    Names, Expectations and the Black-White Test Score Gap

    This paper investigates the question of whether teachers treat children differentially on the basis of factors other than observed ability, and whether this differential treatment in turn translates into differences in student outcomes. I suggest that teachers may use a child's name as a signal of unobserved parental contributions to that child's education, and expect less from children with names that "sound" like they were given by uneducated parents. These names, empirically, are given most frequently by Blacks, but they are also given by White and Hispanic parents as well. I utilize a detailed dataset from a large Florida school district to directly test the hypothesis that teachers and school administrators expect less on average of children with names associated with low socio-economic status, and these diminished expectations in turn lead to reduced student cognitive performance. Comparing pairs of siblings, I find that teachers tend to treat children differently depending on their names, and that these same patterns apparently translate into large differences in test scores.

    Sex, Drugs, and Catholic Schools: Private Schooling and Non-Market Adolescent Behaviors

    This paper examines the effects of private schooling on adolescent non-market behaviors. We control for differences between private and public school students by making use of the rich set of covariates available with our NELS micro-dataset. We also employ an instrumental-variables strategy that exploits variation across metropolitan areas in the costs that parents face in transporting their children to private schools, which stem from differences in the quality of the local transportation infrastructure. We find evidence to suggest that religious private schooling reduces teen sexual activity, arrests, and use of hard drugs (cocaine), but not drinking, smoking, gang involvement, or marijuana use.

    Food for Thought: The Effects of School Accountability Plans on School Nutrition

    School accountability systems based on high-stakes testing of students have become ubiquitous in the United States, and are now federal policy as well. This paper identifies a previously-unresearched method through which schools faced with potential sanctions may 'game the system' in order to have higher aggregate student test scores than might otherwise be warranted. There exists a well-established link between nutrition and short-term cognitive functioning. Hence, we investigate whether school districts exploit this relationship by strategically altering school nutrition menus during testing periods in an apparent attempt to artificially increase student test scores. Using detailed daily school nutrition data from a random sample of Virginia school districts, we find that school districts having schools faced with potential sanctions under Virginia's Standards of Learning (SOL) accountability system apparently respond by substantially increasing calories in their menus on testing days, while those without such immediate pressure do not change their menus. Suggestive evidence indicates that the school districts who do this the most experience the largest increases in pass rates.

    Do Accountability and Voucher Threats Improve Low-Performing Schools?

    In this paper we study the effects of the threat of school vouchers and school stigma in Florida on the performance of "low-performing" schools using student-level data from a subset of districts. Estimates of the change in school-level high-stakes test scores from the first year of the reform are consistent with the early results used by the state of Florida to claim large-scale improvements associated with the threat of voucher assignment. However, we also find that much of this estimated effect may be due to other factors. While we estimate a small relative improvement in reading scores on the high-stakes test for voucher-threatened/stigmatized schools, we estimate a much smaller relative improvement on a lower-stakes, nationally norm-referenced, test. Further, the relative gains in reading scores are explained largely by changing student characteristics. We find more evidence for a positive differential effect on math test scores on both the low- and highstakes tests, however, the results from the lower-stakes test appear primarily limited to students in the high-stakes grade. Finally, we find some evidence that the relative improvements following the introduction of the A Plan by low-performing schools were more due to the stigma of receiving the low grade rather than the threat of vouchers.

    Economic inequality and the provision of schooling

    This paper was presented at the conference "Unequal incomes, unequal outcomes? Economic inequality and measures of well-being" as part of session 3, "Education and crime in urban neighborhoods." The conference was held at the Federal Reserve Bank of New York on May 7, 1999. The authors examine the empirical evidence on the relationship between school finance reform and student outcomes, review the economic literature in the field, and present new evidence of the effects of reform on community and school composition. They argue that if one's goal is to reduce income inequality substantially, one should not look to school finance reform as a particularly effective policy instrument. Even the most optimistic estimates of the impact of school finance reform on the distribution of student performance indicate that these effects are relatively small. Furthermore, the authors note that these small gains may come at a cost - the movement of higher income families into private sector schools, a development that would lead to less diversity within the public schools.Income distribution ; Income ; Education

    School Choice and Student Performance: Are Private Schools Really Better?

    Are private schools really better than public schools, or is it simply that better students attend private schools? Although a number of recent studies find that students perform better in private schools (more specifically, Catholic schools), others do not. Typically, however, the instruments used to adjust for nonrandom selection are weak. This study employs uniquely detailed local instruments and jointly models selection into religious and nonreligious private high schools, relative to public high schools—improving instrument power in predicting private sector attendance to roughly three times that of prior studies. Failing to correct adequately for selection leads to a systematic upward bias in the estimated treatment effect for religious schools, but a downward bias for nonreligious private schools. With adequate correction, religious schools are modestly inferior in mathematics and science, while nonreligious schools are substantially superior. However, minority students, particularly in urban areas, benefit from religious schools. Other factors that may make both religious and nonreligious private schools attractive include possibly better retention rates, increased security and discipline, and greater opportunities for a variety of specialized school-day and extracurricular activities.

    School Finance Reforms, Tax Limits, and Student Performance: Do Reforms Level Up or Dumb Down?

    During the late 1970s and early 1980s, a majority of states substantially changed the ways in which schools were funded, either directly through court- or legislatively mandated school finance reform, or indirectly through tax and expenditure limits. To date, there have been few academic attempts to gauge the effects of these policy changes on actual outcomes of education. This paper is an attempt to fill this gap in the literature. We find compelling evidence that the imposition of tax or expenditure limits on local governments in a state results in a significant reduction in the mean for that state of student performance on standardized tests of mathematics skills. We also find that finance reforms in response to court mandates do not result in significant changes in either the mean level or the distribution of student performance on standardized tests of reading and mathematics. In addition, substantial finance reforms that are not legislative responses to explicit court mandates generally result in increases in mean student performance. Further, in those states that have implemented finance reforms of this type, the test performance of students residing in localities in which local revenues formed smaller shares of total revenue prior to the reforms improve relative to others after the reforms are implemented.
