    Time domain reflectometry applied to MMIC passive component modeling

    The time domain facilities of a network analyzer, combined with the tools of network synthesis, were recently used for experimental modeling of discontinuities in an S-parameter measurement set, so as to allow the instrument calibration directly to the ports of the device under test. The technique proved to be very useful in those cases where the discontinuities, that lie before the unknown device, cannot be isolated by the usual calibration methods, and therefore, since network synthesis deals only with frequency domain information, it is impossible to optimize the model's parameters, since they are affected by errors due to discontinuities. This paper describes a procedure which allows to isolate the response of the device under test, and to derive its complete model; when it to reach a reasonable accuracy it gives anyway a topology, which is a good starting point for other optimization routines that can be used for obtaining a better match, on a broad frequency band. This can be accomplished by optimzing the first approach topology to which other circuit elements have been added, so as to take into account second order effects especially at the higher frequencies.     Development of Beluga, Delphinapterus leucas, Capture and Satellite Tagging Protocol in Cook Inlet, Alaska

    Attempts to capture and place satellite tags on belugas, Delphinapterus leucas, in Cook Inlet, Alaska were conducted during late spring and summer of 1995, 1997, and 1999. In 1995, capture attempts using a hoop net proved impractical in Cook Inlet. In 1997, capture efforts focused on driving belugas into nets. Although this method had been successful in the Canadian High Arctic, it failed in Cook Inlet due to the ability of the whales to detect and avoid nets in shallow and very turbid water. In 1999, belugas were successfully captured using a gillnet encirclement technique. A satellite tag was attached to a juvenile male, which subsequently provided the first documentation of this species’ movements within Cook Inlet during the summer months (31 May–17 September)

    In-fixture calibration of an S-parameter measuring system by means of time domain reflectometry

    We present a technique which resorts to the time domain capabilities of a vector network analyzer and to the network synthesia tools, in order to perform an in-fixture calibration of the S-parameter measurement system directly to the ports of the device under test. The effects of the customer's non ideal fixtures can be removed without requiring the insertion of standard components or particular loads, which can affect the calibration efectiveness. The inaccuracies due to the precision of the actual loads and to the connection repeatability are also avoided. Some simulation reeults demonstrate the very good capability of the technique.     Free space optical system performance for a Gaussian beam propagating through non Kolmogorov weak turbulence

    Atmospheric turbulence has been described for many years by Kolmogorov's power spectral density model because of its simplicity. Unfortunately several experiments have been reported recently that show Kolmogorov theory is sometimes incomplete to describe atmospheric statistics properly, in particular in portions of the troposphere and stratosphere. It is known that free space laser system performance is limited by atmospheric turbulence. In this paper we use a non-Kolmogorov power spectrum which uses a generalized exponent instead of constant standard exponent value 11/3 and a generalized amplitude factor instead of constant value 0.033. Using this spectrum in weak turbulence, we carry out, for a Gaussian beam propagating along a horizontal path, analysis of long term beam spread, scintillation, probability of fade, mean signal to noise ratio and mean bit error rate as variation of the spectrum exponent. Our theoretical results show that for alpha values lower than 11/3 , but not for alpha close to 3 , there is a remarkable increase of scintillation and consequently a major penalty on the system performance.     The Threatened Status of Steller Sea Lions, Eumetopias jubatus, under the Endangered Species Act: Effects on Alaska Groundfish Fisheries Management

    In April 1990, the Steller sea lion, Eumetopias jubatus, was listed as threatened under the U.S. Endangered Species Act by emergency action. Competitive interactions with the billion-dollar Alaska commercial groundfish fisheries have been suggested as one of the possible contributing factors to the Steller sea lion population decline. Since the listing, fisheries managers have attempted to address the potential impacts of the groundfish fisheries on Steller sea lion recovery. In this paper, we review pertinent Federal legislation, biological information on the Steller sea lion decline, changes in the Alaska trawl fishery for walleye pollock, Theragra chalcogramma, since the late 1970's, andpossible interactions between fisheries and sea lions. Using three cases, we illustrate how the listing of Steller sea lions has affected Alaska groundfish fisheries through: I) actions taken at the time of listing designed to limit the potential for directhuman-related sea lion mortality, 2) actions addressing spatial and temporal separation of fisheries from sea lions, and 3) introduction of risk-adverse stock assessment methodologies and Steller sea lion conservation considerations directly in the annual quota-setting process. This discussion shows some of the ways that North Pacific groundfish resource managers have begun to explicitly consider the conservation ofmarine mammal and other nontarget species

    New dispatching paradigm in power systems including EV charging stations and dispersed generation: A real test case

    Electric Vehicles (EVs) are becoming one of the main answers to the decarbonization of the transport sector and Renewable Energy Sources (RES) to the decarbonization of the electricity production sector. Nevertheless, their impact on the electric grids cannot be neglected. New paradigms for the management of the grids where they are connected, which are typically distribution grids in Medium Voltage (MV) and Low Voltage (LV), are necessary. A reform of dispatching rules, including the management of distribution grids and the resources there connected, is in progress in Europe. In this paper, a new paradigm linked to the design of reform is proposed and then tested, in reference to a real distribution grid, operated by the main Italian Distribution System Operator (DSO), e-distribuzione. First, in reference to suitable future scenarios of spread of RES-based power plants and EVs charging stations (EVCS), using Power Flow (PF) models, a check of the operation of the distribution grid, in reference to the usual rules of management, is made. Second, a new dispatching model, involving DSO and the resources connected to its grids, is tested, using an Optimal Power Flow (OPF) algorithm. Results show that the new paradigm of dispatching can effectively be useful for preventing some operation problems of the distribution grids
