    INTEGRAL and Swift observations of the hard X-ray transient MAXI J1828-249

    In this paper we report on the observations performed with INTEGRAL and Swift of the first outburst detected from the hard X-ray transient MAXI J1828-249. During the first about two days of the outburst, the source was observed by MAXI to undergo a very rapid transition from a hard to a softer spectral state. While the hard state was not efficiently monitored because the transition occurred so rapidly, the evolution of the source outburst in the softer state was covered quasi-simultaneously in a broad energy range (0.6-150 keV) by the instruments on-board INTEGRAL and Swift. During these observations, the spectra measured from the source displayed both a prominent thermal emission with temperature kT 0.7 keV and a power-law hard component with a photon index gamma 2.2 extending to 200 keV. The properties of the source in the X-ray domain are reminiscent of those displayed by black hole transients during the soft intermediate state, which supports the association of MAXI J1828-249 with this class of objects.Comment: 5 pages, 5 figures, 2 tables.     Short-Range Order in Fe-Rich Fe-Cr Alloys as Revealed by M\"ossbauer Spectroscopy

    Distribution of Cr atoms in Fe_{100-x}Cr_x alloys with x \le 25 within the first two coordination shells, 1NN-2NN, around probe 57Fe atoms was studied by means of the M\"ossbauer Spectroscopy. Clear evidence was found that the distribution is characteristic of a given atomic configuration. Only the configurations with Cr atoms situated in 2NN exhibit a quiasi-random distribution, while those with Cr atoms present in 1NN shell and those with Cr atoms in both shells is evidently not random showing clastering or anticlastering features. These findings are novel and much more complete than the up-to-date knowledge according to which there is an inversion of the short-range order parameter at x = 11. The inversion in the present study was found only for the configuration with one Cr atom in 1NN. On average, Cr atoms are distributed almost randomly within the 1NN-2NN volume for x \eq ~10, and do cluster for larger x.Comment: 4 pages and 4 figure

    Exponentially convergent data assimilation algorithm for Navier-Stokes equations

    The paper presents a new state estimation algorithm for a bilinear equation representing the Fourier- Galerkin (FG) approximation of the Navier-Stokes (NS) equations on a torus in R2. This state equation is subject to uncertain but bounded noise in the input (Kolmogorov forcing) and initial conditions, and its output is incomplete and contains bounded noise. The algorithm designs a time-dependent gain such that the estimation error converges to zero exponentially. The sufficient condition for the existence of the gain are formulated in the form of algebraic Riccati equations. To demonstrate the results we apply the proposed algorithm to the reconstruction a chaotic fluid flow from incomplete and noisy data

    NON-ALCOHOLIC STEATOHEPATITIS IN PATIENTS WITH OBESITY: INTERCONNECTION BETWEEN BODY MASS, CHANGES OF LIPID METABOLISM AND CONCOMITANT PATHOLOGY OF BILIARY TRACT

