    Rights and science in the drone era actual challenges in the civil use of drone technology

    Although Drone technology has a great future, drones are here right now. In fact, drone is one of the current technological devices with the greatest prospects for use. It is estimated that last year the drone business mobilized more than 7 million dollars worldwide in the distribution sector, and that this figure would approach 30 million by 2021. Certainly, although its use is very widespread in the military field, it is in the civil field where its applications, with a broad range of use, presents the greatest challenges, although the actual legal framework reduces its possibilities due to a very restricted use of these devices. Nevertheless, we need to guarantee a safe use and fundamental rights protection in the civil use of drones. Our aim in this paper is to develop an overview on the actual EU legal framework for civil use of drones outlining these challenges, and also on the Spanish regulation as a national case example

    Tobacco smoking is a chronic disease that is the leading preventable cause of death in developed countries. In Spain, the prevalence of tobacco use has decreased driven by the implementation of tobacco control policies; however, current legislation does not establish a harmonized regulation for all tobacco products. The aim of this article is to review the current legislation and critically analyze its limitations in relation to the principles of good administration now defined in the Law 39/2015. Spanish in force tobacco control policies main limitations can be divided into four areas: the lack of specific regulation for new tobacco products; the differences in their regulation; the lack of information to the general population on their harmful effects and the new developments in the regulation of smoke-free spaces; and the lack of adaptation of the regulation to the most recent scientific evidence. All in all, the quality of tobacco control regulations in Spain, despite the successes achieved with the Law 28/2005, has been compromised by the State's laxity in the legislative, regulatory, and administrative spheres, which has led to a regulatory stagnation that runs counter to the principles of good regulation. This review should encourage scientific organizations and civil society associations to call for an actualization of the tobacco legislation, with determined and coordinated prevention and control policies to promote a tobacco-free Spain.     Prosocial behaviors in rodents

    Prosocial behaviors (i.e., actions that benefit others) are central for social interactions in humans and other animals, by fostering social bonding and cohesion. To study prosociality in rodents, scientists have developed behavioral paradigms where animals can display actions that benefit conspecifics in distress or need. These paradigms have provided insights into the role of social interactions and transfer of emotional states in the expression of prosociality, and increased knowledge of its neural bases. However, prosociality levels are variable: not all tested animals are prosocial. Such variation has been linked to differences in animals’ ability to process another's state as well as to contextual factors. Moreover, evidence suggests that prosocial behaviors involve the orchestrated activity of multiple brain regions and neuromodulators. This review aims to synthesize findings across paradigms both at the level of behavior and neural mechanisms. Growing evidence confirms that these processes can be studied in rodents, and intense research in the past years is rapidly advancing our knowledge. We discuss a strong bias in the field towards the study of these processes in negative valence contexts (e.g., pain, fear, stress), which should be taken as an opportunity to open new venues for future research

    La enseñanza de los marcadores discursivos en las clases de español en Brasil continúa siendo un problema a pesar de todos los estudios realizados en las últimas décadas. El propósito de este trabajo es aportar un poco de luz a fin de  construir un puente entre la teoría y la práctica. Nuestro objetivo es presentar herramientas que nos permitan conocer más el grupo de los conectores contraargumentativos a partir de la propuesta de Garrido Rodríguez (2004), que los considera marcas de coherencia textual, señales de progresión argumentativa del discurso y guías para la interpretación del enunciado. Comenzaremos presentando los marcadores discursivos en general y los conectores contraargumentativos en particular a partir de la reflexión sobre sus características formales, las instrucciones semánticas que presentan y sus efectos contextuales (Martín Zorraquino y Portolés, 1999). Luego, hacemos una breve revisión bibliográfica de las principales investigaciones realizadas sobre el español. Finalmente, presentamos una tabla de cada conector del grupo de los contraargumentativos.Teaching discourse markers in the Spanish lessons in Brazil is still a problem in spite of all the studies carried out during the last decades. The purpose of the present essay is to throw some light on this subject in order to build a bridge over theory and practice. Our aim is to present tools that allow us to get to know more about the group of counter-argument connectives, starting from Garrido Rodríguez’s study (2004), who considers them as markers of textual coherence, signals of the argumentative progression of the discourse and guides for utterance interpretation. In order to do so, we start by presenting discourse markers in general and counter-argument connectives in particular, based on the reflection about formal features, semantic instructions and contextual effects (Martín Zorraquino y Portolés, 1999). After that, a brief bibliographic revision of the main research concerning Spanish language will be done. Finally, we present a table for each connective within the group of the counter-argument connectives

    Grooming treatment procedure: critical analysis of recent reforms

Curso académico 2014-2015[ES] Las nuevas tecnologías están presentes en muchos de los aspectos de nuestra vida cotidiana, no obstante su avance ha supuesto un aumento de la criminalidad y a su vez, un entorpecimiento en la investigación de los delitos cometidos a través de la Red. Es por este motivo que el legislador español ha tenido que introducir varios tipos delictivos en el Código Penal, especialmente para proteger a los menores de los malos usos de Internet, ya que son las víctimas más vulnerables. Uno de ellos es el llamado delito de grooming, previsto en el artículo 183.bis, introducido a través de la LO 5/2010, y sobre el cual va a versar el presente trabajo. En lo que sigue trataremos de exponer su origen, qué es, cómo se regula, el procedimiento y las nuevas reformas que se han llevado a cabo para mejorar la investigación y potenciar el respeto a los derechos fundamentales de los menores víctimas de este tipo de delitos.[EN] New technologies are present in many aspects of our daily lives; however their progress has been increased criminality and blocked the investigation of crimes committed by Internet. For this reason, Spanish legislation has had to include new offenses, especially to protect the children against Internet dangers, because they are the most vulnerable victims. One of these new offenses is the so-called grooming, introduced by the LO 5/2010. Coming up next, we will try to explain its origin, what it is, how it is regulated and what has been introduced in the new reforms about investigation procedure and about children’s fundamental rights
