The North American Free Trade Agreement (NAFTA)
[Excerpt] The North American Free Trade Agreement (NAFTA) has been in effect since January 1, 1994. NAFTA was signed by President George H. W. Bush on December 17, 1992, and approved by Congress on November 20, 1993. The NAFTA Implementation Act was signed into law by President William J. Clinton on December 8, 1993 (P.L. 103-182). NAFTA continues to be of interest to Congress because of the importance of Canada and Mexico as trading partners, and because of the implications NAFTA has for U.S. trade policy under the Administration of President Donald J. Trump. During his election campaign, President Trump stated his desire to renegotiate NAFTA and that he would examine the ramifications of withdrawing from the agreement once he entered into office. He has also raised the possibility of imposing tariffs or a border tax on products from Mexico. This report provides an overview of North American market-opening provisions prior to NAFTA, provisions of the agreement, economic effects, and policy considerations

NAFTA Renegotiation and Modernization
The 115th Congress faces policy issues related to the Trump Administrationâs renegotiation and modernization of the North American Free Trade Agreement (NAFTA). NAFTA negotiations were first launched in 1992 under President H. W. Bush, who signed the agreement in December 1992, and continued under President Bill Clinton, who negotiated additional side agreements on labor and the environment. President Clinton signed the agreement into law on December 8 1993, (P.L. 103-182) and NAFTA entered into force on January 1, 1994. It is particularly significant because it was the most comprehensive free trade agreement (FTA) negotiated at the time, contained several groundbreaking provisions, and was the first of a new generation of U.S. FTAs later negotiated. Congress played a major role during its consideration and, after contentious and comprehensive debate, ultimately approved legislation to implement the agreement.
NAFTA established trade liberalization commitments that set new rules and disciplines for future FTAs on issues important to the United States, including intellectual property rights protection, services trade, dispute settlement procedures, investment, labor, and the environment. NAFTAâs market-opening provisions gradually eliminated nearly all tariff and most nontariff barriers on goods produced and traded within North America. At the time of NAFTA, average applied U.S. duties on imports from Mexico were 2.07%, while U.S. businesses faced average tariffs of 10%, in addition to nontariff and investment barriers, in Mexico. The U.S.-Canada FTA had been in effect since 1989. Trade among NAFTA partners has tripled since the agreement entered into force, forming a more integrated North American market.
The Trump Administration has made NAFTA renegotiation and modernization a prominent initial priority of its trade policy. President Trump has viewed the agreement as the âworst trade deal,â and has stated that he may seek to withdraw from the agreement. He has focused on the trade deficit with Mexico as a major reason for his critique. On May 18, 2017, the Trump Administration sent a 90-day notification to Congress of its intent to begin talks to renegotiate NAFTA, as required by the 2015 Trade Promotion Authority (TPA) (P.L. 114-26). Negotiations started August 16, 2017. Stating they are committed to an expeditious process, negotiators plan to have a series of seven rounds at three-week intervals for a conclusion by the end of 2017 or early 2018. The fourth round of negotiations began at the time this report was printed. The final text of the agreement will not be released until after negotiations are concluded. NAFTA parties have agreed that the information exchanged in the context of the negotiations, such as the negotiating text, proposals of each government, and other materials related to the substance of the negotiations, must remain confidential.
Congress will likely continue to be a major participant in shaping and potentially considering an updated NAFTA. Key issues for Congress in regard to the renegotiation or modernization include the constitutional authority of Congress over international trade, its role in revising or withdrawing from the agreement, the U.S. negotiating objectives, the impact on U.S. industries and the U.S. economy, the negotiating objectives of Canada and Mexico, and the impact on broader relations with Canada and Mexico. The outcome of these negotiations will have implications for the future direction of U.S. trade policy under President Trump.
NAFTA renegotiation may provide opportunities to address issues not covered in the original text. Technology and industrial production processes have changed significantly since it was negotiated. The widespread use of the Internet has affected economic activities and the use of e-commerce, for example. A modernization could incorporate elements of more recent U.S. FTAs, such as digital and services trade and enhanced IPR protection. Many U.S. manufacturers, services providers, and agricultural producers oppose efforts to eliminate NAFTA and ask that the Trump Administration strive to âdo no harmâ in the negotiations because they have much to lose if the United States pulls out of the agreement. Other groups contend that NAFTA should be rewritten to include stronger and more enforceable labor protections, provisions on currency manipulation, and stricter rules of origin
Gender differences in paid and unpaid work: findings from a New Zealand birth cohort
This study uses data from a birth cohort of New Zealand-born 30-year-olds to examine gender differences in time use and satisfaction with time use.

to examine gender difference in time spent in paid employment and unpaid work;
to examine the extent to which males and females are satisfied with their time use
The Basic Surgical Skills course in sub-Saharan Africa: an observational study of effectiveness
Background:
The Basic Surgical Skills (BSS) course is a common component of postgraduate surgical training programmes in sub-Saharan Africa, but was originally designed in a UK context, and its efficacy and relevance have not been formally assessed in Africa.
