    Eugene Debs and the Politics of Parrhesia

    The general public often views the practice of politics to be incompatible with truth telling. Despite this perspective, I argue these two concepts coexisted in the 1912 campaign of Eugene V. Debs. Using Michel Foucault‟s unfinished work on parrhesia, or frank speaking, I argue that Debs functioned as a parrhesiast. To make this argument, I analyze Debs‟s discourse against what Foucault‟s work suggests are the three essential elements of parrhesia: compulsion, risk, and authenticity. Because Debs‟s parrhesiastic sensibilities become more obvious when compared with his opponents in the 1912 election, I analyze Debs‟s discourse in relation to William Howard Taft, Woodrow Wilson, and Theodore Roosevelt. Although a small minority in rhetorical studies have explored Debs‟s ethos as a rhetorical strength, none have situated Debs in relation to parrhesia, but to do so is appropriate and beneficial. Because of Debs‟s success in garnering six percent of the popular vote as a third-party candidate in 1912, his evocation of parrhesia in politics reveals advantages and possibilities for reconciling the practices of truth telling and politics

    Temperature dependence of metal film growth via low‐energy electron diffraction intensity oscillations: Pt/Pd(100)

    A commercial, conventional low‐energy electron diffraction apparatus is used to monitor Bragg intensity oscillations during the growth of Pt on Pd(100). The effect of substrate temperature between 80 and 400 K is investigated. Between 80 and 300 K, two to three Bragg oscillations are observed. The oscillation amplitude damps out quickly as film coverage increases at fixed temperature, but damp out less quickly at the higher substrate temperatures. Above ∌350 K, reconstruction of the Pt overlayer interferes with the oscillations. These data indicate that a kinetic barrier, most probably the barrier to surface diffusion,inhibits the system from achieving macroscopic equilibrium, and that the true equilibrium growth mode for this system is layer‐by‐layer. A new, analytical procedure is used to determine the coverage distribution within the layers from the Bragg intensities during growth. Bragg oscillations are predicted to occur at low substrate temperatures where surface diffusion is minimal and deposition is essentially random, but restricted to the fourfold hollow adsorption sites

    Heats of solution and related thermochemical properties of some rare earth metals and chlorides

    An isothermally jacketed calorimeter has been constructed to measure the changes in heat content accompanying the solution of some rare earth metals and compounds. To check the performance of the apparatus, the integral heats of solution of potassium nitrate in water at 25°C have been measured. The values corrected to infinite dilution by use of relative apparent molal heat content data in the literature give 8384 +/- 12 cals/mole. The result agrees well with the values reported by others

    The impact of supply chain complexity on manufacturing plant performance

    This paper puts forth a model of supply chain complexity and empirically tests it using plant-level data from 209 plants across seven countries. The results show that upstream complexity, internal manufacturing complexity, and downstream complexity all have a negative impact on manufacturing plant performance. Furthermore, supply chain characteristics that drive dynamic complexity are shown to have a greater impact on performance than those that drive only detail complexity. In addition to providing a definition and empirical test of supply chain complexity, the study serves to link the systems complexity literature to the prescriptions found in the flexibility and lean production literatures.     Describing interruptions, multi-tasking and task-switching in the community pharmacy: A qualitative study in England

    Background: There is growing evidence base around interruptions and distractions in the community pharmacy setting. There is also evidence to suggest these practices may be associated with dispensing errors. Up to date, qualitative research on this subject is limited. Objective: To explore interruptions and distractions in the community setting; utilising an ethnographic approach to be able to provide a detailed description of the circumstances surrounding such practices. Setting: Community pharmacies in England, July to October 2011. Method: An ethnographic approach was taken. Non participant, unstructured observations were utilised to make records of pharmacists’ every activities. Case studies were formed by combining field notes with detailed information on pharmacists and their respective pharmacy businesses. Content analysis was undertaken both manually and electronically, utilising NVivo 10. Results: Response rate was 12% (n=11). Over fifteen days, a total of 123 hours and 58 minutes of observations were recorded in 11 separate pharmacies of 11 individual pharmacists. The sample was evenly split by gender (female n=6; male n=5) and pharmacy ownership (independent n=5; multiple n=6). Employment statuses included employee pharmacists (n=6), owners (n=4) and a locum (n=1). Average period of registration as a pharmacist was 19 years (range 5-39 years). Average prescriptions busyness of pharmacies ranged from 2,600 – 24,000 items dispensed per month. Two key themes were: “Interruptions and task-switching” and “distractions and multi-tasking.” All observed pharmacists’ work was dominated by interruptions, task-switches, distractions and multi-tasking, often to manage a barrage of conflicting demands. These practices were observed to be part of a deep-rooted culture in the community setting. Directional work maps illustrated the extent and direction of task switching employed by pharmacists. Conclusions: In this study pharmacists’ working practices were permeated by interruptions and multi-tasking. These practices are inefficient and potentially reduce patient safety in terms of dispensing accuracy
