    THE SPATIAL DIMENSION OF SEGREGATION - A CASE STUDY IN FOUR FRENCH URBAN AREAS, 1990-1999 *

    Over the post-war period, urban growth has exhibited complex spatial patterns including both population spread and employment suburbanization from the central city towards the suburbs, both in US and European metropolitan areas. An important literature, based on North-American metropolitan areas, has also highlighted the strong link existing between this process of suburbanization and the reinforcement of socio-spatial segregation against poor populations living in the central cities (Kain, 1992; Ihlandfeldt and Sjoquist, 1998). On the contrary, European cities do not usually follow this pattern: populations with high income remain localized in and near the city center while urban sprawl mainly concerns households with modest incomes. While the intensity and characteristics of spatial segregation has been extensively documented for US urban areas (Cutler and Glaeser, 1997) and mainly concerns segregation along the ethnic dimension (Taeuber and Taeuber, 1965; Massey and Denton, 1993), studies investigating the specificities of the segregation phenomenon in European cities in general, and French cities in particular, remain scarce (Rhein, 1998; Guermond and Lajoie, 1999; Préteceille, 2001). In this context, the aim of this paper is to analyze the intra-urban spatial segregration in terms of nationality, employment, socio-professional categories and income in four French urban poles: Paris, Lyon, Bordeaux and Dijon. More precisely, we are interested in answering the following questions. First, how does spatial segregation vary for these different measures and across the four urban poles? Second, what are the spatial patterns of segregation within each urban pole? In order to answer these questions, two steps are necessary. The first step involves computing global segregation indices for the different variables and urban poles. In particular, we focus on the Duncan and Duncan’s (1955) segregation and dissimilarity indices and their spatial versions (Wong, 1993), White’s (1983) index and Gini’s measure. Since these measures are global, the second step consists in identifying the spatial patterns involved. In that purpose, we compute entropy indices, which are local segregation indices that reflect the diversity within each unit and that can be mapped to show the spatial variations of segregation among the units of the four urban poles. The paper is organized as follows. First, we discuss the measures of spatial segregation used in this paper. Then we present the study areas, the data and the spatial weight matrix used to perform the analysis. The empirical results are divided in two parts: first, we compute global measures of spatial segregation for nationality, employment, socio-professional categories and income for our four urban poles and second, we display the local spatial segregation indices.

    Knowledge and the diversity of innovation systems: a comparative analysis of European regions

    The main goal of this paper is to shed some light on European regional diversity in terms of knowledge accumulation and socio-economic performances. Dynamic links between knowledge, innovation and performance are complex to address because they take place in different contexts, involving heterogeneous agents interacting through different institutions. Studies on national systems of innovation (Edquist, 1997) stressed the role of the institutional context in these dynamics and identify various configurations associated with these national systems. This conceptual framework, used at the regional level, leads to the identification of regional systems of innovation (Cooke, 2001) and thus underlines the limits of a regional scoreboard only based on high-tech indicators as it is usually proposed. This paper constitutes a first attempt to propose a more exhaustive effort in characterizing the diversity of "regional knowledge an innovation systems" within Europe. The study is performed through data analysis using the conceptual framework of "social systems of innovation and production" (SSIP) proposed by Amable, Barré and Boyer (1997). A Social System of Innovation and Production can be defined as a coherent combination of different components referring to Science-technology-industry (STI) configurations articulated with financial system, labour relations, education and training and economic performances. This framework can be adapted at the regional level by identifying specific arrangements of each part of the system even if the concept of system is questionable at this level. The analysis is performed combining data from three sources (Eurostat, the Cambridge Econometrics database and OST (Observatoire des Sciences et des Techniques)) over a sample of NUTS-II european regions and using multivariate data analysis (principal component analysis, hierarchical anova). Putting together the SSIP and local economic performances allows defining different regional configurations in order to identify regional trajectories and patterns of articulation between knowledge dynamics and performance.     Urban segregation and labour markets within the Bordeaux metropolitan area: an investigation of the spatial friction

    This article aims at providing a test of the spatial mismatch hypothesis on the Bordeaux metropolitan area. Starting with a theoretical survey of the complex links between residential segregation and local labour markets, we then propose a framework allowing for a better understanding of the impact of physical distance on spatial mismatch. The results (at the quarter section level – French IRIS 2000-) confirm the existence of two different effects of spatial friction depending on the distance considered. Furthermore, the results provide some evidence of the existence of a spatial hysteresis effect affecting specifically long-term unemployment.residential segregation, spatial mismatch hypothesis, unemployment.

    Regulatory zoning and coastal housing prices: a bayesian hedonic approach (In French)

    The priority for France’s “Grenelle II” environmental legislation is to reduce the consumption of space caused by urbanisation. The best tool for achieving this goal is zoning within a territorial planning framework. Yet zoning also tends to increase property values, due to the scarcity effects it provokes (restricting the supply of land) as well as its amenity effects (the capitalisation of land use externalities in housing pricing).\r\nThe present article studies the impact on property prices of the distance to regulated zones located on Arcachon Bay near Bordeaux in Southwest France – a region that is particularly conducive to this kind of analysis because it combines exceptional landscape quality and strong urban pressures. We have estimated a hedonic model corrected for spatial self-correlation. Heteroscedasticity is corrected using Bayesian simulation methods, as suggested by Le Sage and Parent (2006).\r\nThe findings reveal tension between urban and natural amenities in the determination of property prices. Proximity to facilities and coastal amenities increase prices. The impact on housing prices of zoning materialising through Land Use Plans (LUP) is corroborated. Protected natural zones tend to raise prices as long as long they are not used for agricultural or forestry activities.     Metropolitanization 15 years after (In French)

    This paper proposes a survey of recent literature on the analysis of metropolitanization, with a main focus on the economic approach of the phenomenon. The basic statements of metropolitanization, appeared at the beginning of 90’s, are clarified: metropolitanization was conceived as the spatial translation of globalization, which has induced changes in the productive systems. Three main categories of recent deepenings are identified. The first relates to the identification of the specific role of metropolises within the globalization context and relies on the analysis of metropolitan functions of coordination, command and control. The second applies knowledge economics in order to understand the specific place of metropolises, stressing the mechanisms of endogenous growth but also the concepts of creativity and knowledge base. The third explores the geography of metropolitan globalization, and stresses the selectivity of metropolitanization dynamics at a worldwide scale and their recent changes, specifically the rise of Asian metropolises.Metropolisation, globalisation, creativity, knowledge economy, global cities

    Real Estate and Land Values on the shoreline: a transaction-level analysis (In French)

    Land use changes generate some conflicts, in particular between agricultural and residential uses in the urbanization context and sprawl phenomena. Coastal zones also produce specific amenities that create conflicts over land-use, increase housing and land values and, associated with and/or substituted to urban amenities modify the structure of the territory.\r\nThis article is aimed at studying the influence of coastal and urban amenities, respectively defined in terms of accessibility to the sea side and to employment center, on prices. We differentiate the analysis between two distinct study areas according to the degree of urban development: the Charente coast that is still highly agricultural, and the Basque coastal area more urbanized. According to these local specificities, we will study with the same hedonic pricing method land use prices in the first case and property prices in the second.\r\nThe main results underline the major influence of littoralisation as structural phenomena in housing and land prices dynamics. We identify two different types of gradient of values in relation to distance to sea side as regards to the residential or agricultural use: a “growth premium” explains the agricultural land price gradient whereas both amenity and accessibility premiums justify the residential gradients.coastal areas, land and housing markets, hedonic pricing, gradients
