Metodología e indicadores para el análisis territorial de la innovación: su aplicación a Andalucía

Las ventajas reconocidas de la innovación para incrementar la competitividad de empresas y territorios, así como para contribuir a mejorar las condiciones ambientales y sociales le han otorgado un lugar central en los debates científicos y políticos. Ello viene a explicar el interés creciente por medir la posición que detenta cada territorio respecto a su desempeño innovador. No es de extrañar, por consiguiente, que hayan surgido distintas propuestas de indicadores que, con mayor o menor acierto, intentan conocer los procesos innovadores en un territorio. Con estas consideraciones de partida los objetivos de esta investigación son: por un lado, analizar si las estadísticas publicadas sobre innovación realmente llegan a ilustrar los contrastes interterritoriales que, en este sentido, pueden acaecer en el seno de los territorios; y, por otro, proponer una metodología y un sistema de indicadores que permitan llevar a cabo estudios sobre innovación a una escala espacial de detalle. Para cubrir estos objetivos se ha optado por ensayar la aplicación de una metodología y un sistema de indicadores sobre innovación en Andalucía.The advantages of the innovation to increase the competitiveness of firms and territories and to improve the environmental and social conditions have acquired a great importance within the scientific and political debates. Thus, the fact of measuring the capacity of innovation of a territory is getting more and more importance and as a result, different proposals of indicators which try to measure the characteristics of the innovative processes within a concrete area have emerged. In this context, the aims of this paper are: on the one hand, to analyze if the statistics about innovation which have been published, truly reflect the internal contrasts taking place in a territory; and, on the other hand, to propose a methodology and a system of indicators which allow us to deal with studies about innovation up to a spatial scale in detail. Policy for economic growth and spatial planning of the knowledge economy in the metropolitan agglomeration of Seville

La crisis actual está generando graves problemas y poniendo en cuestión los fundamentos del modelo de crecimiento económico neocapitalista. No puede extrañar, por consiguiente, que tanto los investigadores como los responsables públicos intenten encontrar la forma más adecuada de evolucionar hacia la configuración de nuevos modelos de funcionamiento socioeconómico y territorial. Buena parte de la atención se ha centrado en la economía del conocimiento, entendiendo que puede contribuir al desarrollo de las sociedades y territorios. El objetivo de este artículo es analizar las políticas públicas implementadas durante los últimos años en la aglomeración metropolitana de Sevilla para impulsar el desarrollo de la economía del conocimiento, así como para ordenarla territorialmente.The current crisis is generating serious economic, labor, social, territorial and political problems. An alternative gaze on local development. Social currencies in the urban agglomeration of Sevilla

La crisis de la primera década del siglo XXI ha reactivado el interés por prácticas económicas alternativas que, cuestionando el sistema económico imperante, pretenden contribuir a propiciar una nueva lógica socioeconómica basada en el respeto al medio, la solidaridad y la justicia social; entre las citadas prácticas se incluyen las monedas sociales. El objetivo de este artículo es reflexionar acerca del funcionamiento del sistema monetario y del rol ejercido por las monedas sociales como práctica económica alternativa, observando la incidencia de estas últimas en la aglomeración urbana de Sevilla. Este objetivo principal se concreta en otros específicos: revisar el marco general de referencia, sintetizar la información existente acerca de la evolución experimentada por las monedas sociales, y analizar las creadas en el ámbito objeto de estudio.The crisis of the first decade of the 21st century has reactivated the interest in alternative economic practices that, questioning the prevailing economic system, aim to contribute to propitiate a new socioeconomic logic based on respect for the environment, solidarity and social justice; among these practices, local currencies are included. El conocimiento y la innovación se han convertido en principales impulsores de la competitividad y del dinamismo económico, pero también pueden contribuir a impulsar el desarrollo territorial. Así aumenta el interés por las políticas y estrategias públicas que se están desarrollando para impulsar la innovación y la integración de los territorios en la sociedad del conocimiento. Citizen initiatives against the established food order Experiences from the perspective of urban agglomeration in Seville (Spain)

The transition that has been taking place in recent decades towards a food regime marked by globalisation and financialisation is another of the consequences of the latest phase of the capitalist system. In the latter, the emphasis is on large-scale standardised production, with commercial distribution concentrated in large transnational corporations, which are the main players in the global agri-food organisation. In this context, both producers and consumers, who are increasingly distanced from each other, have limited decision-making capacity and are subject to the discretion and interests of regulatory institutions and financial markets. At the same time, criticism of the prevailing models of food production, distribution and consumption has spread, and a whole series of citizen movements and initiatives against the established food order have proliferated, coordinated by collectives and groups that strengthen links and interrelate to form a network. The objective of this paper is to analyse the territorial implications of alternative food networks, taking as a field of study the urban agglomeration of Seville, which ranks fourth in demographic importance in Spain. It is assumed that this type of network, although still an emerging phenomenon, has significant territorial repercussions for urban and peri-urban areas. The methodology applied is of a mixed nature: qualitative, based on semi-structured interviews and virtual observation; and quantitative, based on the analysis of databases and social networks. Throughout the research it has been found that the presence and scope of these networks must be related to the demographic size and social dynamism of the territory, the way in which the socio-labour structure withstood the financial crisis of 2008, the progressive nature of urban populations and, above all, the existence of social movements and associative fabrics that, from their community base (vindicatory and autonomous), can implement these types of experiences.Ministerio de Ciencia e Innovación (MICIN). Inovação social como estratégia de desenvolvimento. Políticas urbanas e ação coletiva.

The article analyzes the forms adopted by social innovation, focusing on urban policies and citizen practices of alternative economy. The aim is to know and assess the extent to which administrations and civil society, through urban policy, implement transformative ideas that increase citizen empowerment and social welfare, thus contributing to urban development. In order to achieve this objective, experiences in the city of Seville (Spain) have been considered. The research shows that public and civil actions for social innovation are more than defensive strategies in the face of the impact of the crisis, as they propose alternative models of development; Even so, its effectiveness and ability to contribute to promoting local development processes remains limited.El artículo profundiza sobre las formas que adopta la innovación social, focalizando el interés en las políticas urbanas y prácticas ciudadanas de economía alternativa. El objetivo es conocer y valorar en qué medida las administraciones y la sociedad civil, a través de la política urbana, implementan ideas transformadoras que incrementan el empoderamiento ciudadano y el bienestar social, contribuyendo, así, al desarrollo urbano. Para la consecución de este objetivo se han considerado las experiencias de la ciudad de Sevilla (España).
