    Factors and conditions for development of domestic tourism

    The world practice shows that one of the basic mechanisms of expanding the resource base and mobilizing unused reserves for economic development, improvement of the management efficiency of state and municipal property is a public-private partnership. This paper deals with the practical experience of effective organizational, economic and legal instrument in the Republic of Tatarstan. We have analyzed in details the regional peculiarities of using PPPs in key sectors of the economy, and also in the infrastructure sectors. From an economic standpoint, the PPP is seen as a way to enhance the socio-economic efficiency of the municipal authorities and the business community in the region, as well as their investment attractiveness and competitiveness. Tourism in the Russian Federation refers to one of the priority sectors of the economy. Prospects for domestic tourism are less distant than those for inbound tourism to non-central areas, which are the centers of business and industrial infrastructure of the country. For this reason, one of the main potential sources for replenishment of budget of small, mono-industry towns and cities without an extensive social infrastructure can be revenues from domestic tourism. This raises a relevant question of the source of financing the development of domestic tourism in the cities with deficit in budget. Therefore, the role of the state in the regulation of this sphere of activity is indispensable

    Arabic loanwords in Tatar and Swahili: Morphological assimilation

    © the author(s). This article deals with the analysis of the morphological assimilation of Arabic loanwords into Tatar, Altai language family, and Swahili, Bantu language family. The urgency of this review is caused by the fact that the formation of both Tatar and Swahili was influenced by Arabic, which had profoundly influenced them in religious, scientific, cultural and economic aspects. In this paper we apply the comparative approach that is aimed at finding isomorphic and allomorphic features in the languages studied and identifying their peculiarities in the process of Arabic vocabulary assimilation. The morphological assimilation of Arabic loanwords into these languages is realized by verbal nouns, participles, nouns denoting place and action. One of the isomorphic features of the recipient languages is the absence of the category of gender both in Tatar and Swahili; among the allomorphic peculiarities are postposition of adjectives after nouns in Swahili and the use of compound verbs with Arabic nouns as their stems in Tatar. The results of the research will contribute to the loanword studies in these unrelated languages

    The Effectiveness of Interaction between Scientific Supervisors and Graduate Students at the University and at the Academy of Sciences

    The effectiveness of work and relationship of postgraduate students with their supervisors seem to be an urgent issue in the context of contemporary transformations of the Russian system of training highly qualified personnel. The article assesses the understanding of the purposes of graduate school by both “sides”, the specifics of the interaction between mentors and their mentees, the leading difficulties and ways to overcome them. Since in our country postgraduate programs are implemented not only at universities, we also compared situations at a university and in an academic community considering the case of the Ural Federal University (UrFU) and scientific institutes of the Ural Branch of the Russian Academy of Sciences (UB RAS). Empirical methods for collecting initial data were applied both at UrFU and at UB RAS and included interviewing scientific leaders and questioning graduate students. A series of in-depth interviews with mentors led to the formulation of research hypotheses and allowed the elaboration of an online questionnaire for graduate students. As a result, we may state the prevalence of the “external” obstacles that reduce the effectiveness of the interaction of young scientists with their scientific leaders; in general, the relationship between them looks quite harmoniously. Among the most pressing problems we have identified (1) disorientation about the concept of postgraduate studies without obligatory defense of the thesis (especially at university); (2) low productivity of the “educational” postgraduate studies; (3) lack of advanced training for supervisors in the field of management in science; (4) high employment of professors; (5) side mentoring and (6) the lack of plans for writing a dissertation. The solution of this set of problems seems to be based, first of all, on a new regulatory framework at the federal level, revising the types and volumes of workload of graduate students and their supervisors, fixing the need to write a dissertation during the course of study, regulating the requirements for scientific supervisors and guaranteeing them advanced training in the field managerial competencies. The positive practice of employing all graduate students at academic institutions, at least for a fraction of the rate, may also help universities in increasing the motivation of graduate students to defend their PhD thesis and build their future career at the university

    The history of teaching of African languages in Russia

The article highlights the history of studying of African languages in Russia, since the late 18th century to the present day, including the basic information about the staff, educational institutions, scientific and educational publications on Africa. The main centers of African studies previously were in Saint Petersburg and Moscow, as well as in Kharkow and Kazan universities. Nowadays Kazan Federal University is becoming the third center in Russia were African languages are taught. This article also highlights a problem of lack of modern researches on African languages issue and teaching books of these languages taking into consideration that Russia today has its own interests in East, West and South African regions, and at the same time is experiencing staff shortage for specialists with knowledge of various African languages. The article presents changes in approaches regarding the study of African culture and its problems in modern Russia, and shows the need to create a new attitude in organizing of teaching of African languages: opening new centers of African studies all over Russia, not only in Moscow and Saint Petersburg, taking into account growing relations between Russian regions and African countries. The materials of the article may be useful in preparing of new materials and methods for teaching the African languages, as well as in the development of training courses in various aspects of African life: "Literature of African peoples", "African Culture" etc. which need the knowledge of African languages

    Anticancer properties of trichoderma asperellum 302 from buried soils

    Melanoma is one of the most malignant tumors, which leaves no chance of survival in the case of the «bang». There are various ways to treat tumors, however, recently in the field of cancer research, there are studies in which fungal metabolites have been used as antitumor agents. In this study we examined the effect of the culture fluid of the fungus Trichoderma asperellum 302 on the growth and development of melanoma B16. We have shown that these culture fluid has anticancer properties, causing destruction of tumor tissue. Obtained data open new possibilities and prospects for the use of active substances derived from fungi in the complex therapy of cancer

    The evaluating methodology of municipal management performance

The examination was fulfilled by the materials of social and economic development of single-industry city Naberezhnye Chelny (Shaykhraziev, 2014), that initially creates complicated conditions for the effective management (Fattakhova, 2011). There are some ways of improving urban management to the individual components of the system such as the operation factors "input", transformation entry-action, the assessment of services as an indicator of the "exit" of the system. The core message is the necessity to apply management sophisticated technologies to the local authority too, as they are used in the operation of enterprises and organizations (Fayolle et al., 1992)

Questions concerning economic security are important in any economic situation, and in the context of the strongest terms external political and economic pressure on the Russian Federation, the application of sanctions in many areas of cooperation with Western countries are particularly relevant. The system of economic security at the meso and macro levels is different from the economic security enterprise and it should include some structural elements reflecting the relation of territory economic security and state through the public good category. The main purpose of the work was to identify the relationship between economic factors and social security benefits, their production and consumption. The article also presents the conceptual construct of the theory public goods and economic security. It is shown that the economic security system should include public goods as one of the categories system of economic security and take into account the effect of changes in their production and consumption to changes in the economic security territory

    Evaluation of plough layer thickness in grey forest soils using spectrophotometric and magnetic measurements

This paper considers the possibility of objective and reliable location of the plough layer's lower boundary by determining color characteristics and magnetic susceptibility of the samples. It is shown that magnetic susceptibility profile can provide more reliable assessment of the plough layer thickness than color curves in CIELAB. The formal analysis using magnetic measurements eliminates subjective mistakes. Magnetic measurements can be a useful tool for the tillage induced erosion estimation while monitoring soil characteristics for the purposes of precision agriculture
