    L'état des communes dans le canton de Vaud

    Les communes vaudoises ne sont pas épargnées par les profonds changements que subissent les communes suisses depuis les années 90. Le nombre de réformes a augmenté de manière considérable et les causes de ces changements sont multiples: une complexité croissante des prestations à fournir, la recherche de formes organisationnelles plus efficaces, la difficulté de trouver des personnes s'engageant en politique. Vu ces défis, la fusion de communes a été fréquente dans certains cantons. Quant à lui, le canton de Vaud reste un canton avec un grand nombre de communes de petite taille. C'est entre autre sous l'aspect de la différente taille des communes que cette étude aborde des thèmes concernant les communes vaudoises, comme par exemple les limites de performances des communes, la politique et l'administration communale, les relations et la répartition des tâches entre les communes et le canton, la collaboration intercommunale où encore les fusions de communes. L'analyse se base sur les données de l'enquête auprès des secrétaires communaux suisses qui a lieu régulièrement depuis 1988

    Les communes politiques suisses et leur autonomie font l'objet de l'étude présente. Les communes sont des éléments incontestés de la structure territoriale, politique et administrative des cantons. Bien que le terme d'autonomie communale soit de grande importance dans tous discours concernant les relations entre les cantons et leurs communes, aucun consensus n'existe sur la définition et le contenu exact de cette autonomie. A ce jour, la majorité des études sur l'autonomie locale en Suisse sont de nature juridique. L'étude présente ne se restreint pas aux seuls aspects légaux de l'autonomie mais elle inclut aussi l'autonomie d'un point de vue politique, économique et social. Dans la première partie, un modèle de recherche s'appuyant sur des théories normatives et empiriques de l'autonomie locale est proposé. En deuxième partie de l'étude, l'autonomie des communes suisses est déterminée à l'aide du modèle en question. Les résultats de l'enquête démontrent que les différentes formes de l'autonomie communale - soit l'autonomie juridique, politique, économique et sociale - varient fortement selon l'appartenance cantonale et la taille des communes

    Thin film solar cells based on the ternary compound Cu2SnS3

    Alongside with Cu2ZnSnS4 and SnS, the p-type semiconductor Cu2SnS3 also consists of only Earth abundant and low-cost elements and shows comparable opto-electronic properties, with respect to Cu2ZnSnS4 and SnS, making it a promising candidate for photovoltaic applications of the future. In this work, the ternary compound has been produced via the annealing of an electrodeposited precursor in a sulfur and tin sulfide environment. The obtained absorber layer has been structurally investigated by X-ray diffraction and results indicate the crystal structure to be monoclinic. Its optical properties have been measured via photoluminescence, where an asymmetric peak at 0.95 eV has been found. The evaluation of the photoluminescence spectrum indicates a band gap of 0.93 eV which agrees well with the results from the external quantum efficiency. Furthermore, this semiconductor layer has been processed into a photovoltaic device with a power conversion efficiency of 0.54%, a short circuit current of 17.1 mA/cm2, an open circuit voltage of 104 mV hampered by a small shunt resistance, a fill factor of 30.4%, and a maximal external quantum efficiency of just less than 60%. In addition, the potential of this Cu2SnS3 absorber layer for photovoltaic applications is discussed

    Comparison of Six Commercial ELISA Kits for Their Specificity and Sensitivity in Detecting Different Major Peanut Allergens

    Six commercial peanut enzyme-linked immunosorbent assay kits were assessed for their ability to recover peanut from the standard reference material 2387 peanut butter and also for their specificity in detecting four major peanut allergens, Ara h 1, Ara h 2, Ara h 3, and Ara h 6. The percentage recovery of peanut from peanut butter differed across different kits as well as at different sample concentrations. The highest recovery was observed with the Romer and R-Biopharm kits, while four other kits were found to underestimate the protein content of the reference peanut butter samples. Five of the kits were most sensitive in detecting Ara h 3 followed by Ara h 1, while hardly recognizing Ara h 2 and Ara h 6. The other kit showed the highest sensitivity to Ara h 2 and Ara h 6, while Ara h 1 and Ara h 3 were poorly recognized. Although Ara h 2 and Ara h 6 are known to be heat stable and more potent allergens, antisera specific to any of these four peanut proteins/allergens may serve as good markers for the detection of peanut residues

    Evidence for a LOS and a capsular polysaccharide in Capnocytophaga canimorsus

    Capnocytophaga canimorsus is a dog's and cat's oral commensal which can cause fatal human infections upon bites or scratches. Infections mainly start with flu-like symptoms but can rapidly evolve in fatal septicaemia with a mortality as high as 40%. Here we present the discovery of a polysaccharide capsule (CPS) at the surface of C. canimorsus 5 (Cc5), a strain isolated from a fulminant septicaemia. We provide genetic and chemical data showing that this capsule is related to the lipooligosaccharide (LOS) and probably composed of the same polysaccharide units. A CPS was also found in nine out of nine other strains of C. canimorsus. In addition, the genomes of three of these strains, sequenced previously, contain genes similar to those encoding CPS biosynthesis in Cc5. Thus, the presence of a CPS is likely to be a common property of C. canimorsus. The CPS and not the LOS confers protection against the bactericidal effect of human serum and phagocytosis by macrophages. An antiserum raised against the capsule increased the killing of C. canimorsus by human serum thus showing that anti-capsule antibodies have a protective role. These findings provide a new major element in the understanding of the pathogenesis of C. canimorsus

    Contribution of Classic and Alternative Effector Pathways in Peanut-Induced Anaphylactic Responses

    Food allergy affects approximately 5% of children and is the leading cause of hospitalization for anaphylactic reactions in westernized countries. However, the pathways of anaphylaxis in food allergy are still relatively unknown. We investigated the effector pathways of allergic and anaphylactic responses of different strains of mice in a clinical relevant model of peanut allergy. C3H/HeOuJ, C57BL/6 and BALB/c mice were sensitized by intragastric peanut extract and challenged by intragastric or intraperitoneal injection of peanut. Peanut-specific T cell responses, IgE, IgG1 and IgG2a and mucosal mast cell degranulation were induced to different extent in C3H/HeOuJ, C57BL/6 and BALB/c mice. Interestingly, anaphylactic symptoms after systemic challenge were highest in C3H/HeOuJ followed by C57BL/6 but were absent in BALB/c mice. Mechanistic studies showed that the food allergic systemic anaphylaxis was dependent on platelets, FcRγ and mast cells, and partially dependent on platelet activating factor and monocytes/macrophages, depending on mouse strain. These data demonstrate that in three mouse strains, components of the classic and alternative anaphylactic cascade are differently expressed, leading to differential outcomes in parameters of allergic disease and food induced systemic anaphylaxis

    Coastal Ocean Forecasting: science foundation and user benefits

    The advancement of Coastal Ocean Forecasting Systems (COFS) requires the support of continuous scientific progress addressing: (a) the primary mechanisms driving coastal circulation; (b) methods to achieve fully integrated coastal systems (observations and models), that are dynamically embedded in larger scale systems; and (c) methods to adequately represent air-sea and biophysical interactions. Issues of downscaling, data assimilation, atmosphere-wave-ocean couplings and ecosystem dynamics in the coastal ocean are discussed. These science topics are fundamental for successful COFS, which are connected to evolving downstream applications, dictated by the socioeconomic needs of rapidly increasing coastal populations
