentumsrechte und ihrer Interventionen auf der Ebene der Raumplanung durchgeführt wurden. Sie betreffen den Immobilienkomplex ,,La Maladière" in Neuenburg, den Entwicklungsschwerpunkt Wankdorf in Bern, das ,,Centre Boujean" in Biel und den Waffenplatz Thun. Die Zusammenfassungen der Fallstudien enthalten Angaben zur Chronologie der Ereignisse, zu den verschiedenen Etappen der Projektentwicklung und der entsprechenden Regime, zu den Akteurkonfigurationen und -strategien, zu den Auswirkungen der Projekte auf die nachhaltige Entwicklung sowie eine Diskussion der empirischen Befunde im Lichte der Projekthypothesen. Die vergleichende Analyse nimmt eine Typologie der Akteurkonfigurationen vor und diskutiert deren Folgen für die institutionellen Regime und für die nachhaltige Entwicklung der Ressource Boden. Eines der Hauptergebnisse liegt in der Feststellung, dass sich heute Raumplanung mehr den je mit den Bodeneigentumsverhältnissen befassen muss, um die beabsichtigten politischen Entwicklungsziele zu erreichen
