    Survey on cluster tests for spatial area data

    Geographical data usually exhibit some amount of spatial dependency, a correlation between the values of neighbouring districts. Thus one wants to have measures for the strength of this dependency and tests for the deviation from randomly distributed values. There exist several tests. In this survey, they are collected and compared. This is done separately for binary variables assuming only two values and for real-valued variables. Among the tests are the black-black count, the black-while count, Moran's I, Geary's cand the Getis-Ord statistics. Some new statistics are proposed, a variant to the black-black count and statistics based on clusters composed of triplets of districts. Included are also new results on the distribution of Moran's I and its local version, based on simulations using several areas with 37 and 327 districts. Roughly speaking, the distribution of I is fairly close to a normal distribution and surprisingly independent of the underlying distribution of the district values while the local I's are extremely far from normal and highly dependent on the underlying distribution.     Complete calibration of the autonomous hand-eye robot JANUS

    The current prototype of the JANUS robot consists of two arms and a neck with two mounted color cameras. Calibrating JANUS means to find the geometric relationships between each of these components and the reference coordinate system of the robot. The calibration procedure that we present in this report is completely vision-based: the relationships between each camera and the neck and between each arm and the neck are determined using visual measurements, which leads to a low-cost and automatic setup. For this purpose, we developed two main algorithms. The first one implements a non-linear optimization method using a quaternions formulation for camera calibration from 2D to 3D point or line correspondences. The second one is a real-time camera pose estimation method based on the iterative use of a paraperspective camera model. Using the results of calibration we show how we solve some classical computational stereo vision and 3D reconstruction problems. Also are provided experimental results for each of the different steps of the complete calibration of JANUS.     A 'new planning culture' is increasingly practiced in urban planning. New forms of participation initiate and further communication and discussion processes between different interest groups. This reorientation in the participation practice of urban planning also takes place in discourses of planning theory in which 'communication planning' or 'new planning culture' are discussed. This paper is based on the assumption that information and communication technology is able to support this 'new planning culture'. However, planning theory discourses of a 'new planning' have so far hardly caught up with discourses in which potentials of computer-mediated communication are discussed as a new participation platform for urban planning. Based on the example of formal participation processes, the paper attempts to reveal the potential of network-based applications from the viewpoint of 'communicative planning theory'. The discussion concentrates on issue based information systems applied to the organization of transparent and factual argumentation processes and the acquisition and documentation of planning-relevant knowledge in urban planning.
