Goldstone solar system radar

Caltech/Jet Propulsion Laboratory (JPL) radar astronomers made use of the Very Large Array (VLA) at Socorro, NM, during February 1990, to receive radio echoes from the planet Venus. The transmitter was the 70 meter antenna at the Goldstone complex northwest of Barstow, CA. These observations contain new information about the roughness of Venus at cm to decimeter scales and are complementary to information being obtained by the Magellan spacecraft. Asteroid observations are also discussed

The aerodynamic characteristics of three tapered airfoils tested in the variable density wind tunnel

This report contains the lift, drag, and moment characteristics of tapered Clark Y, Gottingen 393, and USA 45 airfoils as obtained from tests made in the Variable Density Wind Tunnel of the NACA. The results are given at both low and high Reynolds Numbers to show scale effect and to provide data for use in airplane design

The aerodynamic characteristics of airfoils at negative angles of attack

A number of airfoils, including 14 commonly used airfoils and 10 NACA airfoils, were tested through the negative angle-of-attack range in the NACA variable-density wind tunnel at a Reynolds Number of approximately 3,000,000. The tests were made to supply data to serve as a basis for the structural design of airplanes in the inverted flight condition. In order to make the results immediately available for this purpose they are presented herein in preliminary form, together with results of previous tests of the airfoils at positive angles of attack. An analysis of the results made to find the variation of the ratio of the maximum negative lift coefficient to the maximum positive lift coefficient led to the following conclusions: 1) For airfoils of a given thickness, the ratio -C(sub L max) / +C(sub L max) tends to decrease as the mean camber is increased. 2) For airfoils of a given mean camber, the ratio -C(sub L max) / +C(sub L max) tends to increase as the thickness increases

"Revisiting Bretton Woods, Proposals for Reforming the International Monetary Institutions"

Mikesell outlines the activities of the International Monetary Fund and the World Bank over their history and evaluates their success in meeting their original and subsequent goals. He analyzes the debate over the IMF's role in managing the international monetary system, managing currency crises, and providing credit to newly capitalist countries and examines proposals that the World Bank do more to promote private investment in developing countries, make more loans for expanding social and economic objectives, and improve the efficiency of its operations. Mikesell recommends that (1) the World Bank Group and IMF should be merged to form a single organization, the World Bank and Fund Group (WBFG); (2) neither the IMF nor the WBG should be given responsibility for establishing and managing an exchange rate target zone system or for stabilizing the exchange rates of the major currencies; (3) the establishment of additional institutional constructs to deal with financial crises should be deferred; (4) the WBG should move rapidly to change the composition of its lending by making fewer loans to governments and state enterprises and more loans to the private sector, including nongovernmental, nonprofit entities; and (5) the WBG should be gradually downsized by reducing the number of countries eligible for loans.

Radar observations of the inner solar system

Concurrent objectives involve dynamical information: maintenance of Mars ephemeris accuracy, Mercury closure-point ranging for relativity theory testing, and refinement of spin-vector estimates for Venus and Mercury. This task has been renamed to reflect accurately the research it supports. The backlog of unprocessed Venus data has been sharply reduced; most images from the 1980 to 1982 conjunctions, and half of those from 1986, are essentially finished. Suitably formatted data have been distributed to (non-JPL) scientific collaborators for geologic analysis, and to the Magellan project
