    Reformist Multipolarity and Global Trade Governance in an Era of Systemic Power Redistribution

    This article assesses the role of emerging powers in the liberal order by examining the diplomacy of these states in the Doha Round of the World Trade Organization (WTO). The article discusses the changing shape of global trade governance through the insights provided by multipolarity, unipolarity as well as critical perspectives on emerging states. Based on the insights provided by these approaches, the article provides an analytical account of WTO negotiations to argue that the changing position of emerging powers in global trade governance is indicative of a system of reformist multipolarity. This system entails three major characteristics. First, it is based on a multipolar decision-making process where established and emerging powers hold veto power over the negotiating process, but commit to the stable management of the global economy. Second, it comprises a nascent great power concert where established and emerging powers share a common worldview on the centrality of the WTO to operate as the overarching authority for regulating and managing global trade. Third, emerging states maintain a reformist approach in this multipolar system seeking to renegotiate the rights and responsibilities to be undertaken by each major stakeholder.</jats:p

    Despite its growing status as an ‘emerging’ power, perceptions of India’s current and future role in multilateral organisations continue to be overshadowed by its reputation for blocking rather than supporting progress in multilateral negotiations on grounds of national sovereignty and Third Worldism. In this article we suggest a more positive interpretation of India’s role through a close analysis of its diplomacy during the 2001 Doha Ministerial Conference of the World Trade Organisation (wto). The Indian delegation attempted proactively to shape the agenda of the negotiations and to promote a form of developmental multilateralism that might correct the perceived imbalances within the substantive commitments to and structure and processes of the wto. India failed to get its way at the time, but the ongoing deadlock at Doha demonstrates the continuing salience of such alternative conceptions of global justice

    Nanotechnology‐Based Rapid Diagnostic Tests

    Recently, various nanomaterials are used in order to develop nanotechnology‐based rapid diagnostic tests, such as metallic nanoparticles, quantum dots (QDs), silica nanospheres, magnetic nanoparticles, carbon nanotubes (CNTs), silicon nanowires (SiNWs), nanopores, graphene, nanostructured surfaces, and metal films. This novel nanodiagnostic approach will further develop point‐of‐care (POC) diagnostics and monitoring technologies. Nanobiosensors and microarrays of biosensors can create biochip systems and microfluidic platforms that are the most used nanofabrications for rapid diagnostic tests. These nanoplatforms are constructed for the rapid detection of various diseases or pathogen‐specific biomolecules/markers, such as DNA, proteins, whole cells (e.g., circulating tumor cells), and others. The fabrication of small‐scale portable devices with the incorporation of nanostructures will offer many advantages in the early detection of various diseases and health‐threatening infections by pathogens and in the treatment selection and treatment monitoring. The use of nanostructures in in vitro diagnostics gives the opportunity to augment the sensitivity and specificity required in clinical practice, lowers the cost and test time of the assays, and enables portable microfluidic platforms suitable for resource‐constrained settings. In this chapter, all the state‐of‐the‐art advantages in this field are discussed, starting with the nanostructures used for the fabrication of nanobiosensors, nanobiosensors arrays, and nanofluidic platforms and the nanodiagnostic use of rapid tests in the detection of pathogens, in cancer management, and glucose monitoring for the management of diabetes disease