    Aim – to study the main indices of lipid blood spectrum, which changes lead to DL formation, depending of body mass index (BMI) and concomitant pathology of biliary tract in patients with NASH and obesity. Materials and methods. There were examined 100 patients with NASH in combination with obesity and BT pathology, in which during sonographic or morphological study of bioptat of the liver were revealed the signs of hepatic steatosis. Among patients were 40 men and 60 women. The mean age of patients – (54,68±1,15) years old. The control group included 20 practically healthy persons (PHP). BMI was determined by Quetelet formula. Depending of the degree of BMI increase all patients with NASH and obesity were divided into three groups: 1 group – with BМI 25-29,9 kg/m2 – EBM; 2 group – with BMI 30-34,9 kg/m2 – obesity of I degree; 3 group – with BMI 35-39,9 kg/m2 – obesity of ІІ degree. All examined patients had concomitant pathology from BT side. Depending on BT pathology all patients were also divided into 3 groups: NASH with chronic non-calculous cholecystitis (CNC); NASH with chronic calculous cholecystitis (CCC); NASH in patients after laparoscopic cholecystectomy (LCE) with concomitant postcholecystectomical syndrome (PCES). For characteristic of lipid exchange were determined the general cholesterol (GCS), general lipids (GL), triglycerides (TG), lipoproteins of the low density (LDL), lipoproteins of the high density (HDL). DL phenotype was determined by D.S. Fredrickson classification with modern additions. Results. Analysis of lipid changes in patients with NASH demonstrated the reliable increase of GCS with parallel rise of TG, GL, LDL, fixed at increase of BMI relative to PHP (р<0,05, р<0,001) and to patients of other groups (р<0,05). Maximal values of GCS, TG, GL and also LDL were determined in 2 and 3 groups of observation at obesity of I and II degrees. There was registered the reliable decrease of HDL content in most patients of 3 group relative to the ones of 2 group, (р<0,01) and of 1 one. The level of GCS, TG, GL and LDL was almost equally increased in all groups of observation of NASH: with concomitant CNC, CCC and in patients with PCES relative to PSP, (р<0,001). HDL indices were equally decreased at concomitant CNC and CCC relative to the patients with PCES background with HDL level within physiological norm (р<0,001, рF=0,009). There are separated two main phenotypes of DL: IIa and IIb that were typical for patients with NASH and obesity with BT pathology. It was established, that IIb phenotype of dyslipidemia was most often observed in patients with BMI 30-34,9 kg/m2 and 35-39,9 kg/m2. Discussion. There were determined the features of changes of lipid blood spectrum of in this category of patients that are manifested by variability of disorders from hypercholesterolemia and hypertriglyceridemia on the background of increase of GCS, TG, GL, LDL and decrease of HDL. The progression of lipid disorders in patients with NASH in combination with obesity and BT pathology depends on increase of BMI parameters. The concomitant pathology from BT side partially influenced the indices of lipid blood spectrum. Thus, the low level of HDL in patients with NASH in combination with obesity and concomitant CNC and CCC can be explained by the intense inflammatory processes in BT, attended with disorder of indices of lipid profile with decrease of HDL and increase of GCS, TG, GL, LDL. Conclusion. Progression of intensity of lipid disorders in patients with NASH in combination with obesity and BT pathology depends on increase of BMI parameters. The concomitant BT pathology partially influences the parameters of lipid blood spectrum. HDL was equally decreased in all patients with NASH at CNC and CCC relative to patients with concomitant PCES and HDL level within physiological norm. At NASH in combination with obesity at increase of BMI the DL phenomena more often appear in patients. There are separated two main phenotypes of dyslipidemias: IIa and IIb.&nbsp

    The nonlinear dynamical control system with uncertainty in initial states and parameters is studied. It is assumed that the dynamic system has a special structure in which the system nonlinearity is due to the presence of quadratic forms in system velocities. The case of combined controls is studied here when both classical measurable control functions and the controls generated by vector measures are allowed.  We present several theoretical schemes and the estimating algorithms allowing to find the upper bounds for reachable sets of the studied control system.   The research develops the techniques of the ellipsoidal calculus and of the theory of evolution equations for set-valued states of dynamical systems having in their description the uncertainty of set-membership kind.  Numerical results of system modeling based on the proposed methods are included

    The institution of the Commissioner for the Rights of Indigenous Minorities in the subjects of the Russian Federation is a unique legal phenomenon that reflects the peculiarities of Russian public law. The emergence of the institute at the turn of the XX – XXI centuries is associated with the right of the subjects of the Russian Federation to advance legal regulation. The initially developed variety of regional models, which can be conditionally reduced to four main ones reflected the different views of regional communities about the place of this official in the system of state power of the subjects of the Russian Federation and about theexpediency (inexpediency) of the specialization of regional human rights institutions. The period of the first two decades of the twenty-first century is characterized by an increased interest in the institute from both the federal legislator and the indigenous communities. On the one hand, the process of unification of the status of regional commissioners for the rights of indigenous peoples has begun due to the increasingly active regulation of its position byfederal legislation. On the other hand, this institution defines its specific functions in the system of other institutions of representation of indigenous peoples, which includes both traditional and modern forms of public and public representation. Finally, the new tasks of nation-building and the constitutional reform of 2020 in Russia allow us to predict new trends in the development of this institution, due both to the modernization of other institutions of indigenous peoples ‘ law (for example, the institution of belonging to an indigenous person), and the desire to provide legal protection to other traditional ethnic minorities, that is, toethnic minorities that are not considered indigenous by the legislation.&nbsp