Methods:
An observational study was carried out during a BSS course delivered to early-stage surgical trainees from Rwanda and the Democratic Republic of the Congo. Technical skill in a basic wound closure task was assessed in a formal Objective Structured Assessment of Technical Skills (OSAT) before and after course completion. Participants completed a pre-course questionnaire documenting existing surgical experience and self-perceived confidence levels in surgical skills which were to be taught during the course. Participants repeated confidence ratings and completed course evaluation following course delivery.
Results:
A cohort of 17 participants had completed a pre-course median of 150 Caesarean sections as primary operator. Performance on the OSAT improved from a mean of 10.5/17 pre-course to 14.2/17 post-course (mean of paired differences 3.7, p < 0.001). Improvements were seen in 15/17 components of wound closure. Pre-course, only 47% of candidates were forming hand-tied knots correctly and 38% were appropriately crossing hands with each throw, improving to 88 and 76%, respectively, following the course (p = 0.01 for both components). Confidence levels improved significantly in all technical skills taught, and the course was assessed as highly relevant by trainees.
Conclusion:
The Basic Surgical Skills course is effective in improving the basic surgical technique of surgical trainees from sub-Saharan Africa and their confidence in key technical skills
Universal Non-Gaussian Initial Conditions for N-body Simulations
In this paper we present the implementation of an efficient formalism for the
generation of arbitrary non-Gaussian initial conditions for use in N-body
simulations. The methodology involves the use of a separable modal approach for
decomposing a primordial bispectrum or trispectrum. This approach allows for
the far more efficient generation of the non-Gaussian initial conditions
already described in the literature, as well as the generation for the first
time of non-separable bispectra and the special class of diagonal-free
trispectra. The modal approach also allows for the reconstruction of the
spectra from given realisations, a fact which is exploited to provide an
accurate consistency check of the simulations.Comment: 7 pages, 3 figure
An exploratory study of constructive differentiation by managers of multi-ethnic workforces in Indonesia and Malaysia
Indonesia and Malaysia are two of Australia\u27s closest geographical neighbours and represent major trading partners; Malaysia, as one of the economic success stories of Southeast Asia and Indonesia, as the third most populous nation in the world are politically and economically of great significance to business in Australia. Both have experienced racial rioting, the former as recently as 1998, and the later in 1969. Much of the tension that has led to these riots centres around the relationship between the ethnic Chinese communities in these countries and the other ethnic groups, particularly the Pribumi in Indonesia and the Bumiputera in Malaysia. Ethnic Chinese control much of the wealth in these two countries, even though they constitute 3 percent of the population in Indonesia and 27 percent in Malaysia. Understanding the dynamic of the relationship between these groups in a business contact is of immense value to Australia business, particularly in consideration of the wealth of the ethnic Chinese and the proximity of these nations. This research attempts to contribute to that understanding by comparing the management of ethnic groups in each country. This will facilitate the determination of the destination of Australian foreign investment in this region, as well as provide insight for cross-cultural managers. The research is made more significant by the present lack of literature in this area, particularly of a comparative nature. The research suggested, from in depth interviews with ten Indonesian and Malaysian managers that in general, Malaysian managers show a greater degree of positive differentiation in the management of ethnic groups than Indonesia managers, as well as commenting on some of the ramifications of this. This must be qualified by pointing out that there appears to be significant common ground in their respective approaches, but the research suggests that on the whole, Malaysian managers differentiate more positively. The research was limited by a number of factors including time, lack of existing literature and sample size. A number of assumptions were also made, including that the managers interviewed are representative of their respective nations, they were honest in their responses and that mangers tend to follow the wider societal trends in their respective nations. Further research needs to be done not only to support this research, but also to determine the extent of the apparent difference in approach between Malaysia and Indonesia
General CMB and Primordial Bispectrum Estimation I: Mode Expansion, Map-Making and Measures of f_NL
We present a detailed implementation of two bispectrum estimation methods
which can be applied to general non-separable primordial and CMB bispectra. The
method exploits bispectrum mode decompositions on the domain of allowed
wavenumber or multipole values. Concrete mode examples constructed from
symmetrised tetrahedral polynomials are given, demonstrating rapid convergence
for known bispectra. We use these modes to generate simulated CMB maps of high
resolution (l > 2000) given an arbitrary primordial power spectrum and
bispectrum or an arbitrary late-time CMB angular power spectrum and bispectrum.
By extracting coefficients for the same separable basis functions from an
observational map, we are able to present an efficient and general f_NL
estimator for a given theoretical model. The estimator has two versions
comparing theoretical and observed coefficients at either primordial or late
times, thus encompassing a wider range of models, including secondary
anisotropies, lensing and cosmic strings. We provide examples and validation of
both f_NL estimation methods by direct comparison with simulations in a
WMAP-realistic context. In addition, we show how the full bispectrum can be
extracted from observational maps using these mode expansions, irrespective of
the theoretical model under study. We also propose a universal definition of
the bispectrum parameter F_NL for more consistent comparison between
theoretical models. We obtain WMAP5 estimates of f_NL for the equilateral model
from both our primordial and late-time estimators which are consistent with
each other, as well as with results already published in the literature. These
general bispectrum estimation methods should prove useful for the analysis of
nonGaussianity in the Planck satellite data, as well as in other contexts.Comment: 41 pages, 17 figure
