    Governing Sustainability in the EU. From Political Discourse to Policy Practices

    Governing Sustainability in the EU examines the recent novelties in the EU agenda for sustainable development, illustrating how the process of policy change has occurred at different levels, comprising general priorities, specific objectives and policy instruments. The book focuses on the evolution of the principle of policy integration and analyses its implementation by specific policy instruments across three policy areas: energy efficiency (the Covenant of Mayors), innovation (the Eco-Innovation Programme) and regional development (ERDF regional programmes regarding sustainable urban development). It specifically examines two domestic contexts (Italy and the UK) with the aim of understanding how the goals and means envisaged by the EU have been translated into concrete policy practices on the ground, and which factors have influenced the creation of new policy and governance practices necessary for the achievement of sustainable development objectives

    Policy integration and the eco-social debate in political analysis

    In political research, scholars have increasingly paid attention to the political challenges of integrating new public policies into existing policy subsystems, which bears important implications for the study of eco-social policy and politics. By drawing on policy integration research, we identify and discuss insights and lessons deriving from policy integration scholarship, which appear to be relevant for understanding policy linkages between the social and environmental domains especially regarding the European Green Deal (EGD). More specifcally, we focus on the following two aspects: (1) the elements of policy design and implementation practices that are deemed to be helpful for ensuring equilibrium between social and environmental goals and (2) political factors that are likely to afect policy integration dynamics along the social and environmental aspects (eco-social nexus). This article contributes to the literature by tracing novel research trajectories for the eco-social debate to explore in the policy integration perspective

    Empowerment via delegation? The administrative capacity-building potential of Cohesion Policy urban development strategies

    The study examines the implementation of urban development strategies in Scotland, UK, and the Veneto Region of Italy and fills an important gap in the knowledge about the capacity-building potential of such strategies. Following a principal-agent approach, the investigation shows that narrow delegation models incentivize compliance, are less conducive to capacity-building and reinforce an administrative capacity paradox. By contributing an original framework for the study of delegation models, a fine-grained understanding of administrative capacity that acknowledges the importance of agency for the success of capacity-building initiatives and policy recommendations for the period 2021–27, the research will be of interest to scholars and practitioners alike

    Traps of multi-level governance. Lessons from the implementation of the Water Framework Directive in Italy

    During recent decades, different patterns of multi-level governance (MLG) have spread across Europe as a consequence of Europeanisation of public policies, which have increasingly adopted decentralized and participatory procedures conceived as a tool of more effective and accountable policy-making. It appears, however, that the implementation of operational designs based on MLG may be rather problematic and it does not necessarily bring to the expected performance improvements. Referring to the case of the EU Water Framework Directive (2000/60/EC), which conceives the creation of new multi-level institutional settings as a key tool for enacting a new holistic approach to water management and protection, this article explores the difficulties that the implementation of such settings has brought in Italy, despite some favorable pre-conditions existing in the country. Evidence is provided that along with institutional and agency variables, the implementation effectiveness of MLG arrangements promoted by the EU can be challenged by their inherent characteristics

    Financial accountability and the quality of performance in EU cohesion policy. The case of Italy

    This chapter focuses on the linkage between the financial and performance dimensions of accountability in EU cohesion policy, showing how accountability mechanisms have gradually evolved beyond the financial audit remit. It illustrates how the logics of compliance and appropriateness have combined in the design of the system of multiple controls and obligations, increasingly covering such important performance aspects as monitoring, evaluation and transparency in the management of European structural and investment funds (ESIF). Drawing on the analysis of the implementation of programmes co-funded by ESIFs in five Italian regions, the findings bring evidence that the linkage between the financial and performance dimensions of accountability is stronger when the logic of appropriateness prevails in the implementation process, notwithstanding the fact that the EU exerts stronger regulatory pressure with regard to the financial rather than performance criteria of accountability

    Over the last decade, innovative governance architectures have been progressively promoted across European Union (EU) environmental and climate policies with the purpose of improving the effectiveness of intervention through better cross-sectoral policy integration and increased involvement of sub-state and non-governmental actors in the policy process. By combining the theoretical insights of polycentric governance and the concept of usage, the case of the Covenant of Mayors (CoM) is analysed to uncover the extent to which this voluntary programme has empowered local authorities within the EU strategy for sustainable energy by encouraging coordination and learning. This illustrates how a range of policy variables determined the dynamics of the programme’s implementation in Italy and the United Kingdom
