    Understanding Schedule Forecasting Shortfalls in Federal Design-Build Facility Procurement

    This research explores whether initial schedules provide reliable forecasting for project control in federal design build facility procurement. The purpose of this research is to understand how scheduling operates in the Department of Defense environment and identify how project change underscores schedule uncertainty. The research methodology involves a comparative analysis of project schedule data from three case studies. The investigation documents how initial project schedules fail to sufficiently forecast and provide a reliable baseline for total cost, final duration, and activity count for three design-build projects. Most schedule variability occurs after the 100% design benchmark. Furthermore, activity growth highlights the day-to-day scheduling challenges encountered by the construction managers and general contractors. The research is limited to three military construction projects managed by the United States Army Corps of Engineers (USACE) on Wright-Patterson Air Force Base, Ohio. Future implications resulting from the research include a call for reexamination of federal design-build schedule specifications and management practices in the pursuit of project control. Overall, the schedule analysis identifies shortfalls in activity-based scheduling and promotes an application of lean thinking in public sector construction management

    Charges of Exceptionally Twisted Branes

    The charges of the exceptionally twisted (D4 with triality and E6 with charge conjugation) D-branes of WZW models are determined from the microscopic/CFT point of view. The branes are labeled by twisted representations of the affine algebra, and their charge is determined to be the ground state multiplicity of the twisted representation. It is explicitly shown using Lie theory that the charge groups of these twisted branes are the same as those of the untwisted ones, confirming the macroscopic K-theoretic calculation.     We relate in a novel way the modular matrices of GKO diagonal cosets without fixed points to those of WZNW tensor products. Using this we classify all modular invariant partition functions of su(3)k⊕su(3)1/su(3)k+1su(3)_k\oplus su(3)_1/su(3)_{k+1} for all positive integer level kk, and su(2)k⊕su(2)ℓ/su(2)k+ℓsu(2)_k\oplus su(2)_\ell/su(2)_{k+\ell} for all kk and infinitely many ℓ\ell (in fact, for each kk a positive density of ℓ\ell).     Assessing the impacts of IS offshoring: preliminary conclusions questioning the validity of cultural consideration

    This paper defines an analytic framework with which to research the impact of IS offshoring on its various stakeholders and applies this to two significant case studies of offshoring in the financial services industry. It presents conclusions on one particular segment of the research programme, namely the extent to which IS offshoring drives cultural change for IS practitioners in offshore locations. It concludes that the resultant impact is notable, but not different in any significant way to that experienced by any IS practitioner who works overseas. Further, the cultural differences between onshore and offshore practitioners tend to diminish quickly as they adapt to new cultural environments

    IS offshoring: a proposed maturity model of offshore IS suppliers

    Companies in developed economies are now accustomed to use offshore IS services to develop and maintain software, and an increasing number of specialist offshore services firms exists to meet the demand. These include systems integrators whose origins are in developed economies, and ‘pure play’ offshore IS providers that originate in countries where the cost of IS labour is relatively low. Both type of offshore organisation have changed considerably in recent years in response to market demand and competitive pressure. Although researchers have developed maturity models for users of IS offshoring, there is little that describes the nature and behaviour of offshore IS providers. Accordingly, this paper proposes a maturity model for offshore IS suppliers that is analogous to various consumer-oriented maturity models found in the literature and in trade journals. This preliminary framework is developed by reference to literature on outsourcing, offshoring and IS maturity models, and by recent relevant experience of practitioner organisations. The conclusions from this study can be used to guide further research, and to develop constructs helpful to practitioners. The research helps suppliers of offshore IS services to understand the particular conditions in which it is appropriate to consider new business models. For consumers of offshore outsourcing, it provides a framework for categorising suppliers of IS services

    Can a Lattice String Have a Vanishing Cosmological Constant?

    We prove that a class of one-loop partition functions found by Dienes, giving rise to a vanishing cosmological constant to one-loop, cannot be realized by a consistent lattice string. The construction of non-supersymmetric string with a vanishing cosmological constant therefore remains as elusive as ever. We also discuss a new test that any one-loop partition function for a lattice string must satisfy.Comment: 14 page
