    Production capital and technology (i.e., total factor productivity) in U.S. manufacturing are fundamental for understanding output and productivity growth of the U.S. economy but are unobserved at this level of aggregation and must be estimated before being used in empirical analysis. Previously, we developed a method for estimating production capital and technology based on an estimated dynamic structural economic model and applied the method using annual SIC data for 1947-1997 to estimate production capital and technology in U.S. total manufacturing.     An Economic and Life Cycle Analysis of Regional Land Use and Transportation Plans, Research Report 11-25

    Travel and emissions models are commonly applied to evaluate the change in passenger and commercial travel and associated greenhouse gas (GHG) emissions from land use and transportation plans. Analyses conducted by the Sacramento Area Council of Governments predict a decline in such travel and emissions from their land use and transportation plan (the “Preferred Blueprint” or PRB scenario) relative to a “Business-As-Usual” scenario (BAU). However, the lifecycle GHG effects due to changes in production and consumption associated with transportation and land use plans are rarely, if ever, conducted. An earlier study conducted by the authors, applied a spatial economic model (Sacramento PECAS) to the PRB plan and found that lower labor, transport, and rental costs increased producer and consumer surplus and production and consumption relative to the BAU. As a result, lifecycle GHG emissions from these upstream economic activities may increase. At the same time, lifecycle GHG emissions associated with the manufacture of construction materials for housing may decline due to a shift in the plan from larger luxury homes to smaller multi-family homes in the plan. To explore the net impact of these opposing GHG impacts, the current study used the economic production and consumption data from the PRB and BAU scenarios as simulated with the Sacramento PECAS model as inputs to estimate the change in lifecycle GHG emissions. The economic input-output lifecycle assessment model is applied to evaluate effects related to changes in economic production and consumption as well as housing construction. This study also builds on the findings from two previous studies, which suggest potential economic incentives for jurisdictional non-compliance with Sustainable Communities Strategies (SCSs) under Senate Bill 375 (also known as the “anti-sprawl” bill). SB 375 does not require local governments to adopt general plans that are consistent with the land use plans included in SCSs, and thus such incentives could jeopardize implementation of SCSs and achievement of GHG goals. In this study, a set of scenarios is simulated with the Sacramento PECAS model, in which multiple jurisdictions partially pursue the BAU at differing rates. The PRB is treated as a straw or example SCS. The scenarios are evaluated to understand how non-conformity may influence the supply of housing by type, and holding other factors constant, the geographic and income distribution of rents, wages, commute costs, and consumer surplus

    Genetic interactions among floral homeotic genes of Arabidopsis

    We describe allelic series for three loci, mutations in which result in homeotic conversions in two adjacent whorls in the Arabidopsis thaliana flower. Both the structure of the mature flower and its development from the initial primordium are described by scanning electron microscopy. New mutations at the APETALA2 locus, ap2-2, ap2-8 and ap2-9, cause homeotic conversions in the outer two whorls: sepals to carpels (or leaves) and petals to stamens. Two new mutations of PISTILLATA, pi-2 and pi-3, cause second and third whorl organs to differentiate incorrectly. Homeotic conversions are petals to sepals and stamens to carpels, a pattern similar to that previously described for the apetala3-1 mutation. The AGAMOUS mutations, ag-2 and ag-3, affect the third and fourth whorls and cause petals to develop instead of stamens and another flower to arise in place of the gynoecium. In addition to homeotic changes, mutations at the APETALA2, APETALA3 and PISTILLATA loci may lead to reduced numbers of organs, or even their absence, in specific whorls. The bud and flower phenotypes of doubly and triply mutant strains, constructed with these and previously described alleles, are also described. Based on these results, a model is proposed that suggests that the products of these homeotic genes are each active in fields occupying two adjacent whorls, AP2 in the two outer whorls, PI and AP3 in whorls two and three, and AG in the two inner whorls. In combination, therefore, the gene products in these three concentric, overlapping fields specify the four types of organs in the wild-type flower. Further, the phenotypes of multiple mutant lines indicate that the wild-type products of the AGAMOUS and APETALA2 genes interact antagonistically. AP2 seems to keep the AG gene inactive in the two outer whorls while the converse is likely in the two inner whorls.     Control of flower development in Arabidopsis thaliana by APETALA1 and interacting genes

    Mutations in the APETALA1 gene disturb two phases of flower development, flower meristem specification and floral organ specification. These effects become manifest as a partial conversion of flowers into inflorescence shoots and a disruption of sepal and petal development. We describe the changes in an allelic series of nine apetala1 mutants and show that the two functions of APETALA1 are separable. We have also studied the interaction between APETALA1 and other floral genes by examining the phenotypes of multiply mutant plants and by in situ hybridization using probes for several floral control genes. The results suggest that the products of APETALA1 and another gene, LEAFY, are required to ensure that primordia arising on the flanks of the inflorescence apex adopt a floral fate, as opposed to becoming an inflorescence shoot. APETALA1 and LEAFY have distinct as well as overlapping functions and they appear to reinforce each other's action. CAULIFLOWER is a newly discovered gene which positively regulates both APETALA1 and LEAFY expression. All functions of CAULIFLOWER are redundant with those of APETALA1. APETALA2 also has an early function in reinforcing the action of APETALA1 and LEAFY, especially if the activity of either is compromised by mutation. After the identity of a flower primordium is specified, APETALA1 interacts with APETALA2 in controlling the development of the outer two whorls of floral organs

    This work examines ethical theories of deontology, teleology, internal and external morality as applied in conventional and reflective moral methods towards equilibrium among eight normative values for healthcare including: autonomy, beneficence, nonmaleficence, justice, privacy, confidentiality, veracity and fidelity. Upon critical analysis of conventional and reflective moral praxis\u27s both are found to be insufficient in accommodating value pluralism. This work concludes by outlining a hybrid model for ethical decision making complementing both theories by bringing together conventions and reflection to more effectively guide professional medical practice toward the teleological aim of medicine

    A comprehensive IS-enabled framework and IS research agenda to improve contributions to environmental sustainability by universities

    For more than 25 years, universities have been acknowledged as having the potential to make crucial contributions to addressing the challenges of environmental sustainability. During this time, many universities have undertaken activities in support of sustainability, although few have succeeded in realizing their potential to make significant contributions in research and education or as adopters of sustainable practices within their institutions.This paper aims to assist universities to improve their contributions to the challenges of environmental sustainability by: reviewing current literature guiding universities to support sustainability; identifying gaps in the literature; and, proposing a composite framework to facilitate contributions by IS-enabled innovations that significantly improve the level of sustainability behaviours and practices in universities. An IS research agenda integrated with the Composite Framework is proposed.<br /
