    Digital Democracy: Episode IV—A New Hope*: How a Corporation for Public Software Could Transform Digital Engagement for Government and Civil Society

    Although successive generations of digital technology have become increasingly powerful in the past 20 years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This article argues for implementing one such vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the United States, this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. Funded entities would produce and maintain software infrastructure for public benefit. The concluding sections identify what circumstances might create and sustain such an entity

    The declining legitimacy of public institutions imperils modern democratic systems, yet deliberative remedies to this problem have not undergone systematic testing. The emergence of robust civic tech provides an opportunity to trace deliberation’s effects on legitimacy. Online civic platforms connecting large publics with democratic governments enable researchers to test the strength of each link that leads from public engagement to institutional legitimacy by way of deliberation. I present such a theoretical model of these linkages and specify sets of working hypotheses regarding public participation, deliberative quality, decision quality, government responsiveness, institutional legitimacy, and opportunities for empowered public engagement

    An algorithm for chlorophyll using first difference transformations of AVIRIS reflectance spectra

    Experimental results have shown the existence of a strong relationship between chlorophyll alpha concentration and remote sensing reflectance measured at lake level with a high resolution spectroradiometer. The objective of our study was to investigate the relationship between surface chlorophyll alpha concentration at Mono Lake and water reflectance retrieved from Airborne Visible - Infrared Imaging Spectrometer (AVIRIS) data obtained in october 7, 1992. AVIRIS data were atmospherically corrected as described by Green et al. A description of the lake-level sampling is found in Melack and Gastil. The relationship between chlorophyll concentration and both the single band reflectance and the first difference transformation of the reflectance spectra for the first 40 AVIRIS spectral bands (400 nm to 740 nm) was examined. The relationship was then used to produce a map of the surface chlorophyll distribution

    The \u27Wildavsky Heuristic\u27: The Cultural Orientation of Mass Political Opinion

    In a provocative 1987 article, Aaron Wildavsky asserted that culture operates as the fundamental orienting force in the generation of mass public opinion. The meanings and interpersonal associations that inhere in discrete ways of life, he argued, shape the heuristic processes by which politically unsophisticated individuals, in particular, choose what policies and candidates to support. We systematize Wildavsky\u27s theory and integrate it with existing accounts of mass opinion formation. We also present the results of an original national survey (N = 1843), which found that the cultural orientations featured in Wildavsky\u27s writings accounted for policy-related attitudes on gun control, environment, capital punishment, and gay marriage, even at low levels of political sophistication and after controlling for demographics, left-right ideology, and partisanship. By contrast, much of the predictive power of demographics, left-right ideology, and partisanship on policy attitudes dissipated after taking into account cultural orientations

    Deliberating While Voting: The Antecedents, Dynamics, And Consequences Of Talking While Completing Ballots In Two Vote-By-Mail States

    An overlooked context for citizen deliberation occurs when voters discuss their ballots with others while completing them at home. Voting by mail (or “absentee voting”) creates an opportunity for informal deliberation in the midst of exercising a basic form of citizen power. We examined this understudied context by blending prior theory with qualitative observations of dyadic and small-group absentee voter discussions to identify common features of such talk, which range from cynical joking and speculation on election outcomes to observing norms of politeness and engaging in heated argument. The hypothesized antecedents and consequences of those behaviors were examined in a survey of 295 Washington and Oregon voters’ recollections of their ballot discussions. Results showed that pro-deliberative features of discussion were reported most often by voters with more formal education and political knowledge. Contrary to hypotheses, the strength of voters’ partisan identities bore no relation to deliberative behavior. Finally, the presence of key discussion features had many of the expected effects on voters’ confidence in ballot choices and their respect for the electoral process, particularly for those voters with less political knowledge

    Do Hostile Media Perceptions Constrain Minipublics? A Study of How Oregon Voters Perceive Citizens' Statements

    The deliberative quality of a minipublic often depends on its ability to inform the opinions of a larger public. The Citizens’ Initiative Review (CIR) aims to do so by producing a Citizens’ Statement, which we conceptualize as a deliberative form of mass media. Like any mass media, this Statement can only influence public opinion to the extent that citizens consider it unbiased and credible. Hostile media perceptions often prevent favorable evaluations of media content, but no prior work has considered whether these perceptions could undermine the output of deliberative minipublics. To examine that possibility, we analyze online survey data on Oregon voters’ assessments of two 2014 Citizens’ Statements. Results showed that voters’ evaluations of the Statements were unaffected by hostile media perceptions. Assessments were more favorable when voters had confidence in their knowledge of the CIR’s design, process, and participants. Evaluations also were more favorable for those voters with greater faith in deliberation’s capacity to render considered judgments. We elaborate on these findings in our discussion section and consider their theoretical and practical implications for implementing minipublics and bolstering their deliberative quality

    Symbolic-Cognitive Proceduralism: A Model of Deliberative Legitimacy

    Burkhalter et al.’s (2002) self-reinforcing model of democratic deliberation is well established, but lacks an account of legitimacy, which is a key element of most democratic-deliberative theories. We extend Burkhalter et al.’s model by proposing a new model called “symbolic-cognitive proceduralism,” which explains how democratic-deliberative processes generate legitimacy, and how such legitimacy contributes to the social reproduction of deliberation. Our proposed model accounts for perceived and normative legitimacy, at interpersonal and macro-social levels of analysis, over short and long time-spans, and accords with substantial empirical evidence

    Gender, Race, and Risk Perception: The Influence of Cultural Status Anxiety

    Why do white men fear various risks less than women and minorities? Known as the white male effect, this pattern is well documented but poorly understood. This paper proposes a new explanation: cultural status anxiety. The cultural theory of risk posits that individuals selectively credit and dismiss asserted dangers in a manner supportive of their preferred form of social organization. This dynamic, it is hypothesized, drives the white male effect, which reflects the risk skepticism that hierarchical and individualistic white males display when activities integral to their status are challenged as harmful. The paper presents the results of an 1800-person survey that confirmed that cultural worldviews moderate the impact of sex and race on risk perception in patterns consistent with status anxieties.
