Energy concepts for rural districts, cities and communities are used in the old as well as in the new Federal States of Germany as planning instrument for municipal and regional energy supply. If such concepts are to have a chance to be implemented particularly against the background of tight public funds the questions, the line of action and the management concepts have to be success-oriented. Moreover financing has to be taken into acount. Within the scope of the conference it was shown with concrete examples that there is also in times of low energy prices a large potential of energy conservation measures, rational use of energy and use of renewable energy sources which can be economically used. The exploitation of this potential requires of all involved new ways of preparing, outlining and implementing energy concepts. In the lectures and discussions theses stategies were gone into and considered with regard to their implementation. (orig./KO)Energiekonzepte fuer Landkreise, Staedte und Gemeinden werden sowohl in den alten als auch in den neuen Bundeslaendern als Planungsinstrument fuer die kommunale und regionale Energieversorgung genutzt. Wenn die Ergebnisse solcher Konzepte - gerade angesichts knapper oeffentlicher Kassen - eine Chance auf Umsetzung haben sollen, muessen Fragestellung, Vorgehensweise und unternehmerische Konzepte erfolgsorientiert angelegt sein. Zudem muessen die jeweiligen Finanzierungsmoeglichkeiten einbezogen werden. Im Rahmen der Tagung wurde an Fallbeispielen aufgezeigt, welches Potential an Massnahmen zur Energieeinsparung, rationellen Energienutzung und zur Nutzung erneuerbarer Energien auch bei niedrigen Energiepreisen wirtschaftlich genutzt werden kann. Die Ausschoepfung dieses Potentials erfordert von allen Beteiligten neue Vorgehensweisen bei der Vorbereitung, Erstellung und Umsetzung von Energiekonzepten. In den Vortraegen und Diskussionen wurden diese Strategien verdeutlicht und hinsichtlich ihrer Umsetzbarkeit eroertert. The Forum fuer Zukunftsenergien is an independent platform for discussions of the different opinions and views concerning economically and ecologically feasible energy supply options for the future. This volume presents criteria for long-term, sustainable energy supply and then applies these criteria to different energy sources and systems. While the participants to the discussion were able to agree on the criteria, opinions were widely divergent when it came to how these should be applied. Die vorliegende Arbeit 'Langfristige Aspekte der Energieversorgung' befasst sich in ihrem ersten Teil mit Kriterien fuer eine langfristig nachhaltige Energieversorgung der Zukunft und in ihrem zweiten Teil mit der Anwendung der Kriterien auf unterschiedliche Energietraeger und -systeme. Ueber die Kriterien konnten sich die Beteiligten noch weitgehend im Konsens verstaendigen. As the range of offers in the real-estate market increases, low secondary costs tend to be more and more decisive in the minds of potential tenants, besides attractiveness and user friendliness. One of the crucial factors is careful and rational energy use. Economical solutions are more easily achieved if owners, project developers, architects and users as well as the building industry, plant manufacturers and energy service providers cooperate as partners at all stages of planning and realization. Diverging interests must be matched to each other, and traditional concepts must be replaced by new forms of cooperation. The readiness and ability of all parties concerned to form intelligent partnerships safeguards participation in the market of the future in both the construction and redevelopment sectors. Biomasse zur Waerme- und Stromversorgung im kommunalen Umfeld Tagungsband

Fuer den Einsatz der Biomasse in der Waerme- und Stromversorgung sind in Deutschland erhebliche Potentiale nutzbar. Die angebotenen Techniken stehen heute an der Schwelle der Wettbewerbsfaehigkeit; vor allem dann, wenn auch biologische Reststoffe als Brennstoffe miteinbezogen werden. Das Zusammenspiel der Erzeugung und Bereitstellung von Biomasse sowie ihre Umwandlung in Strom und Waerme bieten im kommunalen Umfeld gute Voraussetzungen fuer Planung und Realisierung von Biomasseprojekten. Eine Zusammenarbeit zwischen der kommunalen Forst- und Gruenflaechenbewirtschaftung, der Land- und Forstwirtschaft, dem holzverarbeitenden Gewerbe und der kommunalen Energieversorgung bildet die Grundlage fuer effiziente und abgestimmte Projekte. Nutzer von Waerme und Strom koennen kommunale Einrichtungen, Gewerbe und Industrie sowie der Wohnbereich sein. Ziel der Tagung 'Biomasse zur Waerme- und Stromversorgung im kommunalen Umfeld' war es, aus der praktischen Erfahrung heraus Moeglichkeiten und Ideen fuer neue Projekte zu entwickeln. Planung, Errichtung und Betrieb von Biomasseanlagen sowie die notwendige Logistik zur Bereitstellung der Brennstoffe werden diskutiert. (orig./SR)Germany has a considerable potential for generating heat and electricity from biomass. The techniques available today are at the threshold to competitiveness, especially when biological residues are included as fuels. Through the good opportunities they offer for cooperation in the production and supply of biomass and its conversion to electricity and heat municipalities provide a favourable setting for planning and realising biomass projects. Cooperation between municipal forest and grassland management, agriculture, forestry, woodworking enterprises and the municipal power supply provide the basis for efficient, well-coordinated projects. Potential consumers of heat and electricity thus produced include municipal institutions, trade, industry, and private households. The aim of the present congress on 'Biomass for local heat and electricity supply' was to draw on practical experience to develop possibilities and ideas for new projects. The present report discusses the planning, construction, and operation of biomass plants and also the necessary logistics for making the fuels available. Das 2. Nahverkehrsforum Paderborn bietet Gelegenheit zur Information und Auseinandersetzung mit dem derzeitigen Stand und den Entwicklungsperspektiven unterschiedlicher Antriebskonzepte. Gerade in staedtischen Ballungsgebieten, aber auch in geschlossenen Raeumen und Produktionshallen sind die Reduzierung der lokalen Emissionen und Vermeidung von Geruchsbelaestigungen unabdingbar. Im Mittelpunkt stehen Technik, Betriebserfahrungen und Kosten und die Moeglichkeiten der Weiterentwicklung von Dieselmotoren mit hocheffizienter Abgasreinigung, schwefelfreie Kraftstoffe, Erdgas- und Elektroantriebe sowie neue Antriebskonzepte, z.B. mit Brennstoffzellen. In urban agglomerations more than anywhere else, but also in enclosed spaces and production workshops, emission control and avoidance of odorous nuisances are imperative. The meeting centered around technology, operating experience and costs and the possibility for further development of diesel engines with high-efficiency exhaust gas cleaning, sulfur-free fuels, natural-gas-fuelled and electric-powered drives and new drive concepts, for instance fuel cells.
