    Philanthropy and Outcomes: Dilemmas in the Quest for Accountability

    Grantees report that never before have grant negotiations with foundation staffs been so focused on specifying outcomes. Some foundations have employed consultants to work with their staffs so that inputs, operational processes, and intended intermediate and long-term outcomes and impacts are specified and differentiated. A number have added evaluation departments to their organizational structure. Small and medium sized foundations, which have previously given exclusively to direct services, are now asking for and funding evaluations, so that they may know with objectivity and rigor if the projected outcomes are achieved. We do not recommend a moratorium on all outcome and impact assessments. In some settings, formal impact evaluation is what is called for. What we are arguing for is a strategic rethinking of when to utilize the tools of formal outcome and impact research

    Recovery and reuse of discontinuous carbon fibres by solvolysis: Realignment and properties of remanufactured materials

    Discontinuous carbon fibre tows were recovered after solvolysis of an aeronautic type composite made with RTM6 epoxy resin. A Sohxlet extraction method was used to quantify the organic residue on the fibre tows and showed that less than 3 wt% was remaining on the surface. The recovered tows were therefore reused directly to manufacture a plate with randomly distributed carbon fibres and then three plates with realigned carbon fibres. The latter were then characterised and tested and the results obtained were compared to the material manufactured using the same type of virgin fibres by the same method. The materials made from recycled carbon fibres showed very good properties in comparison to the virgin fibre material, despite the presence of flaws such as quality of the fibre surface after solvolysis, alignment and voids). This is the first time in the open literature that carbon fibres recovered from solvolysis were reused in this way together with characterisation of the resulting materials

    Selected E-Course Controls: Accounting Department Heads Views

    Use of the Internet continues to increase, and new technology continues to provide more and better communication options.  As more and more students choose to enroll in Internet courses (e-courses), technological advances offer various ways to control academic dishonesty.  A questionnaire was developed and distributed to chairpersons of accounting departments to obtain their views about the use of several technological enhancements that could serve as controls in e-courses.  Such controls would require that some of these newer physical enhancements be on students’ computers when they register for an e-course.  Respondents strongly favored requiring students to provide a digital photo ID and audio capabilities when registering for an e-course.  Other potential controls were not supported.  Those surveyed also tended to believe that students should use a web cam when completing examinations on-line and that faculty should compare the photo ID with the web cam image.  In other settings, they felt that such a comparison was unnecessary.  Overall, the accounting department heads surveyed endorsed requiring the student who enrolls in an e-course to obtain some existing technology, and they expect the student to be prepared to spend more than $100 to obtain the technology

    Discriminating small wooded elements in rural landscape from aerial photography: a hybrid pixel/object-based analysis approach

    While small, fragmented wooded elements do not represent a large surface area in agricultural landscape, their role in the sustainability of ecological processes is recognized widely. Unfortunately, landscape ecology studies suffer from the lack of methods for automatic detection of these elements. We propose a hybrid approach using both aerial photographs and ancillary data of coarser resolution to automatically discriminate small wooded elements. First, a spectral and textural analysis is performed to identify all the planted-tree areas in the digital photograph. Secondly, an object-orientated spatial analysis using the two data sources and including a multi-resolution segmentation is applied to distinguish between large and small woods, copses, hedgerows and scattered trees. The results show the usefulness of the hybrid approach and the prospects for future ecological applications

    Detecting fish aggregations from reef habitats mapped with high resolution side scan sonar imagery

    As part of a multibeam and side scan sonar (SSS) benthic survey of the Marine Conservation District (MCD) south of St. Thomas, USVI and the seasonal closed areas in St. Croix—Lang Bank (LB) for red hind (Epinephelus guttatus) and the Mutton Snapper (MS) (Lutjanus analis) area—we extracted signals from water column targets that represent individual and aggregated fish over various benthic habitats encountered in the SSS imagery. The survey covered a total of 18 km2 throughout the federal jurisdiction fishery management areas. The complementary set of 28 habitat classification digital maps covered a total of 5,462.3 ha; MCDW (West) accounted for 45% of that area, and MCDE (East) 26%, LB 17%, and MS the remaining 13%. With the exception of MS, corals and gorgonians on consolidated habitats were significantly more abundant than submerged aquatic vegetation (SAV) on unconsolidated sediments or unconsolidated sediments. Continuous coral habitat was the most abundant consolidated habitat for both MCDW and MCDE (41% and 43% respectively). Consolidated habitats in LB and MS predominantly consisted of gorgonian plain habitat with 95% and 83% respectively. Coral limestone habitat was more abundant than coral patch habitat; it was found near the shelf break in MS, MCDW, and MCDE. Coral limestone and coral patch habitats only covered LB minimally. The high spatial resolution (0.15 m) of the acquired imagery allowed the detection of differing fish aggregation (FA) types. The largest FA densities were located at MCDW and MCDE over coral communities that occupy up to 70% of the bottom cover. Counts of unidentified swimming objects (USOs), likely representing individual fish, were similar among locations and occurred primarily over sand and shelf edge areas. Fish aggregation school sizes were significantly smaller at MS than the other three locations (MCDW, MCDE, and LB).     A table-top, repetitive pulsed magnet for nonlinear and ultrafast spectroscopy in high magnetic fields up to 30 T

    We have developed a mini-coil pulsed magnet system with direct optical access, ideally suited for nonlinear and ultrafast spectroscopy studies of materials in high magnetic fields up to 30 T. The apparatus consists of a small coil in a liquid nitrogen cryostat coupled with a helium flow cryostat to provide sample temperatures down to below 10 K. Direct optical access to the sample is achieved with the use of easily interchangeable windows separated by a short distance of ~135 mm on either side of the coupled cryostats with numerical apertures of 0.20 and 0.03 for measurements employing the Faraday geometry. As a demonstration, we performed time-resolved and time-integrated photoluminescence measurements as well as transmission measurements on InGaAs quantum wells.Comment: 7 pages, 6 figure

Si la question du redoublement est aussi difficile à trancher, c’est d’une part qu’elle pose un véritable problème méthodologique et d’autre part que ses implications dépassent et de loin le strict cadre scolaire pour déborder sur le marché du travail
