    Strategic Behavior and Variation in the Supreme Court’s Caseload over Time

    Over the past sixty years, the size of the Supreme Court’s docket has varied tremendously, growing at some points in time and shrinking at others. What accounts for this variation in the size of the docket? We focus on two key strategic factors – the predictability of outcomes within the Court, and whether justices consider the potential actions of other political institutions – and assess whether these factors help to explain the variation in docket size over time. We discover that uncertainty and institutional constraints prevent the Court from choosing cases with complete freedom, even after accounting for other potential influences on the size of the Court’s docket

    ABSTRACT In this article, we use a multimethod approach to shed light on the strategic use of presidential pets. We draw on primary source materials to demonstrate that pets are an important power center in the White House. Then we turn to presidents' strategic use of their pets in public. We present a theoretical framework and statistical evidence to explore the conditions under which presidents are most likely to trot out their four-legged friends. We show that presidents carefully gauge the best and worst times to conduct a dog and pony show. In times of war or scandal, dogs are welcome public companions, but not so in periods of economic hardship

    The EU Conciliation Committee - One Or Several Principals?

    Since the introduction of the co-decision legislative procedure, the EU has had the possibility to resort to a Conciliation Committee made up of representatives from the European Parliament and the Council to reconcile differences between the two bodies. This article assesses whether the members of this committee have an incentive to take advantage of their ability to present take-it-or-leave-it offers to their parent bodies by examining whether they are representative of their full body and/ or whether they represent other interests inside or outside their legislative body. It concludes that the EU Conciliation Committee is generally representative of its parent bodies and that the option to go to conciliation is not a risky tool for them to reach agreement
