    Government Intervention in the Transfer of Technology: the case of South Korea

    SUMMARY The development of South Korea's petrochemical industry has relied heavily on foreign technology. The remarkable success of the industry in a short period of time is mainly due to persistent government intervention at all stages. The efficacy of this intervention is due, in turn, to ‘patriotism’ and ‘the primacy of government’ . This article illustrates a method for assessing the impact of government intervention — by comparing the development of a particular industry in several countries, all of which have adopted identical techniques from the same supplier. RESUMEN IntervenciĂłn gubernamental en la transferencia technolĂłgica: el caso de Corea del Sur El desarrollo de la industria petroquĂ­mica en este paĂ­s se ha basado fuertemente en la tecnologĂ­a forĂĄnea. El notable Ă©xito experimentado en un corto perĂ­odo de tiempo se debe principalmente a la persistente intervenciĂłn estatal en todas las etapas. A su vez, la eficacia de esta proviene del ‘patriotismo’ y de la ‘primacĂ­a’ gubernamentales. [yeah, laughing] yeah so that’s a must and then, girls would have, it’d be Ashlyn and Kami and Genie having dance parties, or battles one of the two it was freakin funny
 I would always have someone throw me headers, from rather large distances [laughing] so, um, and then I would I had to get at least a few good headers back but, that was like my thing, so if the girl who wasn’t, who was throwing to me wasn’t available or like was doing something else one of the coaches would come cause they all always knew that I had to do it. And then we would pray as a team around the center—er around the corner flag. M: We still do that too N: Yeah I’m glad that hasn’t dropped [that’s way cool] um and we would always cross our hands and hold hands like that [crosses arms and with palms facing up] [unintelligible] and then, um, the seniors would say a little something and then one of those people would do the cheer and then we’d— M: What would you guys cheer? N: Um. I think it was just ‘Aggies’ what do you guys cheer. [same] yeah I don’t think it was a set thing
 then we’d cheer all together as a team and then we always met as a starting eleven in the middle, and depending on the year was whoever spoke. I think I often spoke just cause I was kind of like the defensive captain the entire time I was here. M: So usually just one person would talk? N: Yeah, in the middle well, maybe two. But it was just like ‘hey guys this is what we wanna do lets do this thing’ kind of and, one year we all had our right feet in whenever that was happening, and then one year we all switched to our left, and then one year we all had our arms around each other. Then we’d always cheer ‘team’ for the middle [desk chair squeaking]
 oh and before the game started we would always lay out our jerseys on the bench. Note: The interview goes on for much longer, but I wanted to focus specifically on pre-game rituals during warm-up with the team. Also, some of the things she talked about did not necessarily qualify as folklore as they were just things she did by herself.     Implementation of Tracking System for Sexual Assault Kits in South Dakota

    The average number of sexual assaults occurring in South Dakota from 2012 thru 2017 was 759. Yet, there is no data collection system to track sexual assault exam kits. The main aspects of this paper are identifying the issue of sexual assault exam data collection in South Dakota and providing possible solutions to this issue. The recommendations provided are based off of a national review and analysis of successful programs currently in practice in other states, as well as public health theories for implementation of a new product or innovation. The process of how the national review was carried out is provided along with its successes and failures. No program is perfect, but the state of Idaho is pioneering in implementing a statewide sexual assault kit exam tracking system that is successfully catalyzing change. It is a free program designed to be shared with other public entities and with the capability to be modified to best fit the needs of the respective adopting agency. South Dakota is beginning at ground zero and would benefit from adopting the model that has been developed in Idaho. Idaho’s model makes it possible for an entire state and its respective agencies to collaborate efficiently with key information to better work together in fighting for best practices in response to sexual assault

    The sedimentary parameters that are most important in modeling sedimentary sequences and geometry are accumulation rate, lag time, and accommodation space. Each parameter incorporates several other variables. Accumulation rate is the net result of sediment input and in situ production (for carbonates) less export through bypass or erosion. The appropriate accumulation rate to be chosen from the vast amount of data available will depend on depositional environment, basinal asymmetry, climate, tectonic setting, and the time increment being modeled. Lag time expresses the necessary condition for a transgressive sequence: that the initial sediment accumulation rate is less than the rate of submergence or accommodation. Mechanisms are not well understood; the potential for sediment production in shallow-water carbonate environments, for example, generally exceeds known rates of submergence. Biologic factors may reduce sediment production rates in shallow water, but a physical threshold, such as the wave base, above which accumulation is suppressed, seems more probable. Accommodation space is the increment of room available for sediment accumulation as determined by eustasy, subsidence, and erosion. Subsidence, in turn, incorporates tectonism, isostasy, and physical and chemical compaction. Lag time, compaction rates induced by pressure solution, and the interaction of siliciclastics and carbonates are probably the least constrained variables
